ICAP at Columbia University is seeking an experienced and qualified expert to fill the role of Strategic Information (SI) lead for ICAP’s proposed CDC-funded project, Strategic Use of Surveillance and Epidemiology to Support HIV Epidemic Control in Kenya under PEPFAR (CDC-RFA-GH20-2042). The SI Lead will be based in Kenya and supervise the Epidemiologist and Statistician/Data Analyst. This successful applicant will interface with health informatics, geospatial analytic and cost analysis partners and provide technical guidance and vision for surveillance and survey activities ensuring that all activities meet the highest technical standards. .

  Major Accountabilities:
• Serves as primary contact with the Ministry of Health (MOH) and CDC on epidemiology, statistics, data analytics and health informatics and enhances the strategic relevance and quality of surveillance and survey activities
• Supervises the Epidemiologist, Statistician/Data Analyst and manages the geospatial, costing and health informatics partners
• Closely collaborates with laboratory teams to ensure data capture and analytic plans meet the needs and standards of biomarker data, including rapid test for recent infection and viral load
• Directs the SI domains of the preparation and conduct of surveillance and survey implementation trainings
• In collaboration with the MOH and CDC, defines a quality management strategy for case-based surveillance (CBS), recent infection surveillance and other surveillance/survey activities
• Closely works with the MOH, CDC and other stakeholders to develop data use and public health response strategy in Kenya using data from CBS and recent infection surveillance
• In collaboration with the MOH and CDC, develops and conducts activities to strengthen the capacity to design and implement epidemiologic studies as well as analyze, disseminate, and effectively use data from these studies to formulate programs and policies

Job Education Requirements: • Advanced degree in epidemiology, demography, public health, humanities, or related discipline


Experience, Skills, and Minimum Qualifications:
• Minimum of 8 years’ experience in the senior management and leadership of monitoring and evaluation and/or strategic information of large-scale international health or development project
• Experience building and managing a diverse team of technical and support staff
• Ability to analyze issues, draw valid conclusions, and make recommendations; to prepare and present comprehensive statistical and narrative reports; to conduct effective presentations; to interpret departmental policies and procedures, grants, legislation, and regulations relating to research activities; to prepare concise reports, and to supervise the work of others
• Excellent organizational and project management skills, including the development of measurable objectives, operational plans, and measurable indicators/targets for public health programs and projects.
• Experience in conducting HIV surveillance and surveys
• Experience in directing surveillance, service delivery or survey projects involving large sets of data
• Demonstrated experience establishing, growing, and maintaining effective working relationships with donors, implementing partners and the ministry of health
• Experience working with CDC, PEPFAR, U.S. Government, or other bi-lateral donors preferable, with strong familiarity with CDC reporting requirements
