Project Background
FCA believes that it is in the best interest of the organization and the employees to fairly compensate its workforce for the value of work provided, and to cultivate, reward and retain its most valuable resource. To further demonstrate this commitment, FCA has resolved to conduct a salary survey on a bi-annual basis to:
• Determine if pay is internally fair and equitable.
• Determine if the compensation our employees receive is externally competitive.
• Ensure that FCA’s compensation structure successfully aligns with its mission, resources and strategic objectives.
• Review employment classifications for select positions. FCA has over 20 job titles, some employees are non-represented. All employees shall be subject to this study.
• Review documentation and policies related to compensation and updated as needed.

Objective of the Project
The objective of this project is to benchmark our positions and compensation with peer and similarly situated organizations to get a solid understanding of the customary practice, and competitiveness of our compensation structure in Kenya focusing on the following Counties: Nairobi, Turkana, Baringo, West Pokot, Elgeyo Marakwet, Garissa, Marsabit, Mombasa and the surrounding areas. Additionally, a product of this study will include salary bands and accompanying documentation and guidance for such bands to be published to the greater organization. The goal is to formulate a compensation structure that is aligned with FCA’s compensation philosophy. In so doing, FCA will remain competitive in attracting and retaining talented and highly skilled professionals.

Scope of Work
• The Consultant shall meet (virtually) with the Senior Management Team (SMT) at the outset of the project for a Discovery session, lasting no more than one hour.
• The Consultant shall identify and benchmark FCA’s salaries against those of comparable peer organizations in locations where FCA has established a presence in the Kenya.
• In collaboration with FCA, the Consultant shall identify similar non-profit/non-governmental peer positions to be benchmarked.
• The Consultant shall conduct relevant research and provide a comparative analysis of conventional salaries and best practices of those peer organizations.
• The Consultant shall provide FCA with a final report on their findings, analysis, and practical recommendations on aligning FCA’s compensation philosophy.
• Market compensation data should also be presented by gender and race to ensure equitable pay in each of these areas.
• The Consultant shall create salary bands for the organization and accompanying policy, guidance, documentation, and communication guides.
• The Consultant shall meet (virtually) with Senior Management Team (SMT) at the conclusion of the project for a debrief and next steps.
• The consultant may be required or asked to present the findings of the survey to FCA’s Board at the next meeting in November 2021.
• Provide instructional information to allow FCA Human Resources staff to conduct individual salary audits and adjustment consistent with the study methods until the next study is conducted.

Proposal Requirements
• One (1) original proposal must be submitted in PDF format via email to Kenya.tender1@kua.fi.
• One (1) sample project plan shall be submitted to include methodology, key activities, proposed benchmarks, and timelines.
• FCA will not provide any reimbursement for the cost of developing, producing, or presenting materials in response to this RFP.
• Failure to include the following information may have a negative impact on the evaluation of the Consultant’s proposal. The proposal shall include at least the following information:

Qualifications
Please provide the following information on the professional qualifications of your company:
Academic Qualifications for Directors/Lead person
• Experience in providing compensation studies for similar non-profit organizations.
• Experience in and capacity to support prompt and smooth project implementation.
• Experience in and capacity to provide post-implementation customer service support.
• Expertise of staff and sub-contractors including name, profile, role and responsibilities of each team member you would assign to our project, if applicable.
• Expertise in designing and facilitating interactive and participatory online meetings using Teams, Zoom (or equivalent) technology.

References and Reliability
A list of at least three (3) verifiable references, with at least one of similar scope and industry to FCA This list may include current and former clients, all of whom are able to comment on the Consultant’s related experience, if applicable.
A proposed method of satisfying the requirements of the Scope of Work as specified in the Section II. The narrative must directly reference the scope of work.

Each Consultant, by submission of signed proposal, agrees to the terms and conditions set forth within this RFP and to be bound thereby.
FCA reserves the right to amend these requirements and accept or reject any or all changes to the contract. FCA is not bound to accept the lowest bid, but that which it deems most favourable to FCA.
The contract will commence within 7days after the letter of award has been issued.
