Location: Nairobi county

1. Context

Islamic Relief Kenya (IRK) commenced its operations in Kenya in 1993, initially running the Orphan Sponsorship Programme in Mandera County implemented through a local partner organization. A full-fledged country office was opened in Nairobi in March 2006 at the height of the drought in the Horn of Africa. Since then, IRK’s operations have expanded to provide humanitarian and development assistance to the most vulnerable and marginalized communities in Kenya, especially in the country’s Northeast. In 2010 and 2011, IR extended operations to Wajir and Garissa counties, and most recently in 2017 and 2018 to Kilifi and Marsabit counties respectively. IR Kenya implements programs across the three pillars of its country strategy 2016 - 2021: Disaster and Emergency Response; Sustainable Community Empowerment; and Education and Child Development. In 2017, Islamic Relief Kenya has been implementing both developmental and emergency programme that has contributed to the well being of the communities in its target areas.

Islamic Relief Kenya is committed to developing climate-smart initiatives in our programming to build the resilience of communities and effect meaningful and sustainable change. We work with vulnerable communities mostly in the ASAL areas, who are most affected by climate change and extreme weather.

Building Resilience Initiatives for Pastoral Communities in Kenya (BRICK) project is a two-year economic strengthening programme, working directly with smallholder farmers, traders, youth, and women in three sub-counties (Garissa township, Fafi, and Balambala) of Garissa County, Kenya. The project will offer a specific set of business/vocational training/skills development opportunities for youth and women through the promotion of sustainable livelihoods, microfinance activities in addition to explicitly promoting women’s participation in all the project activities. The project will focus on creating market linkages and network communities with private sector players for sustainable economic empowerment. The project will be directly implemented by Islamic Relief Kenya in collaboration with other stakeholders in Garissa County notably the government line ministries at the county level, National Drought Management Authority (NDMA) for Coordination and planning, community local institutions, structures, and right holders.

Business development skills are critical for economic empowerment, and specifically in addressing the problem of low household income in target communities. IRK has adopted the internationally recognized ILO business training manuals (modules). The project will engage certified trainers/consultants from ILO, who will develop tailor-made modules from the ILO manuals for the the IRK staff and target population. ILO business training will be offered to IRK staff.

The certified ILO trainer will build the capacity of IRK field officers who will be trained as ToTs to pass on the skills and knowledge gained to various groups targeted and offer refresher sessions for the trained groups (smallholder farmers, youth, and traders of which 50% will be women)**.**

The project promotes climate-smart approaches such as innovative crop production, small livestock husbandry/ farming, water management, income generation, simple value addition, and economic strengthening approaches of Groups’ savings and loans associations (GSLAs). We envisaged that after implementing these interventions, the quality of life for women and other vulnerable community members will improve significantly and thus enabling them to cope with effects linked to climatic changes.

To achieve the above, IRK is seeking the services of a business Development and Management Training consultant ILO certified to conduct business training for 20 IRK staff.

Overview

The consultant will train IRK staff in including aspects of small business selection, initiation, costing, pricing, market research, marketing, business management, and development preferably using the ILO standard modules.

The key objective of the business/entrepreneurship training is to equip IRK staff with entrepreneurship skills and knowledge to improve their understanding of business management i.e., generate a business idea, develop a business plan, pricing/costing as well as market research and marketing of their product. The project will take IRK staff through the journey of generating business ideas through a self-discovery process that will ultimately culminate in starting their own business or improving an existing business.

2. Delivery Strategy

The training will reach a total of 20 IRK staff .The certified ILO trainer will build the capacity of IRK field officers who will be trained as ToTs to pass on the skills and knowledge gained to various groups targeted and offer refresher sessions for the trained groups.

The trainer will be required to deliver simplified business training to IRK staff as a product of the assignment and most preferably use ILO modules. The training should be conducted and delivered using a variety of training methodologies, including:

Lecture
Brainstorming
Discussions, open and group
Exercises, group, and individual
Short field visits.
Case studies
Roleplay
Business games.
IRK staff for the training will be IRK staff from selected field offices

3. Scope of Work

The core objective of the assignment: To enable IRK staff to learn practical basic business management skills to impart the same to women/youth GSLA members carefully selected from the County project sites reflective of their current and aspirational business levels and to enable them to apply the same in their day-to-day small business operations.

The specific objective of the training is to build the capacity of IRK field officers who will be trained as ToTs to pass on the skills and knowledge gained to various groups targeted, and offer refresher sessions for the trained groups.

By the end of the training course, IRK staff will have been equipped with business knowledge and skills in order to train and pass on the skills to potential entrepreneurs who will have concrete and feasible business idea that can provide an opportunity for participating GSLA members to make low-risk decisions on their suitability for entrepreneurial activities or whether to use their savings capital in some other area of household production activities. The business idea will be the starting point for developing a business plan. The training will be designed to assist IRK staff to, among others:

· The consultant will prepare plan for delivering the training sessions

· Develop the entrepreneurship training materials to be used during the training rollout

· Take the IRK staff through the Start and Improve Your own Business (SIYB ) programme which is structured into four separate training packages, which are designed to respond to the progressive stages of business development.

Generate Your Business Idea (GYB) is intended for people who would like to start a business, and who, through the training, develop a concrete business idea ready for implementation.
Start Your Business (SYB) is for potential entrepreneurs who want to start a small business and already have a concrete business idea. The program is a combination of training, fieldwork, and after-training support, and helps IRK staff assess their readiness to start a business and to prepare a business plan and evaluate its viability.
Improve Your Business (IYB) introduces already practicing entrepreneurs to good principles of business management. Its six modules (marketing, costing, buying and stock control, record keeping, planning for your business, and people and productivity) can be taught individually or all combined in a full course.
Expand Your Business (EYB)

Enables growth-oriented small enterprises to develop a business growth strategy through training interventions.
The SYB and IYB packages also include the SIYB Business Game, a practical simulation tool to help IRK staff understand the realities of starting and running a business. The EYB Business Game simulates an expanding business during training to help IRK staff experience the impact of strategic decisions on business operations.**

· At the end of the training IRK staff know how to cost, price, market and sell products.

