Specific Tasks and Responsibilities:
The Consultant Will Undertake The Following Specific Tasks
• Under overall supervision of the Head of the Nairobi Convention Secretariat and direct supervision of the SAPPHIRE Project Coordinator, and in close collaboration with the Government of Mauritius, the consultant will coordinate the overall process of stakeholder consultations to sensitise and receive inputs from the population of Mauritius on the updated National Oil Spill Contingency Plan.
• Act as resource person to facilitate 10 working sessions on the sensitisation of stakeholders (key responders/ministries/ parastatal bodies, private sectors(oil companies and media), tourism sector (hotel and pleasure craft operators, fishers, women association, youth & NGO’s amongst others) on their roles and responsibilities according to the revised NOSCP.
• Develop a report documenting the comments, inputs, and perspectives from the participating stakeholders and provide recommendations on how to adapt the plan accordingly.

Qualifications/special Skills
Academic qualifications:
At least a first level degree is required in Marine Biology/ Sciences (Marine biology and coastal management/Maritime Safety and Environmental Protection/ Maritime Affairs - Maritime Safety & Environmental Administration/ Oceanography and Marine Environmental Management), Environmental Sciences or other closely related fields.
Professional Experience:
Minimum of 2 years of relevant work experience is required in the environmental or marine sciences sector, in international setting including in the Western Indian Ocean region. Experience with oil spill contingency at sea (plans, methods and technologies) and related national laws, policies, strategies is desired. Excellent analytical, advocacy, presentation, writing and communications skills are required; Experience in conducting training and capacity building especially working in SIDS is an added advantage.

Languages
• Language: English and French are the official working languages of the United Nations. For this position fluency in both oral and written English is required. Working knowledge in French is desirable.

Inception Phase Of The Evaluation, Including
In close consultation with the Evaluation Manager, the Evaluation Consultant will be responsible for the overall management of the Evaluation and timely provision of its outputs, data collection and analysis and report-writing. More specifically:
• preliminary desk review and introductory interviews with project staff;
• draft the reconstructed Theory of Change of the project;
• prepare the evaluation framework;
• develop the desk review and interview protocols;
• draft the survey protocols (if relevant);
• develop and present criteria for country and/or site selection for the evaluation mission;
• plan the evaluation schedule;
• prepare the Inception Report, incorporating comments until approved by the Evaluation Manager

Data Collection And Analysis Phase Of The Evaluation, Including
• conduct further desk review and in-depth interviews with project implementing and executing agencies, project partners and project stakeholders;
• regularly report back to the Evaluation Manager on progress and inform of any possible problems or issues encountered and;
• keep the Project/Task Manager informed of the evaluation progress.

Reporting Phase, Including
• draft the Main Evaluation Report, ensuring that the evaluation report is complete, coherent and consistent with the Evaluation Manager guidelines both in substance and style;
• liaise with the Evaluation Manager on comments received and finalize the Main Evaluation Report, ensuring that comments are taken into account until approved by the Evaluation Manager
• prepare a Response to Comments annex for the main report, listing those comments not accepted by the Evaluation Consultant and indicating the reason for the rejection; and
• (where agreed with the Evaluation Manager) prepare an Evaluation Brief (2-page summary of the evaluand and the key evaluation findings and lessons)

Managing Relations, Including
• maintain a positive relationship with evaluation stakeholders, ensuring that the evaluation process is as participatory as possible but at the same time maintains its independence;
• communicate in a timely manner with the Evaluation Manager on any issues requiring its attention and intervention.

Qualifications/special Skills
• A university degree in environmental sciences, international development or other relevant political or social sciences area is required and an advanced degree in the same areas is desirable
• A minimum of 5 years of experience working in activities related to the mitigation of plastic pollution (ideally marine plastic pollution) is required.
• A good broad understanding the Circular Economy is desired.
• Technical / evaluation experience is desirable, preferably including evaluating large, regional or global programmes and using a Theory of Change approach

Languages
• English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in oral and written English is a requirement.

Purpose of the assignment
Oxfam in Kenya is seeking the services of a researcher and strategist consultant to explore approaches to better capture the informality and look into the factors and policies that could trigger transformative change. The overall purpose is to develop research and concrete policy advocacy asks from the generation of evidence by addressing the following specific questions;
• How effective has the informal economy policy, legal and regulatory framework been in governing the sector? Which policy measures have had unintended consequences (both positive and negative) on the informal economy? Which policies or tools have worked and what is the evidence?
• How can we continuously monitor and evaluate the effectiveness and impact of policies and programmes targeting the informal economy including but not limited to:
• how the Ministry of Industry, Trade and Cooperatives in conjunction with the Registrar of Companies, Kenya Revenue Authority, National Social Security Fund, National Hospital Insurance Fund and the National Treasury should review their procedures and flex regulations around acquisition of relevant documents for formalisation;
• how the informal economy can gain access to social security coverage (how The National Social Security Fund and National Hospital Insurance Fund can develop, implement and promote hybrid social security and health insurance schemes with centralized management, oversight and risk-pooling;[1]
• How can we increase our understanding of the demographics, motivations and experiences of players in the informal economy better and what should be done to promote an enabling policy and regulatory environment to address their specific needs.

The objective of the consultancy is:
To develop concrete policy advocacy asks around the research questions

Methodology
The researcher strategist needs to review relevant literature on the above research questions, identify locations of research for the target populations, develop research tools, undertake key informant interviews (KIIs) and focus group discussions (FGDs), develop a technical and financial proposal and a report as well as advocacy strategy for Oxfam in Kenya.

