Gold Star Kenya (GS Kenya) was established in 2010 as a local Non-Governmental Organization; GS Kenya was born out of the success of the Gold Star Network, a social franchise program initiative established in 2006 to promote comprehensive quality HIV care amongst a network of private health providers in Kenya. GS Kenya implements health related projects in Kenya. GSK is currently seeking to fill Monitoring and Evaluation Associate position for RMNCAH/ FP, Nutrition and WASH Program in Nakuru County under the 5-year USAID funded service delivery project- the USAID Tujenge Jamii project, providing HIV care and treatment, as well as family planning/reproductive, maternal, newborn, child, adolescent health (FP/RMNCAH), nutrition, and water, sanitation, and hygiene (WASH) services. The project is focused on increasing the use of county-led health and social services in four counties in Kenya, namely Baringo, Laikipia, Samburu and Nakuru.

Job Summary:
• Under the overall leadership of the USAID Tujenge Jamii Project MEL specialist and direct supervision of M&E Officer,
• the Monitoring and Evaluation Associate – RMNACH/ FP, Nutrition & WASH will be responsible for capacity building health workers in various at community level and select health facilities to maintain documentation in Family Planning, Reproductive Health (Child, Maternal & Adolescent Health), Nutrition and WASH activities service registers, conduct regular RMNACH/ FP/ Nutrition & WASH data quality assessments, ensure accurate and timely facility data collection and reporting, and support facilities to run basic data analysis to facilitate data review for decision making.
• To deliver on this role, the M&E Associate will work closely through a Multi - Disciplinary Team (MDT) approach that will involve the other RMNCAH, Nutrition & WASH project technical staff, M&E officer, and Senior M&E officer in Nakuru County.
• S/he will be required to maintain data confidentiality and integrity for the facility and community data as directed and following USAID and GOK/ MOH stipulated guidelines.

Duties And Responsibilities:
• Conduct regular MOH M&E tools assessment in collaboration with the sub county and facility HRIOs to ensure that facilities have consistent supply and availability of standard data collection and reporting tools for Reproductive Health, Nutrition and WASH program.
• Support the facility/Sub-County/County HRIOs in projection/ forecasting and distribution and of standard RMNCAH/ FP, Nutrition & WASH MOH tools as well as project partner level customized tools.
• Provided continuous targeted mentorship to facility and community health care providers on correct use and proper documentation of standard national data capture and reporting tools.
• Work with roving HRIOs to coordinate daily, weekly and monthly timely and accurate data collection and submission processes for the assigned facilities within specified timelines to facilitate consistent situation room analysis meetings (SRMs).
• Ensure program quality data entry and upload for RMNCAH, Nutrition & WASH program is uploaded to JPHES.
• Work with facilities, S/CHMTs to ensure the data submitted to KHIS and JPHES meet the data quality standards through conducting monthly data verifications, Data Quality Audits (DQAs) and sharing feedback with all the relevant stakeholders including developing action oriented DQA improvement plans.
• Champion use of technology to promoting data collection, presentation for the RMNCAH program.
• Work closely with the Sub-County HRIOS to ensure timely and accurate submission of monthly standard MOH reports by facilities as well as timely entry into KHIS by 15th of every month.
• Disseminate site level annual RMNCAH, Nutrition & WASH targets to facility and community health care workers and ensure printed targets are pinned on the wall in the various service delivery points.
• Work closely other RMNCAH, Nutrition & WASH project staff to actively coordinate rigorous performance tracking towards set donor targets.
• Coordinate and actively participate in monthly data review meetings with minutes in all the high-volume sites with the aim of creating a culture of data demand and information use to inform decision making processes for RMNCAH, Nutrition & WASH project implementation.
• Document findings in the MOH supervision booklet and actively follow-up facilities to ensure that commonly agreed data management improvement plans are followed and monitored by all parties.
• Work with sites to ensure confidentiality and security of patient data is guaranteed and maintained by storing registers at facility and community level.
• Using monthly performance dashboards and Performance Monitoring Plan (PMP), coordinate rigorous tracking/ monitoring of project performance progress towards targets achievement through routine data review meetings.
• Conduct joint MOH and USAID Tujenge Jamii quarterly support supervision visits with SCHRIOs alongside other SCHMT members.
• Submit Performance Reimbursement Plan (PRP) by 16th monthly and share feedback on performance with Sub-County HRIOs and other relevant stakeholders.
• In conjunction with technical officers under RMNCAH, Nutrition & WASH project, participate in monitoring CQI activities by ensuring CQI charts and other progress charts are updated on site.
• In conjunction with C/SCHMTs and facilities, conduct MPDSR and documentation in KHIS.
• In liaison with SBCC officers, document MNCAH longitudinal follow up outcomes to facilitate D4D
• Participate in Monitoring and Evaluation Technical Working Group (TWG) meetings and represent the M&E department in M&E activities in the stationed County/ sub - County.
• Participate in quarterly, semi-annual and annual Reproductive Health/ Family Planning data entry and data validations as guided by the M&E leadership.
• Contribute to writing of progress reports for M&E department for the RMNCAH, Nutrition & WASH activities.
• Participate in designing, piloting and utilization of project-tailored data tracking platforms.
• Perform any other duties assigned by the supervisor from time to time.

Minimum Requirements:
• Diploma in Health Records and Information/ Health Information Systems/Information Technology or related field with at least 4 years work experience or Bachelor’s Degree in Health Records and information Systems/ Information Technology or related field with at least 2 years in the use of MOH M&E MOH tools for Reproductive Health, Family Planning and Nutrition & WASH
• Excellent understanding and familiarity with RMNCAH/ FP, Nutrition & WASH MOH M&E tool and JPHES indicator reporting system is a must.
• Demonstrated experience with National Health Management Information Systems (KHIS) and other digital data collection technologies (ODK) must.
• Personal attributes: Good interpersonal skills such as team player, good organization, planning and communication skills, well-coordinated and ability to transfer knowledge through informal and formal trainings. Good mentorship skills are an added advantage.
• Computer proficiency in MS Office Suite and word processing, databases, spreadsheets, including advanced skills in at least two of the following programs: SPSS, Epi Info, Stata.
