Duties and Responsibilities
Scope of Work:
• The national consultant shall support the technical aspects pertaining monitoring and reporting for the LEAP Programme. She/he will provide technical support to UN Women Office for East and Southern Africa and country office in areas of planning, progress tracking and consolidation of reports at the regional level. Additionally, she/he will support capacity building of Country Offices in capturing results, preparation of reports as well as overall project monitoring.
Duties and Responsibilities:
• Provide technical support to the humanitarian and DRR team at regional office on monitoring and reporting for the LEAP programme Uganda and Somalia
• Support capacity building of country offices [Somali and Uganda] on LEAP project monitoring and assist the preparation of LEAP Programme report with country focal points
• Provide technical support in strengthening the M&E capacities of UN Women and its implementing partners to engage in and lead monitoring, reporting and evaluation processes
• Support in the consolidation of the semi-annual and final narrative report for the LEAP project

Key Expected Deliverables
• The main output from the assignment will be a Public Expenditure Tracking Survey (PETS)
• guideline. In developing the guideline, the following will be the key components expected from the consultant:
• Inception report detailing the methodology, scope and timeline for delivering on the assignment
• Report of reviewed literature (from organisations such as International Budget Partnership) on the ways in which primary actors/citizens can use social accountability to engage in PFM, and how the proposed PETS guideline will facilitate this for VSO communities.
• Review of the current VSO Participatory Budgeting guide and how it can be used to advance primary actor engagement in PFM.
• Draft PETS guideline which should undergo at least 3 stages of review and validation prior to finalization.
• Time and level of effort
• The assignment should start as soon as possible and be completed by end of January 2023. It is expected
• to take up to 25 days work.