Timelines and Deliverables
The consultant shall deliver the following within 20 consultancy days between November 1 – 30, 2022:
• An inception report comprising research tools and questions, target populations, research itinerary and literature review within eight (8) working days of contract signing
• A verbal update/ status update meeting of all the field work within two (2) working days of their conclusion
• A first draft within five (5) working days of the status update meeting comprising no more than 35 pages
• Presentation of the draft report at a stakeholder validation meeting
• A final draft within five (5) working days of feedback from Oxfam on the first draft
• Presentation of the final report at the launch of the report

Consultancy responsibilities and management arrangements
The consultant shall work under the supervision of the Tax Justice Strategist and Programme Officer.

Consultant qualifications, skills and competencies needed
The desired specification and qualities of the consultant(s) are as hereunder:
• Demonstrated knowledge and experience of development issues
• At least 5 – 8 years experience of policy development and advocacy
• High quality skills and demonstrated experience in similar pieces of work
• Strong communication (verbal and written) skills in English. Proficiency in Kiswahili is an added advantage
• Excellent research and strategy development skills

The Consultant is expected to:

Based on donor requirements, support in the coordination and compilation of all aspects of proposal development.
Read background information as needed to support development and fleshing out key interventions and activities as part of the technical approach.
Write the application, following written and verbal direction, technical inputs, and feedback provided by reviewers.
Coordinate, monitor and/or support in the completion of all sub-components of proposal as per the agreed timeframe.
Ensure drafts are responsive to proposal requirements and submitted in appropriate templates and formats.
Help to develop and/or provide input to other sections of the application as needed (annexes such as staffing plan, institutional capacity, budget narrative, etc).
Ensure that Key staff (including partners) have a clear understanding of donor compliance requirements during proposal development.
Ensure the coherence and technical quality of the overall proposal package prior to submission.
Support in consolidation of multi-country proposals ensuring consistency and coherence.
Ensure proper archiving of proposal packages following submission.

Required Competencies:

Essential

Bachelors or Master’s degree in International Development, Business Management, Project Management, development studies or Social Studies or related field.
Minimum of 5 years of relevant in country grant writing, business development, fundraising
Prior demonstrated experience developing, coordinating and writing proposals for a wide range of institutional donors and foundations.
Experience working with diverse donors i.e. EU, ECHO, GAC, SIDA, WFP, UNICEF, OCHA, UNDP, BMZ/GFFO, GIZ, USAID etc and an understanding of donor rules/regulations.
Demonstrated skills organizing teams to produce high-quality proposals on a tight deadline.
Excellent written and oral communication skills in English.
Excellent planning and organizing skills.
Ability to multitask, balancing and adapting to frequently changing priorities.
Flexibility to adapt to changes in the terms of reference.

Administrative and logistical support

The Consultants will report to the Project Manager – TREYL with technical oversight by the M&E team.

The project team will provide day to day support during the assignment to support the actualization of this assignment and within stipulated timelines

Practical Action will also provide the following:

All necessary program documents required.
Support in organizing/mobilizing consultation meetings and forums to ensure that the survey is undertaken successfully
Facilitate travel and accommodation for the lead & Co-lead consultant
The consultants on the other hand will:
Recruit and train research assistants (if necessary)

Facilitate field travel for the research team

Profile of potential consultant

An organization/individual with demonstratable experience evaluating large scale agriculture programs with a good understanding of regenerative agriculture
A good understanding of evaluation methodologies/frameworks for assessing transition from conventional to regenerative agriculture e.g., Tool for Agroecology Performance Evaluation or The economics of ecosystem and Biodiversity
Extensive and demonstrated experience in the use of mixed methods approaches (integrating quantitative and qualitative data), statistical analysis and interpretation of results
Experience and a good understanding of market system development including private sector actors’ role in achievement of development outcomes
Team members comprising agricultural economists, Youth experts, Policy and Gender experts who possess more than 10+ of experience with Masters’ and above level education, lead consultant with PhD level education
Have a versed understanding and extensive knowledge of the two counties geographically, interns of terrain, local population, and other details of the two counties, and has carried some related or similar work in the lake region.

OBJECTIVES

Review of existing communications practices in the organization which includes drafting a communications strategy to fit KCDF needs.

Develop a communication strategy aimed to increase awareness and knowledge of KCDF’s mandate.
Develop a costed communications implementation plan for the communication strategy.
Identification of target audience/stakeholders.
Identification of the communication objective for each targeted audience.
Create key program messages based on accomplishments and evidence.
Identify the required capacity to implement the proposed strategy.

SCOPE OF WORK

The objective of this assignment is to develop a communication strategy aimed to increase awareness and knowledge of KCDF’s work and its mission; to prepare a detailed strategy, and a detailed communications plan with a detailed budget for implementation of the communication strategy.

Under the guidance of KCDF, the specific tasks of this assignment include:

Conduct a desk review of available data such as the communications strategy (2017) and the existing communications plan.
Conduct a desk review of KCDF’s Strategic Plan 2019-2023 mid-term review and how it will align with the communications strategy.
Conduct a baseline assessment to inform the development of the communication strategy this will include a review of documents and publications KCDF has developed in the last twenty-five years and ensure there is no duplication of materials being produced.
Develop a communications strategy for KCDF to enhance the awareness, understanding, and knowledge of the public, key stakeholders, private sector, civil society, etc. at the global, regional, and national levels.
Specify appropriate communication channels, dissemination methods, and media such as video, print, online media, traditional media, and social media, among others, to effectively communicate key messages to specific stakeholders.
Design a standard publication layout for KCDF for use in its future publications.
Develop a brand style guide for all communications on KCDF’s work to ensure consistent formats for publications and communication products.
Develop a costed communications implementation plan for the communication strategy including the annual activities related to communication.
