ROLE PROFILE:

The Supply Analyst is a critical strategic and technical position responsible for driving comprehensive end-to-end supply chain optimization across the entire petroleum product lifecycle—from vessel arrival at port and importation coordination through to final stock availability at loading depots. This role combines advanced analytical capabilities with operational expertise to ensure seamless product flow, optimal inventory levels, and cost-efficient supply chain operations.

The Analyst serves as the organization's technical expert on supply chain planning, inventory optimization, and regulatory compliance across the petroleum industry value chain.

This role is pivotal in mitigating supply chain risks, ensuring cost efficiency through logistics optimization, minimizing financial losses associated with marine operations (particularly demurrage and port charges), and maintaining strong collaborative relationships with critical industry stakeholders including Kenya Pipeline Company (KPC), Kenya Revenue Authority (KRA), Kenya Ports Authority (KPA), Uganda Revenue Authority, and other regulatory bodies. Job Description
KEY RESPONSIBILITIES

A. Strategic Supply Planning & Forecasting

• Conduct comprehensive market demand studies utilizing advanced statistical methods, historical consumption patterns, seasonal trends, economic indicators, and market intelligence to develop highly accurate, multi-horizon product forecasts that determine optimal product requirements and importation schedules

• Lead the development and continuous refinement of the internal supply plan through active consultation with relevant stakeholders to maximize pipeline utilization efficiency, optimize product mix, and ensure consistent product availability at all Depots and Terminals

• Develop, implement, and maintain sophisticated inventory optimization models incorporating min/max levels, safety stock calculations, reorder points, and economic order quantities (EOQ) to strategically balance supply requirements against business needs, minimizing both stockout risks and excess inventory holding costs

• Perform scenario planning and sensitivity analysis to evaluate the impact of various supply chain disruptions, demand fluctuations, and market changes on inventory positions and product availability, developing contingency plans and risk mitigation strategies

• Collaborate with Stakeholders to align procurement strategies with demand forecasts, ensuring optimal timing and volumes for product importation while considering market prices, storage capacity constraints, and working capital requirements.

• Continuously monitor forecast accuracy through statistical validation techniques, analyze variances between forecasted and actual demand, and implement corrective measures to enhance forecasting precision and reliability

B. Vessel Performance Management & Importation Efficiency

• Monitor and manage comprehensive vessel performance metrics to ensure timely vessel berthing at port, tracking vessel positions, estimated time of arrival (ETA), and coordinating with port authorities and marine agents to minimize delays and optimize berth allocation

• Track, analyze, and report on efficient discharge rates, discharge volumes, pumping performance, and overall cargo operations, systematically comparing actual performance against planned schedules, contractual obligations, and industry benchmarks to identify optimization opportunities

• Proactively manage and coordinate all vessel-related metrics and operational activities including laytime utilization, berth occupancy, discharge efficiency, and cargo documentation processing to minimize demurrage charges, reduce port dwell time, and optimize overall marine logistics costs

• Maintain detailed records and analysis of vessel performance data, discharge operations, and marine costs to identify trends, benchmark performance against industry standards, and support continuous improvement initiatives in marine logistics efficiency

• Coordinate closely with shipping agents, port authorities, terminal operators, and internal stakeholders to resolve operational challenges, expedite cargo discharge, and ensure compliance with all marine safety and security protocols

• Analyze demurrage and detention patterns to identify root causes of delays, develop preventive measures, and implement operational improvements that reduce marine logistics costs and enhance supply chain reliability

C. Inventory Management & Logistics Optimization

• Monitor and analyze daily stock status across all storage depots, terminals, and distribution facilities through systematic review of inventory reports, performing comprehensive reconciliation of physical stocks against system records, and immediately investigating any discrepancies, variances, or anomalies to maintain inventory data integrity

• Ensure adequate product stock availability in all storage and loading depots to consistently meet customer requirements, prevent service disruptions, and maintain committed Service Level Agreements (SLAs) by proactively identifying potential shortfalls and coordinating timely replenishment actions

• Conduct in-depth analysis of logistics data related to product movement patterns, transportation modes, freight costs, depot utilization rates, and distribution efficiency to identify, quantify, propose, and implement continuous improvement initiatives aimed at maximizing operational efficiency and driving measurable cost savings

• Coordinate closely with Operations teams and Service Center personnel to optimize loading depot schedules, maximize throughput capacity, reduce truck turnaround times, minimize queuing delays, and enhance overall distribution efficiency while maintaining safety and quality standards

• Develop and maintain optimal inventory distribution strategies across the depot network, ensuring strategic positioning of products based on regional demand patterns, transportation economics, and service level requirements to minimize total supply chain costs

• Monitor and manage inventory aging, product quality parameters, and stock rotation (First-In-First-Out principles) to prevent product degradation, minimize losses from obsolescence or contamination, and ensure consistent product quality delivery to customers

• Evaluate and recommend improvements to depot infrastructure, storage capacity, loading systems, and distribution networks to support business growth, enhance operational efficiency, and reduce supply chain bottlenecks

D. Regulatory Compliance & Stakeholder Liaison

• Act as the company's primary technical liaison and subject matter expert with key external regulatory bodies and industry stakeholders, including Kenya Pipeline Company (KPC), Kenya Revenue Authority (KRA), Kenya Ports Authority (KPA), Energy and Petroleum Regulatory Authority (EPRA), Uganda Revenue Authority, and other petroleum industry coordination forums

• Represent the company professionally at Oil Industry supply coordination meetings, industry stakeholder forums, technical working groups, and regulatory consultations, providing comprehensive updates on supply status, and advising senior management on critical issues requiring strategic decisions or immediate action

• Ensure strict adherence to all petroleum industry decisions, agreements, protocols, and regulatory requirements established between Oil Marketing Companies (OMCs) and Government authorities where the company has obligations or participation requirements, maintaining comprehensive documentation of compliance activities

• Manage the timely and accurate preparation, submission, and follow-up of all statutory documentation, regulatory reports, compliance certificates, and industry returns.

• Monitor regulatory developments, policy changes, industry guidelines, and government directives affecting petroleum supply chain operations, assessing their impact on business operations and recommending appropriate compliance strategies and operational adjustments

• Design, build, and maintain advanced interactive dashboards and comprehensive reports utilizing Business Intelligence (BI) tools and data visualization platforms to monitor supply chain health, including real-time stock status, product movement tracking, vessel position monitoring, inventory turnover analysis, and supply-demand balance indicators

• Track and analyze critical Key Performance Indicators (KPIs) including forecast accuracy (MAPE), stock availability rates, Average Days of Supply (ADS), inventory turnover, fill rates, on-time delivery performance, vessel efficiency metrics, and supply chain costs, reporting monthly performance to management with detailed narrative context, trend analysis, and actionable recommendations

• Ensure all new supply agreements, procurement contracts, shipping arrangements, storage agreements, and related commercial documentation have corresponding accurate master data (including material codes, pricing structures, terms and conditions, and vendor information) properly configured, validated, and maintained in the Enterprise Resource Planning (ERP) system

• Establish and maintain data quality standards, perform regular data audits, and implement data governance practices to ensure accuracy, completeness, and consistency of supply chain information across all systems and reporting platforms
