The Kenya Marine Fisheries Social Economic Development (KEMFSED) is a five year project under the state department of fisheries and Blue Economy in the Ministry of Agriculture, Livestock, Fisheries and Cooperative funded by the World Bank to be implemented in the five (5) riparian coastal counties namely: Kwale, Mombasa, Kilifi, Tana River and Lamu. The Project Development Objective (PDO) is to improve management of priority Fisheries and Mari-culture and increase access to complementary livelihood activities in coastal communities. The County Government of Kwale in collaboration with the World Bank wishes to invite applications from competent and qualified persons to fill the following vacant positions for the implementation of the project in Kwale County:
Terms of Service: Two year contract renewable up to Five years depending on performance. Remuneration: Will be based on a competitive rate (Agreed upon with the funding agency) for thus specific field of knowledge and will reflect the candidate area of expertise and relevant work experience provided he or she satisfactorily fulfilled all the requirements to become the candidate for the technical service.
Context
The GoK, through the State Department for Fisheries, Aquaculture, and Blue Economy (SDFA&BE) and with support from the World Bank, is implementing the Kenya Marine Fisheries and Socio-Economic Development (KEMFSED) project, which aims at supporting the country in its efforts to leverage emerging opportunities in the Blue Economy. Kenya Marine Fisheries and Socio-Economic Development Project (KMFSEDP) is a project being funded jointly by the Government of Kenya and the World Bank and will run for five years (July, 2020 - June, 2025). The project’s development goal is to enhance economic benefits and coastal livelihoods from marine fisheries and coastal aquaculture while safeguarding associated ecosystems’ integrity. The project is comprised of the following three components: a) Component 1: Governance and Management of Marine Fisheries will focus on improving the management of marine fisheries in Kenyan waters. In furtherance of the same PDO, fisheries governance interventions will be promoted through strengthened co- 2 management of near shore fisheries, and infrastructure development to support the management of fisheries at both the national and county levels. b) Component 2: Coastal Community Empowerment and Livelihoods will contribute to the PDO by strengthening livelihoods in coastal communities through a combination of technical and financial support for the implementation of livelihood, social welfare, and environmental subprojects; provision of scholarship grants and complementary capacity building and mentoring of beneficiaries; c) Component 3: Project Management this Component will finance support for project management at both national and county levels to ensure coordinated and timely execution of project activities. The KEMFSED project, will be implemented in Kenya’s coastal counties namely Kwale, Mombasa, Kilifi, Tana River, and Lamu, will strengthen the management of fisheries that are priority to coastal livelihoods, thereby securing stocks at sustainable levels of harvesting. At the same time, the project will strengthen coastal households’ access to complementary livelihood activities toward diversifying sources of household income to reduce dependence on capture fisheries. By better managing and conserving marine and inland water resources, reducing illegal fishing activity, and enhancing the value of the fish products in the value chains, the sector is expected to enhance its contribution to the overall economy. Purpose and Scope of Assignment The State Department for Fisheries Aquaculture and the Blue Economy is seeking highly motivated and dynamic Technical Assistants to support and strengthen the KEMFSED Project County Coordination Units, in the Kenya Marine Fisheries Socioeconomic Development Project in Kenya. The purpose of the Technical Assistants (TAs) is to support the CPIU to ensure timely implementation of planned Component 2 community-led demand-driven interventions, that include; county training activities and management and implementation of the community interventions while carrying out community activities including( e.g. community mobilization, sensitization and awareness creation, training, follow-ups, supervisions, handholding, monitoring and evaluation.
Place of Work -The post will be based in Participating County (Kwale/Mombasa/Kilifi/Tana River/Lamu) and the CTA may utilize office space provided by the CPIU. Time-frame, Duration and Commencement of the Technical Assistance Services The technical support duration will be for an initial period of 36 (Thirty Six) months and will be subject to extensions based on acceptable performance. Reporting Scheme and Work Base The Position will be engaged on full time basis based on agreed work schedule at the negotiation stage and will report to the County Project Coordinator. He/she will also work on a day to day basis with the other CPIU team members such as the Social Safeguards Specialist, Environmental safeguards specialist, CPA, CPO, CO and other officers from relevant departments attached to the project. Remuneration and Payment Schedule Remuneration will be based on negotiated competitive rates for this specific field of knowledge and will reflect the selected candidate’s area of expertise and relevant work experience, provided he or she has satisfactorily fulfilled all requirements to become a candidate for this technical service. The CTA will be paid on a monthly basis, based on schedules agreed at the negotiation stage where the actual calendar of payments and the specific amounts to be paid per month will be disclosed. Annex B: Technical Assistant’s Reporting Obligations The Position will be engaged on full time basis based on agreed work schedule at the negotiation stage and will report to the County Project Coordinator of the County Project Implementation Unit (CPC, CPIU). He/she will also work on a day to day basis with the other CPIU team members .

Duties and Responsibilities
• Coordinate all Community Driven Development (CDD) activities within the respective counties to include but not limited to, Community Mobilization, Community sub-projects including livelihoods/ economic enhancement, social welfare and environment/ natural capital sub-projects and youth sub-projects;
• Coordinate all capacity building and community empowerment activities at Community levels integrating the participatory leadership, management, Social Accountability and technical skills under the direction and supervision of county technical officers and the CPC;
• Provide Leadership, Supervise and coordinate the activities of the field extension officers in implementing project activities;
• Ensure targeting of the vulnerable and marginalized Groups (VMGs) during the capacity building, participation in the sub-projects cycle and setting up of community Institutions
• Facilitate Participatory Integrated Community Development (PICD), Participatory Impact Monitoring (PIM), Grievance Redress Mechanism (GRM) and Social Audit and Integrity Committee (SAIC);
• Together with extension officers involved in KEMFSED Project implementation, conduct Geo-referencing and Mapping activities to all newly initiated sub-projects and upload the information onto the Geo-Map database;
• Form the linkage and interface between the Project and the Communities;
• Assist in the development of Memorandum of Understanding between Project Management Committees (of CIGs and CBOs) and Counties and CIGs and CBOs and Strategic Partners;
• Provide technical backstopping to the Project Management Committees and county project implementation teams;
• Assist the communities in sub-Project identification, Proposal Development and screening Process, Project Implementation, Monitoring and Evaluation;
• Together with other ward, sub-county and county officers Train and Oversee Participatory Monitoring & Evaluation (M&E) activities for CDD at the Community level;
• Assist in the administration of Environmental screening process of all sub-Projects in accordance with the Environmental Management Framework;
• Support the County Project Coordination Unit in the preparation of Project Reports;
• Ensure proper Community Financial and Procurement Procedures are carried out in accordance with the standard Project guidelines/requirements;
• Work with the Community-based Institutions to design and implement appropriate strategies on capturing views from beneficiary communities on Community Development;
• Spearhead gender mainstreaming at the community level;
• Facilitate communities’ contribution (including in-kind contribution) for the required projects;
• Perform any other duties assigned by the CPC.

Requirements for appointment
• A Minimum of a Diploma in Social Sciences from an accredited Institution University. Those with a Degree in Social Sciences have an added advantage;
• At least 3 years work experience on challenges of community mobilization rural development;
• Strong Community Development and Analytical skills;
• Relevant skills in Participatory Methodologies and their application;
• Effective Communication Skills;
• Computer literacy;
• High level reliability and integrity qualities.
• Excellent verbal, written interpersonal and presentation skills in English and Swahili.
