Procurement Manager
Purpose of the Job:

To ensure timely procurement of quality goods and services commensurate with the value for the company in accordance with the existing laws and regulations.

Key Result Areas and Duties
• Coordinate preparation of annual procurement plans for approval
• Prepare quarterly and annual procurement report to the Managing Director
• Ensure goods are procured at the most competitive and economic prices.
• Ensure timely advertisements of annual tender and registration of supplies
• Providing technical guidance to the procurement committees
• Oversee timely delivery of goods and services as requisitioned
• Liaise with other departments on sourcing of required goods, services and equipment
• Receive procurement requests from users and process as per approved policy
• Receive tender document and prepare reports for the relevant Committee for discussions and approval
• Ensure proper disposal of obsolete items according to Public Procurement and Disposal Act
• Develop and implement effective stock control systems
• Ensure sound management of stores and monitor levels of items to maintain minimum reorder levels
• Maintain an updated list of qualified and approved suppliers, contractors and consultants
• Ensure proper control of stores and inventories
• Maintain accurate records on procurement
• Ensure compliance with Public Procurement and Disposal Act 2015 and Public Procurement and Asset Regulations, 2020 and any other and circulars/directives that may be made by the government from time to time on procurement issues.
• Any other duties as may be assigned from time to time by the Board of Directors

Personal Specifications
• Minimum Bachelor’s Degree in Procurement, Purchasing and Supply Chain Management or its equivalent from a recognized university.
• A Master’s Degree is an added advantage
• Must be a member of Kenya Institute Supplies Management (KISM) and a holder of a current practicing License.
• At least seven (7) years of experience of which three (3) should have been in a senior management position.
• Experience working with international donor agencies will be an added advantage and international business experience is a plus.
• In-depth understanding of the various procurement Acts

Required Skills and Qualifications
• 7+ years’ work experience in procurement and logistics management
• Work experience or demonstrated familiarity with large scale procurement
• Experience with implementing a variety of Incoterms structures (DDP, DAP, CIF, CFR, etc.)
• Experience with working on procurement and logistics in a variety of countries, understanding the nuances of specific jurisdictions
• Bachelor’s degree in a relevant field
• Demonstrated ability to independently supervise multi-stakeholder projects
• Clear effective communicator across diverse audiences
• Writes clearly and professionally

Primary Responsibilities
• Manage the procurement and logistics processes for CBE’s projects
• Support CBE’s Project Development Team in developing the contracting, procurement and logistics strategy for CBE’s new projects
• Track procurement orders and coordinate the compilation of documentation required by local authorities in the jurisdictions that CBE operates in
• Lead the contracting process between CBE and local clearing and forwarding agents
• Serve as the main interface point between CBE’s Project Development Team, CBE’s Finance Team, logistics/procurement teams of CBE’s contractors/suppliers, CBE’s clearing and forwarding agents, and local customs authorities (where applicable)
• Monitor import duties and taxes in the jurisdictions that CBE operates in and seek ways to leverage any exemptions that may be applicable
• Track logistics timelines for all projects and report when project timelines may be at risk
• Drive innovation in CBE’s procurement and logistics strategy
• Build processes and tools to manage supply chain and logistics, and effectively de-risk CBE’s projects from a procurement and logistics standpoint
• Build out the Supply Chain Team at CBE

Executive Driver

Responsibilities
The Driver/Messenger is responsible for supporting the Company through logistical and driving tasks.

Tasks
• Drives company and other vehicles for pick-up and delivery of packages, support of logistical tasks or transportation of staff, clients and consultants.
• Practices all principles of defensive driving.
• Ensures that insurance and licenses are kept current.
• Ensures compliance with applicable driving laws, regulations, rules, standards and guidelines.
• Detects and eliminates or minimizes safety hazards.
• Inspects vehicle for safety, fuel, oil, water and flat tires before departure.
• Reports and arranges any repairs and replacements
• Coordinates periodic and prompt service of vehicle.
• Performs daily maintenance including ensuring the car is equipped with fuel, oil and other needs and supervising bulbs and filters, etc.
• Maintains internal and external cleanliness of vehicles.
• Maintains vehicles in good mechanical order and completes and submits weekly log sheets to support this.
• Manages accidents and emergencies by swift engagement of roadside assistance and managers to minimize loss and injury.
• Ensures that vehicles under their care are secured from loss or damage at all times
• Other tasks as assigned.

Skills and Qualifications
• Possess a valid Driving License.
• Must Possess a recent (not older than 6 months) Certificate of Good Conduct.
• Recommendation from 3 previous employers.
• Minimum 2 years’ experience driving C-Suite executives
