Deputy Director, Expenditure & Treasury Management

Brief Description        
Detailed Description  
      

An officer at this level will work under the guidance of the Director. Duties and responsibilities will entail: -

  • Oversee, supervise, and organize activities of the Division
  • Provide leadership and oversight in the Expenditure and Treasury function, including staff development, coaching, mentoring and performance appraisal.
  • Participate in the formulation, implementation and review of finance policies and guidelines and internal controls that align with accounting standards laws, and statutes.
  • Coordinate treasury functions, including the processing of payments, approval of payment vouchers, authorization of cheques, and payment instruction, payroll and taxes in line with the approved budget and in accordance with finance and statutory guidelines.
  • Monitor and manage departmental budgets, ensuring expenditures align with approved budgets
  • Manage banking facilities to ensure they meet the Authority's needs and confirm transactions with the bank thereof, including reconciliations, banking platforms, correspondences and safeguarding financial resources.
  • Analyze investment portfolios and liquidity needs in all banks and advising management on the appropriate action.
  • Maintain accurate financial records including, fixed assets register, depreciation, insurance, expenditure ledger, investments, creditor’s ledgers, and cash books.
  • Promote a culture of integrity and ethical conduct, corruption prevention and mitigation strategies, robust system and processes of accountability, contributing to a corporate culture that promotes ethical practices and good citizenship;

Job Requirements        

For appointment to this grade a candidate must have the following: -

  • Bachelor’s degree in commerce, Accounting, Finance, Business Management, Business Administration or equivalent qualification from a recognized institution,
  • Master’s degree in commerce, Accounting, Finance, Business Management, Business Administration or equivalent qualification from a recognized institution,
  • Attained at least fifteen (15) years’ work experience, three (3) of which should have been in a management position or in a comparable position,
  • Certified Public Accountant (CPA-K) or equivalent qualification from a recognized institution,
  • Membership to a relevant professional body and in good standing
  • Valid practicing license from the relevant professional body where applicable,
  • Certificate in Leadership course lasting not less than four (4) weeks from a recognized institution,
  • Proficiency in computer applications,
  • Demonstrated managerial, administrative and professional competency as reflected in work performance and results.
