Deputy Director, Information and Communication Technology

JOB REFERENCE NUMBER: V/No.39/2022

Key Duties and Responsibilities:

  • Overseeing ICT projects upgrades, implementation of the ICT roadmap, technology operations, new platforms, systems integrations and availability;
  • Developing and implementing IT policies and systems to support the implementation of strategies;
  • Managing information security, personal data privacy compliance (GDPR) across all platforms and ensuring the appropriate data collection, retention, retrieval, security processes and process documentation is in place to respond to user requests within the stipulated response times;
  • Establishing and implementing an information security management system and architecture to provide a consistent platform for protecting information assets (public data, Commission data, personnel data), including infrastructure assets;
  • Providing strategic guidance of all technology related decisions, including product selection, roadmap, integrations and phase out to ensure that the commission fulfils its mandate; and
  • Drawing up ICT equipment and service specifications to ensure adherence to regulations.

Job Requirements: Academic and Professional Qualifications:
For appointment to this position, the applicant must have: -

  • Bachelor’s Degree in Information and Communication Technology or an equivalent from a University recognized in Kenya;
  • Membership to an IT Related Professional Body in good standing;
  • Any of the following or related qualifications from a recognized institution
    • ITIL (Certified in IT Service Management)
    • CompTIA A+, (User support Professional)
    • CompTIA N+, (Network Support Professional)
    • MCSE (Microsoft Certified Systems Engineer) 
    • CCNA (Cisco Certified Network Administrator)
  • Meets the requirements of Chapter Six (6) of the Constitution

Work Experience:

  • Minimum of ten (10) years of relevant work experience 
  • At least three (3) years at Senior Management level;
  • Master’s degree in Information Communication Technology or related qualification from a University recognized in Kenya (is an added advantage)

 

Deputy Director, Public Affairs and Corporate Communication

JOB REFERENCE NUMBER: V/No.  40/2022

Key Duties and Responsibilities:

  • Identifying and packaging Commission’s events for dissemination to the media and public;
  • Manage corporate publications, articles and newsletters;
  • Review the Corporate Communication strategy to align with emerging issues and trends;
  • Draft speeches for commission functions;
  • Manage media relations and press releases including talk shows; 
  • Initiate public forums for propagation and promotion of commission policies, programs and projects;
  • Collect information on Commission programmes, activities, significant events and disseminate the same to media and public;
  • Coordinate corporate branding including website management;
  • Develop appropriate strategies to address possible negative publicity against the Commission;
  • Providing clients and stakeholders with information about the commission’s activities through brochures, flyers and website updates including customer satisfactions surveys;
  • Develop and nurture relations with diverse publics.

Job Requirements: Academic and Professional Qualifications:
For appointment to this position, the applicant must have: -

  • A Bachelors Degree in either Communications Studies, Mass Communications, Journalism, Public Relations, Media Studies, Corporate Communications, or any equivalent qualification from a university recognized in Kenya; 
  • A relevant Diploma from a recognised institution will be an added advantage;
  • Be a member of a relevant professional body in good standing; and 
  • Must meet the requirements of Chapter six (6) of the Constitution.

Work Experience:

  • Minimum of ten (10) years of relevant work experience 
  • At least three (3) years at Senior Management level;
  • A Masters Degree in either Communications Studies, Mass Communications, Journalism, Public Relations, Media Studies, Corporate Communications, or any equivalent qualification from a university recognized in Kenya ( is an added advantage).

 

Senior Monitoring and Evaluation Officer

Key Duties and Responsibilities:

  • Overall responsibility for the monitoring and evaluating the Commission strategic Plan and its successful implementation process;
  • Design and manage the Monitoring and Evaluation Plan ;
  • Assist Commission staff and stakeholders in completing monitoring reports and consolidating these reports for periodic review;
  • Review the quality of existing social and economic data in the Commission, methods of collection and provide a baseline for impact evaluation. Draw up the TOR, design and cost out a baseline survey and a needs assessment survey;
  • Guide and supervise organisations that are contracted to implement special surveys and studies required for evaluating effects and impacts ensuring that all contracts include specifications for internal monitoring, reporting and penalties;
  • Analyse reports for impact evaluation. Prepare consolidated reports highlighting: problems and actions needed; potential bottlenecks and specific recommendations;
  • Collaborate with staff and implementing partners on qualitative 
  • monitoring to provide relevant information for on - going evaluation of activities, effects and impacts;
  • Prepare reports on Monitoring & Evaluation findings;
  • Draft data collection instruments (i.e. surveys, interview protocols) to be used in special studies and -or for distribution online to target groups;
  • Perform any other duties that may be assigned by the Supervisor from time to time.

Job Requirements: Academic and Professional Qualifications:
For appointment to this position, the applicant must have: -

  • A Bachelors degree in Economics, Statistics or equivalent qualifications from a recognized University.
  • At least five (5) years’ experience in a combination of the following areas: Policy;Monitoring & Evaluation work (at middle management level);
  • Research design and implementation (quantitative and qualitative);
  • Advanced demographic analysis
  • Certification in using specialized data analysis software such as Statistical Package for Social Sciences (SPSS) and other relevant statistical techniques will be an added advantage.
  • Experience in planning and creating databases, with easy user interaction;
  • Experience in utilizing applications for the design, monitoring and evaluation of projects.
