Job Purpose
Reporting to the Executive Director, the General Manager, Monitoring & Evaluation will oversee all project monitoring, evaluation activities of programs under the EGF pillars taking a technical lead on development of and management of Projects’ Performance Monitoring Plans (PMP) data collection systems and tools, timely reporting, dissemination and publication of project outcomes, as well as lead, mentor and support the M&E team.
They will be responsible for developing monitoring, evaluation and research & learning plans, systems and tools that include Program indicators, baseline data, targets and a plan to evaluate performance and produce timely, accurate and complete reporting, and disseminating of learnings generated from program implementation to help continually improve program implementation based on M&E findings.
They will lead research for proposals & partnerships.
Leadership in operationalization of EGF’S MERL agenda
• Contribute to the M&E-specific components of program implementation plans, taking a lead role in ensuring M&E activities are comprehensively covered and budgeted

About the position
• We are recruiting a Research/Program Manager as a full-time position. This position will be based in Ghana or Kenya and will require extensive domestic travel within the country of location, and international travel across sub-Saharan Africa. The Manager will be responsible for managing project activities, including, but not limited to:

Project Execution
• Develop research protocols and data collection tools
• Develop and monitor timelines for completing project milestones
• Develop and monitor budgets
• Coordinate fieldwork logistics and data collection
• Manage ethical approval process and ensure that ethical principles are respected
• Delegate tasks to other employees, as needed
• Manage quantitative and qualitative datasets
• Ensure data quality
• Perform quantitative data analyses
• Maintain clear communication with any hired consultants or partner organizations
• Attend meetings with key collaborators and consultants
• Lead the preparation of reports and presentations

Dissemination
• Lead the preparation of project presentations, reports, briefs, and publications
• Participate in the presentation of program results at conferences and workshops
• Criteria for the Research Manager position

The following qualifications are necessary for this position:
• Demonstrated experience in managing research programs, preferably related to water or sanitation.
• Master’s degree – preferably in engineering, science, environmental science, or related field.
• 4+ years of relevant work experience OR PhD in related field.
• Previous international work experience in sub-Saharan Africa.
• Ability to conduct quantitative data analysis in Excel, R, or Stata.
• Excellent verbal, written, and interpersonal communication skills.
• Fluency in English.

Primary Duties and Responsibilities:
The primary responsibilities of this position are to provide technical leadership and guidance in planning and implementing monitoring, evaluation and research/learning activities in the PEPFAR and COVID-19 / emerging pandemics space. Specifically, the Senior Technical Advisor will:
Technical Leadership
• Lead / contribute to the design, implementation and use of national and USAID M&E systems, including:
• Lead collaborative processes to develop MEL frameworks, logic models, theories of change, indicators, and indicator reference sheets
• Support country processes to review, compare, and align MOH indicators/requirements with PEPFAR/USAID indicators
• Lead data quality assessments including leading the development of protocols, standard operating procedures and data collection forms for data quality assessment activities
• Provide technical leadership in the design and implementation of assessments, evaluations and research activities related to digital health, informatics, data analytics, and data use for the global COVID-19 and HIV response. This may include:
• Leading and contributing to the development and refinement of research questions
• Leading and contributing to the development of study protocols and terms of reference for case studies, data quality/data use assessments, M&E and health information system (HIS) assessments, etc.
• Participate in data collection efforts, including supervising and/or conducting key informant and/or focus group interviews
• Lead analysis of quantitative and qualitative data
• Synthesize findings and prepare case studies and presentations as requested
• Serve as a point of contact and technical expert in Data.FI custom indicators and learning questions and participate in processes to refine and improve upon the custom indicators and execute activities related to answering key Data.FI learning questions
• Contribute to new business development, strategy, and other corporate initiatives, as required
