Specific Duties include:
• Strategy and Activity Development and Planning
• The individual will participate in the preparation for any necessary SBC related materials, support materials development, pre-testing, and integration as directed by SBC Integration Advisor for Nawiri activity implementation.
• Work closely with Nawiri implementation consortium partners, and other organizations working in the same area to plan and integrate activities targeting the same community.

SBC Activity Implementation and Coordination
• Per agreed upon strategy and the Nawiri detailed implementation plan (DIP), the program officer will supervise roll-out of SBC activities in designated county, including
• Coordinate monitoring of activities as designed in the Nawiri SBC Strategy
• Ensure timely implementation of all SBC related activities based on the developed Nawiri SBC strategies, and the Nawiri DIP.
• Coordination with all project staff and partners in the consortium to adhere to the SBC strategy and approaches.
• Work closely with project technical and management staff to generate stakeholder inputs, and support in development of implementation plans which integrate SBC strategies, at all levels.
• Work with frontline service providers including the community mobilizers, community conversation and engagement teams working in the different Nawiri intervention approaches to ensure quality roll-out of SBC interventions to the communities and households.

Capacity Building, Mentorship, and development
• Identify sector-specific SBC champions to drive SBC activity implementation, build their capacity on SBC, accompany, mentor, and monitor implementation/integration of their sector specific SBC interventions to ensure overall program quality.
• Capacity building of different teams at the county, providers, community, and Nawiri LIPs (Caritas) on behavior led and human centered designs activities and approaches
• Lead and motivate the community own resource persons (e.g., CHVs) to ensure effective project implementation.
• Train and mentor community-level change agents (i.e., interpersonal communication agents, community mobilizers, other community stakeholders) in the use of Nawiri SBC strategy and engagement with priority audience segments.
• Work with local implementing partners, community-based organizations (CBOs), Faith based Organizations (FBOs) to define contextual desired behaviors and community expectations and structures for behavior uptake.
• Train community groups, committees, and teams to implement Nawiri SBC activities including storytelling and IPC activities.
• Work with Nawiri implementing partners and community leadership to implement social accountability strategies for behavior change and provide leadership and support as needed and evaluate performance regularly.
• Capacity build the Nawiri implementing teams and community own resource persons to co-create and integrate Nawiri SBC strategies, and to ensure they have the requisite skills and knowledge to implement SBC interventions as required.

Monitoring, evaluation, and documentation
• Participate in the Nawiri quarterly and annual work planning process in close collaboration with Nawiri Implementing teams in Marsabit County and subcounty government teams and the project staff
• Prepare high quality narrative reports as required, ensuring they are submitted for review in a timely manner. This will involve compilation of information from a range of project staff and implementing partners
• Serve as a technical knowledge, skills, and experience hub for Nawiri SBC in Marsabit County in documenting and sharing best practices and innovations for replication and advocacy together with the Accountability and learning team.
• Work closely with the monitoring, evaluation, accountability, learning and research teams to ensure that all SBC-related monitoring plans, reviews, accountability, learning, evaluations are in line with the donor guidelines and are being implemented as required.
• Facilitate appropriate dissemination and documentation of SBC related good practices and lessons learnt for in the project internally and externally to donors, county governments, consortium partners and other key actors for use in adaptive programming for immediate and sustainable reduction of acute malnutrition.

Emergency Specialist, NOC

Under the guidance and supervision of the Chief Field Office Operations, the Specialist establishes and implements country office emergency preparedness and response.

