Technical Officer Retention, Adherence and Linkage

Reporting to the Retention, Adherence and Linkage Technical Advisor, the Retention, Adherence and Linkage Technical Officer will support the planning and implementation of Retention, Adherence, Psychosocial support and Linkage interventions required for HIV care and treatment and PMTCT services within Vukisha 95 supported facilities in collaboration with the Ministry of Health in Homa Bay County.

Patient Appointment Management
• Provide leadership and technical assistance to health facilities on Client Appointment Management system.
• Design and develop high quality patient-focused appointment management systems to increase demand creation & Retention for HIV care services at the facility at all Vukisha 95 supported site.

Defaulter Tracing & management (Retention)
• Ensures effective active client follow up systems at each Vukisha 95 supported facility through adoption and use of relevant job aids and data collection tools as per client retention and defaulter tracing SOPs.
• Provides technical assistance to health care facilities for planning, implementation and evaluation of patient tracing and retention systems and related data management, data quality assurance, data summarization and analysis.

Adherence Counseling
In collaboration with the adherence counselors/Peer Educators:-
• Plans and oversees the implementation of high quality patient-focused demand creation, adherence and retention activities including establishment of functional multidisciplinary adherence support teams at each supported site.
• Oversee the implementation and documentation of targeted adherence sessions for clients who are suspected for treatment failure (STF).
• Conducts capacity building of adherence support multidisciplinary teams, which will include HCW, PE, mentor mothers, LSE in provision of stigma free services which include HIV treatment literacy, adherence monitoring and psychosocial support with emphasis on EGPAF/National specific approach.

Psychosocial Support
• Oversees compliance to facility level adherence and psychosocial support Standard Operating Procedures (National and project specific) for PE work, Mentor mothers, Community linkages and defaulter tracing at within Vukisha 95 sites.
• Ensure the development of structured mechanisms within age- specific patient focused psychosocial support groups to deliver treatment literacy and address psychosocial and environmental barriers to optimal retention & adherence.
• Coordinate the establishment and management of Treatment literacy groups for various categories of clients.
• Support the Peer educators and adherence counselors develop a schedule for Treatment literacy sessions for the various groups.
• Ensure that PHDP interventions and treatment literacy activities are implemented and documented at each supported site.

Referral and linkages
• Guide development and maintenance of updated referral directories to strengthen community-networking activities in collaboration with Community Prevention team in Vukisha 95 supported sites.
• Establish community services inventory and SOPs for community-facility referral and linkages and vice versa.

Recording and Documentation
• Identify best practices, document, recommend, implement and disseminate effective and innovative approaches to adherence, client retention, defaulter tracing, community - facility linkage and stigma reduction at each supported site.

To Be Successful, You Will Have
• Degree in Clinical Psychology, Counselling psychology ,Social sciences or other equivalent qualifications in social sciences and/or Public Health.
• At least three (3) years project management experience working in demand creation, adherence counselling, psychosocial support and community linkages in HIV care and treatment/PMTCT.
• Proficiency in computer packages (Ms Word, Ms Excel, Ms Power Point).
• Familiar with and experience working with Government bodies particularly NASCOP , NACC
• Familiar with HIV community programs and facility retention programs including peer education and other MOH departments.
• Possess adequate facilitation, mentoring and counseling skills.
• Must understand PEPFAR /CDC/NASCOP/NACC Technical guidance requirements For HIV Care & Treatment particularly on Adherence.

Health and Nutrition Project Manager

General description of the position:
• To provide overall management, leadership, and technical support in the development, implementation, monitoring, and evaluation of the Garissa nutrition project.
• Tdh will complement the Ministry of Health efforts to contribute to reduction in morbidity and mortality by early detection, referral and provision of appropriate treatment/management to severe malnourished children (6-59 months), pregnant and lactating women (PLW).
• In complement, a WASH component will be integrated in the activities. The project will be implemented in three sub-counties in Garissa County: Dadaab, Garissa Township and Lagadera.
• Tdh will work with Community Health Volunteers at community level, in health facilities staff and with Sub-County Health Teams to improve early detection, management, and referral of SAM (Severe Acute Malnutrition) children.

