Purpose
To respond to this intent, KRCS is seeking to recruit a qualified and experienced consultant for a short-term contract to support in digitalization of community referral directory for legal and social support structures. The consultant will digitalize referral directory focusing on social support structures on provision of social assistance, access to economic, social support and provision of livelihood support to individuals. The specific support includes and not limited to the following;
• Cash transfers and conditional cash transfers, Food Subsidies, Direct Feeding Programs, School-Based Food Programs, social Health Insurance (NHIF&NSSF), Microfinance.
• Foster home for children with disability.
• Nutrition, Reproductive Health, WASH, Livelihood and Child sponsorship,
• Shelter and care, Child protection and Education and rescue centers
• Household Empowerment strengthening
• Psychosocial support Counselling and referrals including for FGM related issues.
• Safeguard and protect the rights and welfare of children.
• Orphans and vulnerable populations (OVC) support, young girls’ empowerment and child sponsorship.
• Health services for OVCs and Mental health support.
• Scholastic support for vulnerable children.

The legal support structures include provision of legal information, linkage and referral for legal support, link to pro bono services, legal counselling, litigation and legal representation. This includes but not limited to;
• GBV prevention and responses initiatives.
• Integrated services for SGBV survivors
• Support for GBV survivors, psychosocial Support
• Linkage to safe house and, temporary shelters for GBV survivors.
• Rehabilitation of non-custodial offenders.
• Harm reduction referrals.
• Collection of specimens for screening for GBV.

The consultant will digitize the referral directory documents and provide the resources required for each stage by creating a one-stop shop to ensure easier access and use for all persons in need of the legal and social support information and services.

Objectives of the Consultancy
• The Overall Objective of the Consultancy is the digitization of the community referral directory for legal and social support structures. The Social support structures includes the provision of social assistance, access to economic, social support and provision of livelihood support. The legal support structures include provision of legal information, linkage and referral for legal support, link to pro bono services, legal counselling, litigation and legal representation in the 47 counties of Kenya

The Specific Objectives of the consultancy include the following:
• Define the current referral system, and the current tools being used to strengthen the legal and social support system.
• Devise a system to ensure direct access to information or resources on where users may gain specific services within the community and at the county level in all 47 counties.
• Map the services to be provided by the participating stakeholders and show the links of the services.
• Provide an opportunity for users to give feedback on any bottlenecks or loopholes that may be experienced in the use of the referral director

Expected Outcomes of the digitalized community referral directory

The digitized referral directory will provide the following:
• Provide direct access to resource areas referenced in the referral directory to ensure access to all service providers within the community actors that can provide assistance.
• A method to analyze the number of persons making use of the referral directory in order to collect data on its use, in line with the Data Protection Act.
• An administration panel for the system administrators to update and access the system’s database.
• Referral Map and Directory to be adopted nationally in Kenya after digitization.

Scope of work
• The consultant will be mandated to digitalize community referral directory for legal and social support structures focusing on social assistance, access to economic, social support and provision of livelihood support while the legal support structure will focus on provision of legal information, linkage and referral for legal support, link to pro bono services, legal counselling, litigation and legal representation
• The consultant will use the existing database developed through the sub recipients working with KRCS under the Global funds HIV Grant and ensure provision of additional information that might not have not been included in each of the counties. The consultant will also be expected to include information for other counties not included in the existing database as what is in the existing data base is only a guide to ensure holistic social and legal services are included and digitalized in the referral directory.

Duration of the assignment
• The assignment should be completed within 20 consecutive working days after signing the Agreement, including inception report, review of relevant materials, development of drafts and review and finalization of the referral document and referral map.

Deliverables
• The key deliverables for the assignment are as follows:

• Inception report, prepared after an inception meeting with final work plan and timelines as agreed on with KRCS
• The digitized system on the use of the referral directory with an opportunity for users to give feedback on any bottlenecks or loopholes that may be experienced in the use of the referral directory.

KRCS Deliverables
• KRCS shall avail relevant reference materials, review drafts and provide comments to the consultant to finalize the digitized referral directory. The roles will be further defined at an inception meeting.