Emergency Preparedness
Adopts adequate emergency preparedness measures through the development and updating of country contingency plans and establishment of early warning mechanisms, to ensure effective preparedness and response to specific emergencies
Participates in the formulation and development of plans of action in preparation and response to emergencies, monitors compliance of all sectors with emergency plans of action, including financial resources. Ensures coordination of the management of emergency preparedness and response
Provides technical advice related to emergency preparedness and response, including on programme management related issues. Provides advice to the country office in the implementation of emergency preparedness measures in the field to strengthen preparedness and response mechanisms in the country faced with impending emergencies
Develops and maintains databases on country/regional information, and ensure the flow of information and communication crucial for the planning and implementation of emergency preparedness and response management. Identifies availability of resources in emergency prone areas and establish logistics plans to be implemented during an emergency operation, to ensure a timely and effective emergency response
Plans, organizes and conducts training for the office’s staff capacity building in emergencies preparedness and response. Assists in developing and conducting emergency training courses. Provides training and/or briefing, as required. Participates in other emergency training workshops in the region, and builds up the emergency preparedness and response capability of UNICEF staff as well as implementing partners

Emergency Response
In the event of an emergency, takes prompt action as a member of the Emergency Response Team which is deployed immediately to establish UNICEF's presence and implement the initial operational tasks relating to emergency assistance. Immediately verifies the nature and extend of the emergency with staff, government officials, other UN agencies or local organizations and media. Ensures that the office is provided with effective telecommunications facility and staff security assistance in an emergency, as necessary. In coordination with the programme and operations groups, establishes contact with all UNICEF staff, their dependants and visitors to ensure their safety and whereabouts, and informs OPSCEN and the Regional Director of their status
Participates and assists with assessment of local emergency and security situation affecting children and mothers in the locality, in conjunction with the Regional Office, the HQ Divisions, and field staff. Visits the location to conduct an initial rough assessment of the magnitude of the crisis and its implications for children and its impact on the community. Assesses the validity of the office preparedness plan and ability of the office vis-à-vis the current crisis as well as immediate and additional needs. Determines corporate priorities and an appropriate intervention (supply procurement, fund-raising and staff development) by UNICEF. Coordinates with other partners to make a rapid assessment covering priority areas as defined by the Core Commitment for Children in Emergencies. Establishes contact with community groups, government, UN agencies, media and other partners to keep abreast of emergency situations
Applies the emergency preparedness and response plan as necessary, and identifies urgent staffing requirements and redeploys country office staff as required. Executes the timely delivery of assistance and procurement of supplies, monitors the appropriate and effective use of UNICEF resources/inputs. Identifies problems and constraints in order to ensure effective project delivery. Certifies the disbursement of funds, monitors expenditures and submits financial status reports. Sets up a reporting system and sends daily situation reports to concerned parties.

Emergency Project
Participates in the implementation of plans of action and workplans for emergency projects. Implements and manages project activities. Undertakes field visits to emergency project areas, to assess local conditions and monitor project progress. Makes technical decisions on project administration (e.g., activates, requests or reprogrammes allocation of emergency funds). Prepares inputs for appeals and updates related to emergencies. Works with program sections and senior management to mobilize donor response and recovery/rehabilitation-related funding, including annual or multi-annual humanitarian appeals and documents (e.g., pitch documents). Communicates and advocates on the situation and needs of children through local and international media, as appropriate
Identifies longer-term requirements of the emergency operation/interventions. Proposes a more regular operational and staffing structure to take over from the Emergency Response Team
Maintains continuous, effective and strategic coordination, communication, consultation and liaison with Government, UN agencies, NGOs, donors and allies to appeal for aid for children and women with special needs resulting from the emergency situation requiring an effective emergency response in all sectors. Identifies implementing/operational partners and establishes implementing arrangements. Ensures that the UNICEF support is effectively provided to the government with respect to sectoral coordination within the framework of the cluster approach and based on the Core Commitment for Children
Participates in all humanitarian and recovery related forum and keeps management informed of all humanitarian developments in the country in terms of policies, strategy, situation developments, potential threats and opportunities/issues in partnership.
Promotes that disaster prevention, mitigation, preparedness and response strategies are mainstreamed in the country office's workplans. Prepares sectoral input for the country programme documents, plan of action, annual work plans, and all related documents of the office’s Emergency Preparedness and Response. Contributes towards the preparation of the Situation Analysis and the Country Programme Document.

