JOB DETAILS:
Finance & Fund Management Specialist – Retainer

The Finance & Fund Management Specialist will broadly carry out the following tasks, in accordance with UNOPS policies, procedures and practices based on needs expressed to the PPS basket fund, covering 3 functional areas:
• Financial resources management and financial analysis and control;
• Fund Management/Programme Management
• Facilitation of knowledge building and sharing.

Financial Resources Management And Financial Analysis
• Monitors and reviews bilateral partner agreements in regards to legal clauses on financial matters with a view to guide on financial execution within the basket fund
• Undertakes comprehensive financial planning and analysis, oversight and control of resources managed under the basket fund and documents the same within the project plan
• Facilitates the planning, monitoring of execution, reporting and expenditure control of the financial resources under the basket fund in accordance with UNOPS rules and regulations;
• Carries out a financial risk assessment and analysis and designs/ updates the financial risk management strategy for the Fund;
• Periodically reviews the financial flows (advances and reporting), identifies/appraises risks and proposes and implements improvements;
• Periodically analyses and monitors the financial situation of the Fund, monitors and tracks income in collaboration with the Project Management Specialist
• Routinely generates financial reports with a view of monitoring any financial exception transactions and proposing solutions.

Fund Management/Programme Management
• Provides diagnostic assessment of ongoing funds and provide advice on strategy, governance, grants model, turn around as may be required.
• Undertake a review of the current project fiduciary and fund management arrangements and make recommendations for any improvements based on best practice and UNOPS policies and procedures
• Develops operational procedures for fund management. Designs and establishes systems, tools and mechanisms to improve fund management;
• Provide on-going assurance to the basket fund
• Facilitates specific solutions to financial risks in collaboration with UNOPS HQ units
• Any other related tasks on programme management cycle as needed

Knowledge building and sharing
• Builds capacity and creates understanding and capacities around fund management for both the UNOPS and PPS teams
• Identifies and synthetizes lessons learnt and best practices in the area of work;
• Actively promotes a knowledge sharing and learning culture within the project team and multi country office.

Education:
• Advanced University Degree in Finance, Economics, Business Administration, or other relevant discipline is required
• A Bachelor’s degree with an additional 2 years of relevant work experience may be accepted in lieu of an Advanced University Degree

Experience:
• A minimum of 5 years' working experience implementing projects/programmes and fund financial management covering financial risk analysis and planning is required
• Minimum of 2 years of experience in management and dealing with bilateral and multilateral funding sources and administering or managing donor/partner project agreements is
• is required.
• Demonstrated experience working with multidisciplinary and multicultural teams is an added advantage
• Knowledge of the UN system and familiarity with UNOPS procedures is an advantage
• Experience working with national governments; i.e. Ministries, Departments and Agencies (MDAs) on Donor funded projects is an advantage

Language:
• Fluency in English (write, read, speak) is required;
• Knowledge of another UN official language is desirable.