· Conduct an entrepreneurial self-assessment and guidance on how entrepreneurial characteristics can be improved.

· Generate business ideas. The IRK staff are guided in how to analyze their skills and knowledge and how to exploit this knowledge and skills for setting up a business.

· Analyze and select the most feasible business idea. Screening of the feasibility of each business idea and identification of the idea that is most attractive, that has the least negative impact on the environment, and is best suited to their situation.

4. Activities Before the Training

Prepare training program and submit to IRK in advance. The program will be based on practical experiences with case studies and will draw on experiences from similar training. The training program will incorporate best practice adult learning methodologies to effectively meet the training objectives. The program will also include an outline of sessions, objectives per session, methodology to be used per session and materials to be used.

Prepare training materials in English and if possible local language. The training will be largely practical, supported by accessible training materials, and be in line with the standard guidelines relating to conducting training sessions for communities.

Conduct a pre-training meeting with the sample of the envisaged trainees so that the consultant is knowledgeable about the IRK staff’ business sub-sectors, are familiar with the profile of the IRK staff’ training needs analysis (TNAs), and can devise the training objectives to suit the requirements of the trainees.

The training will include a pre-and post-questionnaire developed in advance by the consultant to gather basic measurements of IRK staff’ knowledge in the relevant areas.

5. Deliverables

Appropriate Training Needs Analysis (TNA) tools and description of the methodology that engages trainees appropriately.

Training plan and materials reflecting, demonstrating a variety of training methodologies as described above, and in an appropriate language for the target audience. Methodologies selected should demonstrate local acceptability, best-practice related to adult learning, and ability to meet the over-arching learning goal and session-specific outcomes.

A simplified ILO business training manual for small business startups.

Detailed training report in English language, to include a description of TNA activities and findings, pre-and post-test reports, both of individual trainees and summarised, of each specific training session, key lessons learned and recommendations for future development of this activity, list of IRK staff, feedback on the suitability of the training approaches and suggested changes to the training methodologies to more suit the target audiences and recommendations for improvements.

Follow-up plan for tracking trainees’ progress of an application for 3 months after the conclusion of the initial training sessions, with a focus on capturing levels of change in individual business activities including a description of developing case studies from amongst the trainee cohort.

6. Time Frame

The engagement is planned to run for 8 days upon signing of contract by the consultant

7. Qualifications

The Lead Consultant or one of the consultants from the team should possess the following qualifications.

· Advanced Degree in business management, entrepreneurship, or any other related field.

· Relevant extensive experience in business development and incubation training

· Experience in training marginalized groups especially women and smallholder farmers.

· Certified cation by international bodies e.g., ILO/FKE will be an added advantage

· Excellent report writing and presentation skills,

· Ability to pay attention to details,

· Familiarity with Microsoft Office Suite for applications.

· The candidate should be available within the consultancy implementation period

9. Bid Document Comprises.

The bid document prepared by the bidder shall comprise of the following:

· Fully completed IRK Dossier - Questionnaire

· The summary of the Consultant’s Profile with contact address and their CVs.

· Valid Certificate of Incorporation in case of a company

· Technical Proposal/Methodology

· Financial proposal i.e., BOQ with unit prices and total

· Any documents on previous similar service done in the past three years

· ID/Passport Company director (s)

· KRA PIN

· Tax Compliance Certificate

10. Bid Currencies

i. The bid prices shall be quoted in Kenya Shillings (KES).

ii. Total bid cost shall be inclusive of the following.

· Professional fees

· Transport and all other related expenditures

· 5% withholding tax

11. IRK's right to accept any bid and/or reject any or all bids

IRK reserves the right to accept any bid and to annul the bidding processes and reject all bids at any time prior to award of consultancy contract, without, thereby incurring any liability to the affected bidder or bidders or any obligation to inform the affected bidder or bidders on the grounds of its action.

12. Evaluation

12.1 IRK will examine the prequalification documents to determine completeness, general orderliness, sufficiency in responsiveness and bid.

12.2 The potential consultant shall not contact IRK on matters relating to their bid from the time of opening to completion and official communication sent to them. Any effort by the potential supplier to influence IRK in the evaluation shall result in disqualification.

12.3 Prequalification will be based on meeting the minimum criteria regarding the applicant’s legal status, general and particular experience, personnel and responsiveness to RFP.

12.4 The applicants must have registered offices (if a company) and IRK reserves the discretion of visiting physical premises from which the applicant conducts business if so desired to confirm existence and capability to deliver the assorted items.

12.5 Due diligence will be undertaken, and any bidder found to be in breach and has provided false information will be disqualified.

13. Employment of Minors

The consultant shall not employ children in executing the contract. The Consultant shall observe international conventions relating to child labor namely the UN Convention No.182 on worst forms of child labor and convention No. 138 on the minimum age for admission to employment.

14. Criminal Act

The consultant undertakes to comply with all applicable laws and to ensure that it does not engage in any kind of criminal activity including but not limited to bribery, fraud, corruption, terrorism and to maintain ethical business practices as well as not to commit any Prohibited Acts defined as: -

i) To offer, promise or give any person a financial or other advantage;

ii) To request, agree to receive or accept any financial or other advantage not expressly provided for as an inducement or a reward for the performance of any function or activity in connection with this Agreement;
