Background Information:
The International Committee for the Development of Peoples (CISP) is an equal employment opportunity employer with its headquarters in Rome. CISP Kenya carries out projects in areas of development by supporting national and county authorities to provide quality, equitable, transparent, and accountable services in the sectors of higher education, child protection, culture, food security and nutrition.
Currently CISP has its main country office in Nairobi with sub-offices in Kakamega and Tana River. CISP’s current programming in Kenya is concentrated in the sectors of Child Protection, Higher Education, Resilience, Youth Empowerment and Arts and Culture. From 2019 to 2023, CISP is the lead agency of several consortia (totaling 15 partners, both international and local) implementing multi-year projects across Kenya, as summarized below:
• Resilience: In Tana River County, CISP is leading a consortium of partners to implement a Resilience-building project in the Agriculture and Food Security, Livelihoods, Nutrition and WASH sectors, co-funded by the EU.
• Child Protection: In Kakamega and Nakuru Counties, CISP is leading a consortium to implement a Child Protection project, co-funded by AICS.
• Arts & Culture: In Nairobi and Mogadishu, CISP is leading a consortium of partners from Kenya, Somalia, Italy and Sweden to implement a Youth Empowerment project in the Arts and Culture sectors, co-funded by the EU.
• Higher Education: In Nairobi, CISP is leading a consortium of universities from Kenya and Italy to implement a programme on Human Development in the higher education sector, co-funded by CEI and AICS.
Objective: The objective of the Kenya Programme Manager is to oversee, lead and coordinate the quality design, development, planning, implementation and MEAL components of the Kenya programme. This position will be instrumental in ensuring optimum quality, accountability, sustainability and impact of our projects for the communities we serve. .

Role and Responsibilities:
HR & Administration
• Serve as the direct line manager and supervisor for the Project/Programme Managers, MEAL Manager and Communications Manager, with the overall responsibility for the Programme department staff and consultants.
• Monitor the performance of project staff and act accordingly, including identifying capacity gaps and providing trainings and capacity building workshops as required for project staff from CISP and consortium partners, both at the main office and the field offices.
• Undertake human resource management and talent acquisition by developing job descriptions, preparing interview questions, organizing and preparing logistical arrangements for interviews, short-listing candidates and other administrative tasks as required for recruiting qualified project staff.
• Work closely with Programme Team and Administration department to support logistics and procurement processes for project activities, including supporting the design of procurement plans and initiating/following up on procurements.
• Ensure financial plans and reports for projects are updated and shared with relevant departments.
• Oversee the development of operational agreements with various partners, including consortium partners, government stakeholders, consultants, etc.
• Work closely with the Supply Chain Officer and the Country Representative to ensure programme activities are implemented in line with safety and security policies and procedures, and provide support in policy development and reviews to strengthen systems related to security and safety.
• Ensure overall programme administration is in line with CISP’s Management System, code of conduct, relevant policies and procedures and donors’ requirements.
• Refer to the Country Representative for reviewing and signing all agreements, contracts and approval of new policies.
Programme Development
• Oversee the Communications Department and work closely to develop and disseminate visibility materials, tools and publications for the active projects, including project briefs, factsheets and brochures for the project launches and for promoting CISP best practices in the different sectors of intervention.
• Identify new funding opportunities and create opportunities for networking with other agencies, including creating technical partnerships, consortium-building, and establishing strategic working relations with implementing and funding organizations.
• Ensure co-funding requirements for projects are achieved, respond to calls for proposals by developing project proposals and budgets, and carry out needs assessments to develop new project ideas in line with the vision outlined in CISP’s country strategy.
• Ensure innovative approaches are included in existing and future programs in order to increase positive impact on project beneficiaries.
• Stay up to date with current trends in development, such as results-based management, systems thinking, value for money, etc., and mainstream these themes and approaches in CISP’s projects.
Programme and Grants Management
• Ensure high quality coordination between the projects and multi-disciplinary teams for enhanced collaboration, sharing of information and resources, leveraging comparative advantages, and promoting CISP culture for the effective coordination of interventions.
• Support in the development, review and monitoring of operational plans for the new projects, including financial plans, HR plans, activity workplans, procurement plans, communications plans, budget breakdowns, MEAL plans, reporting tools, and others as required for CISP and the consortium partners.
• Oversee partnership management for consultants and over 15 local and international consortium partners, and provide capacity building sessions and support to partners as needed.
• Ensure quality assurance, coordination and management of all projects implemented in Kenya, according to CISP’s rules and policies and donor requirements.
Monitoring, Evaluation, Accountability and Learning (MEAL)
• Oversee the MEAL Department and ensure harmonization and implementation of MEAL systems and tools across the projects.
• Prepare and submit internal monthly programme reports to HQ according to CISP’s template.
• Ensure continuous conducive relations with donors and partners and submission of quality and timely narrative and financial reports.
• Follow-up with project staff from CISP and consortium partners and ensure monthly collation MEAL data for updating and filing, and ensure reminders are issued to field staff from all partners on deadlines and deliverables to ensure timely reporting of activities and achievements.
• Work closely with MEAL team to conduct needs assessments, mapping and other preparatory exercises at the field level to support the consortia in project implementation.
• Travel regularly to carry out field missions to monitor and supervise the roll-out and implementation of projects and strengthen the collaboration with consortium partners, beneficiaries, government partners and other stakeholders.
• Identify bottlenecks or shortcomings in CISP systems and processes, and propose solutions to the Country Representative for enhancing their efficiency and effectiveness.
Representation and Coordination
• Ensure Weekly Programme meetings are held among the programme team for cross-sharing of ideas, solutions and information.
• Represent CISP in national debates, workshops, networking opportunities, technical working groups and other relevant meetings, steering committees and advisory boards with donors and partners in the sectors of child protection, food security, nutrition and higher education, and in key meetings with donors and partners.
• Identify and coordinate the relations with stakeholders through regular communication and meetings, including consortium implementing partners, County governments, local authorities and local communities.
• Ensure CISP’s reputation and representation is excellent, and ensure cordial relations are established and maintained with authorities, relevant ministries, representatives of County governments, partners and all key stakeholders nationally and in the field. • Ensure regular active collaboration and information sharing between CISP and other NGOs in the project locations.

• Provide any other support related to Programme Coordination and Management as requested by Country Representative.

Eligibility Requirements:
Minimum Required Qualifications and Experience:
• At least a Master’s Degree in one of the following relevant fields: development and cooperation, social and political sciences, humanitarian and international affairs, or related field.
• At least 6 years of experience in managing, implementing, and monitoring and evaluating projects above 3 million EURO total.
• Experience in implementing grants funded by EU, AICS, UN agencies or similar donors.
• Experience in large programme management involving different partners and stakeholders, both local and international.
• Demonstrated experience in effectively coordinating and developing the capacity of personnel and mediating conflicts.
• Demonstrated experience in developing successful project proposals for funding opportunities.
• Demonstrated experience in facilitating and coordinating meetings, workshops and trainings.
• Fluent written and spoken English and Kiswahili, with excellent writing and editing skills.
• Have a valid certificate of good conduct.
