JOB DETAILS:
ASSISTANT LICENSING OFFICER – CMA/ALO/06/2021 – 1 POST
Job Description
Reporting to Senior Officer, Licensing, the Assistant Licensing Officer will be responsible for reviewing applications for issuance of licenses to ensure compliance with the Capital Markets Legal and Regulatory Framework and applicable standards.

Responsibilities
• Reviewing applications for licensing of market institutions and intermediaries, including securities exchanges, over the counter (OTC) platforms, central securities depositories, central counter parties (CCPs) and other market infrastructures;
• Proactively engaging applicants, potential candidates for licensing and other stakeholders with a view of facilitating the licensing process within the Regulatory Framework and applicable standards;
• Coordinating fitness and probity assessments of key personnel and entities including engaging with local and foreign regulatory and private entities;
• Reviewing relevant notices, announcements and advertisements by licensed entities and making recommendations of their suitability for publication;
• Conducting research in matters affecting the development and changes in the Kenyan capital markets institutional arrangement in liaison with relevant stakeholders;
• Updating the status of all outstanding licensing applications received by the division, in liaison with officers from other divisions in the department;
• Preparing reports that assist in management and decision making of the Authority.

Minimum Requirements
• Bachelor’s degree in Law
• Advocate of the High Court of Kenya
• A valid Practicing Certificate.
• Minimum of one year experience in capital markets sector is added advantage.

Competencies
• Presentation and communication skills including ability to write reports
• Proficiency in computer applications such as Microsoft Word, Excel, Access, Power Point and Outlook express including financial and statistical packages
• Organization and analytical skills
• Ability to meet tight deadlines and work with minimal supervision.