Qualification of the consultant
Functional Competencies:

ILRI Consultancy: Development of a Women-Entrepreneurship Program for Small Scale Food Retailers
Scope of Work:

The consultant will undertake the following activities:
• Develop plan of activities for consultancy, including timeline, field work and deliverables, as well as documentation for ethical approval application. (1 day)
• Learning needs. Identify key constraints and learning needs in relation to broadly defined business and enterprise issues, including cash flow and financing, among small scale vendors in the informal dairy value chain in Kenya, with particular emphasis on women. This activity will involve review of literature, secondary data, semi-structured interviewing and/or FGDs with relevant stakeholders. (7 days)
• Develop an inventory of existing trainings or capacity development programs directed to business operators in formal or informal food markets in East Africa or elsewhere, and that address some of the identified learning needs. This activity will be a desk review. (3 days)
• Analysis, report write-up and presentation of outputs of (2) and (3). (3 days)
• Adaptation of existing training program for dairy vendors and re-design as Vendor Business School (VBS) tool. Based on the diagnosis and learning needs assessment, revise modules that will be retained from existing programs, and draft new modules. Structure the VBS considering group vs individual participants, gender, sessions (frequency of meetings -weekly/ bi-weekly, time availability of the vendors, etc.). Develop a proposed outline of the training content and program. (7 days)
• VBS review workshop. The VBS review workshop will involve women and men vendors of different kinds working in the dairy sector, training and marketing specialists, market management representatives and others. This workshop will be organized (4 days, including preparation, implementation and report write up)
• Finalization of Vendor Business School (VBS) tool. Full development of the content and outline of the training program (15 days)
Final products:
The consultant will deliver.
• Consultancy time plan, including timeline of activities and deliverables.
• Report of learning needs and inventory of capacity development programs
• Presentation of findings from report (see deliverable 2 above)

The Health and Supply Chain (HSC) BL Strategic Assessment Team (SAT) seeks a Specialist who will be responsible for monitoring and completing tasks related to Global Health Supply Chain – Procurement Supply Management (GHSC-PSM) and Global Health Division recordkeeping and file architecture, performing internal reviews and analysis, drafting recommendations and proposing process improvements, technical capacity, and management and leadership. The Specialist reports to the HSC Strategic Assessment Director.

Responsibilities

• Review backup documentation for transactions to identify potential gaps in the effective implementation of internal controls according to Chemonics’ and project policies and procedures
• Design tailored testing matrices and perform assessments of key records for completeness, accuracy and accessibility and review the work of the team for document accuracy and completeness.
• Responsible to lead one or more work plan activities such as assessments of certain type of services (commodity, warehousing and distribution, etc.)
• Investigate and document compensating controls, if needed as a result of review
• Provide regular updates on status of data quality assurance and audit preparedness

Agricultural Data Extraction & Synthesis Consultant
Background

The OneCGIAR Initiative on Livestock Climate Systems Resilience (LCSR) is led by the International Livestock Research Institute (ILRI) and the Alliance of Bioversity International and the International Center for Tropical Agriculture (CIAT), two of the 15 research centers of CGIAR.
LCSR aims to directly enable 600,000 producers (at least 40% women) in nine countries to better prepare for and manage uncertain futures by improving security of access to resources and adopting management practices that enhance their climate-related adaptive capacities (livestock assets) while ensuring household equity and reducing GHGe intensities. LCSR is part of the CGIAR Action Area on Resilient Agri-food System.
LCSR will engage with various public and private sector climate investors through (Work Package 4, WP4) which this role will support. WP4 will build investor confidence in the livestock sector by better understanding their needs for investment and monitoring, and improving the capacity of SMEs to absorb finance. A key assumption is that we can build trust, understand investor constraints and needs, and respond with sufficient evidence.
To compile and generate the evidence WP4 needs an evidence synthesis of livestock management outcomes (e.g., productivity, gender, emissions, resilience) for various mitigation and climate change adaption technologies will be performed. This synthesis will leverage and expand on the Evidence for Resilient Agriculture database.
The Position:
LCSR is looking for talented, detail orientated and logical professionals who are highly driven and able to balance the use of initiative against following complex instructions. The consultants will play a crucial role in supporting LCSR evidence synthesis for livestock mitigation and adaption technologies. As such they will require a background in agriculture, preferably livestock.
Consultants will be part of the LCSR WP4 team and their main role is to extract data from pre-identified papers and do data analysis as appropriate. This will yield a robust database of the available information. Data will be extracted according to well-established protocols, but we expect critical feedback to improve our systems. Successful candidates will collaborate with the other consultants and project leads. The expected deliverable is quantitative data extracted from literature that will be form the basis of decision support tools and gap analysis to prioritize investments in livestock research and development. The consultants will need to pass an assessment of aptitude, efficiency, and accuracy conducted after a training event and probationary period at the beginning of the contract.
Specifically, consultants will focus on:

• Training course on ERA livestock data extraction
• Extraction of peer reviewed or grey literature using the ERA excel tools and/or on-line user-interfaces.
• Quality control of team data extractions.
• Feedback for iterative user-orientated design of data extraction systems.
• Reporting and monitoring of progress using project management tools (such as Jita) and regular communication and engagement with project Team using Slack or Microsoft Teams Teamwork. Being an active part of a cohesive data extraction team that supports one-another to solve problems and answer questions.
