Purpose of the role
The Clinical Officer – Anesthetist’s role is majorly the administration of medicine and pain management during and after surgical procedures. They also monitor their patients to adjust the dosage as needed as well as prescribing medicine to use post-surgery. Role also includes patient management for both in and outpatient.

• Assess whether a patient is fit enough to undertake an operation before surgery takes place.
• Agree on an anaesthetics plan.
• Provide safe pre-operative care and pain relief to patients using anesthetics and analgesic
• Reassure patients about what will happen during and after the operation

Responsibilities
• Provide comprehensive and high-quality clinical services including (Taking/reviewing the patient’s history to ascertain the right clinical examinations and treatment and prescription of treatment) to patients.
• Order investigation and interpretation of results for the diagnosis and explain the results to the patients and the intended treatment.
• Diagnose and institute appropriate treatment, and prescriptions, and carry out other treatment activities while ensuring that established treatment protocols are effectively followed.
• Refer patients to other departments for further investigation such as laboratory and x-ray.
• Attend to emergencies presenting to the clinic and recommend referrals for cases that cannot be managed.
• Ensure that all required observations and vitals, prescribed treatment, and procedures are carried out and documented in the system.
• Conduct minor surgeries in minor theatre
• Create phenomenal patient experiences, including counseling and sensitizing patients through health talks on preventive and promotive health.
• Ensure effective clinical procedures, rules, and regulations which are consistent with organization procedures and MOH guidelines.
• Participate in outreaches/medical camps or other activities such as health talks or community programs.
• Handle patient data/ information confidentially at all times.
• Prepare weekly reports and attend weekly clinic meetings.
• Ensure that the clinic environment is safe and complies with infection control standards.
• Actively participate in clinical training programs, including on-job training and skills building.

Duties and Responsibilities
• Leading the elaboration of strategies and policies by proactively contributing to state-of-the-art health policies, strategies, plans and governance activities;
• Promoting and facilitating implementation of policies, strategies, plans and governance activities at county level;
• Improving county health policies, strategies and governance approaches, including but not limited to monitoring and analyzing trends, promoting cross-cutting activities, set and review norms and standards, as well as guidelines for health policies, strategies and governance;
• Elaborating and/or overseeing the elaboration of a series of policies and strategies toward the implementation of best practices in governance at the county and sub-county levels;
• Facilitating and encouraging a culture of information-sharing of lessons learnt related to health planning, capacity building and monitoring taking into consideration criteria such as health financing, social protection, services standards and quality and the analysis and evaluation of health sectors;
• Participating in the elaboration and implementation of resource mobilization and advocacy strategies;
• Advising and guiding partners on advocacy strategies, work plans, and their implementation;
• Performing other related responsibilities as assigned by the County Director.

Qualifications
• Must have served in Job Group P for a minimum period of 3 years or its equivalent
• Must have a first degree in health sciences.
• Master’s Degree in a health-related field is an added advantage
• Must be registered with relevant regulatory bodies with active and valid practicing license;
• Must have demonstrated leadership and good performance in the previous assignments.
• Certificate in Strategic Leadership Course lasting not less than four (4) weeks from a recognized institution.
• Certificate in Computer Application Skills from a recognized institution;
• At least 5 years work experience in Health-related Field;
• Demonstrate high degree of professional competence and administrative capability required for the effective planning direction, control and co-ordination of the health services function;
• A thorough understanding of national goals, policies and objective and ability to relate them to the health services function and aspirations of vision 2030