KEY AREAS OF ACCOUNTABILITY:
Project Management
• Oversee the implementation of the Garissa health and nutrition project and ensure that stated goals and objectives are met
• Ensure the health and nutrition project is appropriately monitored and evaluated, and that quality reports (narrative & financial) are written and submitted in a timely manner
• Prepare program work plans, budgets and manage grants in coordination with the Head of Programs and the Finance and Admin Coordinator and the Logistics Coordinator
• Work with the field teams to ensure that the nutrition project is implemented in conformity with the Tdh programmatic approaches and standards
• Provide accurate and regular reports, document results and maintain detailed records of the overall project activities
• Work with the M&E team in the design and roll out of the baselines, midterm reviews and end line reviews
• Work with the field team and M&E team to ensure that field experiences are documented and used to advocate on behalf of the communities with which we work

Financial Management
• Work with project team to develop expenditure forecast and procurement plans to guide implementation of approved awards
• Support the field teams in the implementation of the plans ensuring that donor rules and regulations are followed
• Regular monitoring of the project budget to ensure budgets are spent on time and according to forecast
• Review Budget vs. actual expenditure on a monthly basis with staff
• Undertake grant and budget revisions in consultation with the Head of Program and the Finance and Admin Coordinator
• Ensure best use of resources to benefit children’s

Coordination
• Engagement with communities and beneficiaries on project related issues.
• Coordination with local authorities, national authorities, UN, on project related issues and other government departments; other NGOs, CBOs in Kenya on project related issues.

Integration and support

Reporting

Scope of work
Core mandate is to work directly with the Clinical Coordinator In Charges and closely with Clinical Coordinators to standardize service levels, Operations, Organization, Communication and Escalation, Documentation and Billing at the Front Desk across the Medical centers.

Responsibilities:
Clinical Coordinator Lead for all the Clinical Coordinator In charges. Standardized Customer service & NPS as per Company Targets;
• Support all CCs and their in-charges to be effective in their roles with an aim to offer a great patient experience at all service points handled by CCs & ensure standardized customer service across all our branches at the Front Desk.
• Shadowing the Clinical Coordinators and sharing feedback with Clinical In Charges and the Branch Managers, on all aspects of the Clinical Coordinator functions(CS, Operations, Billing, Organization etc).

Communication;

• Act as a link between Billing and the Clinical coordinators, raise gaps and concerns realtime for faster resolution and Support.
• Ensure proper Registration, documentation & billing/credit process (Insurance claims: submission of documents to SO & pass 1 errors) across all Medical centers

Training & Development;
• Onboarding the CCs on new partners & new updates
• Work closely with the Billing team to ensure all CCs are Onboarded on the New Partners( Insurance and Capitation scheme), are aware of the process and Escalation Matrix.; -Onboarding all new CCs on their roles, Penda Operating Systems and Processes and KPIs. -Take the lead in implementing new Policies and Company Updates related to the Clinical Coordinators.
• Identifying training needs for Clinical Coordinators and working with other departments to train and monitor uptake.

Reporting to the Section Head Chemistry, the Laboratory Technologist will ensure provision of effective, efficient, quality laboratory analytical services in the Laboratory.

Responsibilities

• Maintain appropriate internal QC on chemistry/special chemistry analyzers

Program Support

• Make sure that IMAM, MIYCN, and IMCI national protocols are applied in the targeted areas.
• Support outreach activities in identified hot spots.
• Ensure children and PLW under treatment have access toa dequate care.
• Supervise medical care provided to the beneficiaries in OTP, SC, SFP at both facility and outreach levels.
• Conduct supportive supervision jointly with MoH, WFP and UNICEF.

• Carry out facility gap analysis in collaboration with the nurse in charge and develop plan of action and provide recommendation to program manager.
• In collaboration with the nurse in charge of the health facilities identify possible problems and solve them.

Capacity development
• Organize and provide training (classroom or OJT) to ministry of health staff according to the IMAM, MIYCN, HINI, IMCI national guidelines in order to improve quality of services delivered.
• Facilitate and support the formation and strengthening of existing mother mentor support groups.
• Strengthen documentation of activities and reporting at health facilities through on job coaching.

