Brief Description
Detailed Description
An officer at this level will work under the guidance of the Director General. Duties and responsibilities shall entail: -
Provide strategic advice to Management and the Board on policies, strategies, and operational matters relating to financial management in support of the Authority’s overall strategic direction.
Develop and implement sound financial management regulations, policies, strategies, procedures, and plans to enhance financial stewardship and performance.
Establish and maintain effective internal financial controls to safeguard the Authority’s assets and ensure accuracy, transparency, and accountability in financial operations.
Ensure efficient and effective utilization of financial resources to support the Authority’s programmes and initiatives.
Plan and coordinate the timely preparation of annual work plans, budget estimates, and cash flow projections.
Oversee budgetary management and cost-control processes to ensure adherence to approved budgets and optimal resource utilization.
Implement, monitor, and review budget utilization across the Authority to ensure alignment with approved financial plans.
Oversee revenue management, treasury operations, and financial reporting in compliance with applicable laws and best practices.
Maintain accurate and up-to-date books of accounts and other financial records in accordance with approved standards.
Prepare financial reports and financial statements and submit them to relevant institutions as required by applicable legislation.
Analyze and interpret financial reports and accounting records to inform decision-making by Management and the Board.
Maintain accurate and complete financial records and regularly review the Authority’s financial management systems to ensure effectiveness and accountability.
Lead financial risk management initiatives to identify, mitigate, and manage financial risks.
Ensure compliance with applicable financial statutory requirements, regulations, policies, and Circulars.
Job Requirements
For appointment to this grade, a candidate must have: -
Bachelor’s degree in Commerce, Accounting, Finance, Business Management, Business Administration or equivalent qualification from a recognized institution,
Master’s degree in commerce, Accounting, Finance, Business Management, Business Administration or equivalent qualification from a recognized institution,
Attained at least fifteen (15) years’ work experience, five (5) of which should have been in a management position or in a comparable position,
Certified Public Accountant (CPA-K) or equivalent qualification from a recognized institution,
Membership to a relevant professional body and in good standing
Valid practicing license from the relevant professional body where applicable,
Certificate in Leadership course lasting not less than four (4) weeks from a recognized institution,
Proficiency in computer applications,
Demonstrated managerial, administrative and professional competency as reflected in work performance and results,
Exhibited a thorough understanding of national goals, policies, objectives and ability to relate them to Communication Authority’s mandate.