Adolescent Development Specialist

Under the supervision of the Deputy Representative, the Specialist provides support to country office colleagues and internal and external partners and stakeholders throughout the programming processes by providing technical, administrative and operational support to ensure that adolescent development and participation and child rights established under the Convention on the Rights of the Child, international treaties/framework and UN intergovernmental bodies, are integrated in UNICEF’s advocacy, policies, programmes and humanitarian work

Support to programmes development and planning
• Update the situation analysis by conducting assessments to establish evidence-based data for UNICEF advocacy and development of policies, framework and programmes to promote adolescent development and participation in the country and for monitoring results on related programmes/projects
• Assess national/regional/international development priorities to identify opportunities and courses of action to enhance the delivery of services and achieve objectives on adolescent development and participation in the country
• Participate throughout the process of CO programme formulation, planning and preparation to provide input, advice and operational support on the integration of policies and frameworks that promote adolescent development and participation and to ensure that crosscutting issues such as gender, disabilities, the rights of minority and marginalized groups are considered and integrated within the country programmes and projects
• Establish specific goals, objectives, strategies and implementation plans for the adolescent development programmes/projects using results-based planning terminology and methodology (RBM). Prepare relevant documentations for programme review and approval
• Work closely and collaboratively with colleagues and partners to discuss methodologies and to assess national priorities/competencies to ensure the achievement of concrete and sustainable results.

Programme management, monitoring and delivery of results
• Plan and/or collaborate with internal and external partners to establish monitoring benchmarks, performance indicators and other UNICEF/UN system indicators and measurements to assess and strengthen performance accountability, coherence and delivery of sustainable results on adolescent development programmes and projects
• Participate in monitoring and evaluation exercises, programme reviews and annual reviews with government and other counterparts to assess progress and to determine required action/interventions to achieve results
• Prepare/assess monitoring and evaluation reports to identify gaps, strengths/weaknesses in programme and management, identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals
• Actively monitor adolescent development programmes/projects through field visits, surveys and/or exchange of information with partners/stakeholders to assess progress, identify bottlenecks, and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution
• Monitor and verify the optimum/appropriate use of programme resources (financial,administrative and other assets) confirming compliance with organizational rules, regulations/procedures and donor commitments, standards of accountability, integrity and ensuring timely reporting and liquidation of resources
• Prepare regular/mandated programme/project reports for management, donors and partners to keep them informed of programme progress

Technical and operational support to programme implementation
• Provide technical guidance and operational support to government counterparts, NGO partners, UN system partners and country office partners/donors on policies, practices and methodologies on adolescent development and participation to support programme management, implementation and delivery of results
• Participate in programme meetings including programme development and contingency planning to provide technical and operational information, advice and support
• Draft relevant policy papers, briefs and other strategic programme materials for management use, information and/or consideration

Networking and partnership building
• Build and sustain effective close working partnerships with relevant government counterparts, national stakeholders and global partners/allies/donors/academia through active networking, advocacy and effective communication to build capacity, exchange knowledge/expertise and to reinforce cooperation to achieve sustainable and broad results on adolescent development and participation initiatives
• Prepare communication and information materials for programme advocacy to promote awareness, establish partnerships/alliances and to ensure that adolescent development and participation programmes and initiatives are adequately resourced and supported
• Participate and/or represent UNICEF in appropriate inter-agency (UNCT) discussions and planning on adolescent development related issues to collaborate with inter-agency partners/colleagues on UNDAF planning and preparation of programmes/projects ensuring organizational position, interests and priorities are fully considered and integrated in the UNDAF process

Innovation, knowledge management and capacity building
• Apply/introduce innovative approaches and good practices on adolescent development and participation to build the capacity of partners and stakeholders and to support the implementation and delivery of concrete and sustainable programme results
• Keep abreast, research, benchmark and implement best practices on adolescent development and participation. Assess, institutionalize and share best practices and knowledge learned
• Contribute to the development and implementation of policies and procedures to ensure optimum efficiency and efficacy of sustainable programmes and projects
• Organize and implement capacity building initiatives to enhance the competencies of clients/stakeholders to promote sustainable results on related programmes/projects.