Coordination
• Ensure integration of nutrition program with other sectors particularly child protection and WASH
within the project.
• Facilitate and attend Facility Health Management Team meetings and Sub County Nutrition Technical Forum meetings in the absence of the Health and Nutrition Project Manager.
• Strengthen collaboration with MoH staff in order to ensure success of the project.
• Support SCNO in coordination of monthly Sub County nutrition technical meetings.
• Work in close collaboration with different stakeholder involved in health/nutrition activities: MOH, UN, NGOs
• Represent Tdh at Sub-County steering group meetings
• Participate capacity building of community health volunteers (CHVs) and community Health extension (CHEWs) worker in various topic in health and nutrition.
• Support CHVs to conduct screening and referral for pregnant women and children with malnutrition and to carry out follow up and tracing

Child Protection

Qualifications And Experience
• Bachelor’s degree in Public Health and/or Nutrition(minimum of 5 years’ experience in Health and Nutrition Programming with focus on Health systems strengthening)
• Previous experience in providing health system strengthening to MoH, NGO and other organization desirable.
• Strong representation skills at the county level with sound orientation of MoH systems in Kenya

Health Financing Expert

AFIDEP is looking for a Health Financing Expert to lead the design and implementation of this work in Kenya as well as provide oversight for the work in other African countries. The role will involve working hand-in-hand with the Ministry of Health (MoH) and other government ministries, parliament, and relevant private sector and civil society stakeholders at both national and sub-national levels. The focus will mainly be on providing the technical assistance and data/evidence that governments need to inform and accelerate the implementation of their commitments and strategies to increasing domestic financing for health, and enhancing efficiency in the use of health budget allocations. The candidate will focus their support on improving PHC, which is the most cost-effective way to save lives, as well as FP/MNCAH. Specifically, the candidate will:
• Provide overall leadership in the design and implementation of the health financing programme of work at AFIDEP.
• Work closely with senior leadership at the MoH to provide technical support needed to inform and accelerate Kenya’s implementation of its Health Financing Strategy 2020-2030.
• Lead the design and conduct of macro-economic and other analyses and modelling to generate data and evidence needed to inform government decisions on financing for health, as well as, enhancing efficiency in resource use.
• Present the data and evidence generated from these analyses above in high-quality technical briefs, reports, background papers, and presentations to high-level policymakers and other stakeholders.
• Provide technical support to government’s efforts in resource mobilization both domestically, including private sector engagement, and external financing to ensure health programs are financed more sustainably through diverse and innovative sources of funding.
• Design and implement a capacity strengthening plan for relevant MoH staff in analytical work, and data analysis, including costing, scenario modeling, budgeting, impact analyses, and other quantitative analyses that help assess opportunities to improve efficiency, effectiveness, and sustainability, as well as, make the case for sustained increments in government’s allocations to health.
• Lead the design and planning of highly-productive policy dialogues with high-level policymakers, private sector, and civil society.
• Oversee the monitoring, learning and evaluation of this to ensure sustained adaptation and integration of emerging lessons into the design of the work.
• Lead preparation of implementation reports to our funders who are supporting this work.

Qualifications
• PhD in economics, health economics, or other relevant disciplines, with more than 5 years of relevant experience in Kenya. Master’s degree in economics or health economics, with more than 7 years’ of relevant experience in similar roles may be considered.
• Demonstrated knowledge of health financing systems and related concepts, with an ability to review and analyze policies, strategies and plans in health financing and overall health systems.
• Excellent problem-solving, analytical, and quantitative skills, including attention to detail and experience in modeling using relevant statistical softwares.
• Strong communication skills, including preparation and delivery of compelling technical presentations, reports and other documents.
• Effective interpersonal skills, demonstrated ability to build strong professional relationships with a range of stakeholders, and excellent organizational skills.
• Proven ability to coordinate and manage multi-stakeholder and multi-country projects and timelines.
• Ability to work independently, set priorities, and handle multiple tasks concurrently.
