REGISTRAR / CHIEF EXECUTIVE OFFICER-GRADE EBK 1
The Engineers Board of Kenya (EK) is a State Corporation established under Section 3 (1) of the Engineers Act 2011. The Board has the overall mandate of developing and regulating engineering practice in Kenya. The development and regulation of engineering practice is considered a key component to the achievement of infrastructure foundation under the Country's Vision 2030 development blueprint and the Big Four Agenda.
The Board is seeking a suitably qualified, dynamic and energetic individual of high degree of integrity and professionalism to fill the Position of Registrar / Chief Executive Officer as follows:
JOB PURPOSE
The Registrar / Chief Executive Officer is responsible to the Board of Directors for the implementation of the Engineers Board of Kenya (EBK) strategic goals and the management of its resources including giving direction and leadership for the achievement of its mission In addition, the Registrar / Chief Executive Officer is the accounting and authorized officer and is responsible for the day-to-day operations and administration of the Board. .

Job Specifications
Undertaking the duties and responsibilities of the office, the Registrar / Chief Executive Officer shall;-
• Maintain the Register of persons registered in accordance with Engineers Act, 2011;
• Sign, issue, renew and cancel certificates of registration and licences as may be directed by the Board
• Keep all documents and records including records of all assets of the Board: h. Prepare all documents due for gazettement as directed by the Board:
• Take and keep minutes of the Board meetings:
• Enforce decisions of the Board
• Keep the seal of the Board in such custody as the Board may direct:
• In consultation with the Board, be responsible for the direction of the affairs and transactions of the Board, the exercise discharge and performance of its objectives, functions and duties;
• Ensure the maintenance of efficiency and discipline by all staff of the Board; * Manage the budget of the Board to ensure that its funds are properly expended and accounted for
• Exercise leadership and managerial oversight of the Board's core mandate and functions:
• Provide general oversight of all EBK activities, manages the day-to-day operations, and smooth functioning and efficiency within the organization; will provide leadership in the development of the Board's programs and assures quality program and organizational stability through development and implementation of standards and controls, systems and procedures, regular evaluation and performance management system,
• Provide strategic policy direction for improved service in engineering practice in the Country:
• Develop and oversee efficient and effective strategies for recruitment, selection retention and evaluation of staff:
• Provide guidance to the Board and the management in the development and implementation of the best practice in Corporate Governance:
• Provide leadership in engineering learning services designed to inform public policy, promotion of national development and high standards of competence:
• Maintain effective collaboration and partnerships with organs of Government and Government agencies, county Governments, international organizations, private sector, non-governmental organization and other stakeholders
• Promote values and principles as spelt out in Articles 232 of the Constitution of Kenya in the operations of the Board;
• Lead, oversee and ensure the implementation of applicable engineering standards in Kenya;
• Develop and implement an effective performance management system;
• Exercise and perform any other functions which the Board may determine from time to time.

Person Specifications
For appointment to this position, a person must
• Have at least ten (10) years proven experience in the engineering field;
• Have at least an undergraduate degree in engineering from a recognised institution; a Master’s degree will be an added advantage:
• Be registered Professional engineer with the Board holding a valid practicing license,
• Have knowledge and experience in policy formulation, management and procedures of the Government:
• Have knowledge in, or has actively contributed to the promotion of engineering development agenda:
• Demonstrate results in work performance:
• Meet the requirements of Chapter Six of the Constitution,

TERMS OF SERVICE:
• The Registrar / Chief Executive Officer will serve on Contract for a period of five (5) year term renewable once based on performance. An attractive and competitive compensation and benefits package awaits the successful applicant.
CONDITIONS FOR APPLICATION
• Candidates will be required to satisfy the requirements of Chapter Six of the Constitution of Kenya and will therefore be required to provide the following documents:
I. Clearance certificates from the Higher Education Loans Board (HELB).
II. Valid Tax Compliance certificate from the Kenya Revenue Authority (KRA),
III. Certificate of Good Conduct from the Directorate of Criminal Investigations
IV. Clearance certificate from a Credit Reference Bureau (CRB):
• Shortlisted candidates will be subjected to integrity verification with the Ethics and Anti-Corruption Commission:
• Canvassing will lead to automatic disqualification.
