SENIOR MANAGER, SUPPLY CHAIN MANAGEMENT – CMA/SMSCM/02/2021 – 1 POST
Job Description
Reporting to the Chief Executive, the Senior Manager Supply Chain Management will be responsible for managing the supply chain function at the Authority, overseeing all procurement and disposal activities, and coordinating the internal monitoring and evaluation of the supply chain function. The successful candidate will serve on a five (5) year contract renewable based on performance. The Authority will offer a competitive remuneration package to the successful candidate.

Responsibilities;
• Managing the Supply Chain Management function to achieve effective governance, controls and compliance with the public procurement laws and regulations;
• Coordinating the preparation, implementation and monitoring of the Authority’s Procurement Plan in conformity with the budget;
• Coordinating the preparation of tender documents to be used for the effective sourcing of goods, works and services;
• Overseeing contract management for respective user departments, monitoring contract escalations and pricing mechanisms;
• Overseeing the identification and mitigation strategies of departmental risks in line with the Authority’s Enterprise Risk Management Framework;
• Overseeing the tendering process for the acquisition of goods, works and services;
• Overseeing control and Management of the Authority’s inventory and declaration of obsolesce;
• Driving value for money across the Authority in the purchasing of goods and services;
• Coordinating disposal process in line with the provisions of the policy and the Act;
• Overseeing the planning and implementation of user training in the procurement processes;
• Coordinating and managing supplier performance

Minimum Requirements
• Bachelor’s degree in law or Purchasing and Supplies or any other relevant field
• Relevant Master’s degree
• Diploma in Purchasing and Supplies Management
• Member of the Kenya Institute of Supplies Management (KISM)
• A registered Procurement practitioner
• At least 8 years of relevant experience
• At least three (3) years’ experience in management level
• Management course lasting not less than four (4) weeks is added advantage
