Job Purpose
This position is responsible for analysis and interpretation of remuneration data and carrying out of Job evaluation in line with the relevant Guidelines towards the achievement of equitable, affordable and fair remuneration in the public sector.

Key Responsibilities
Operational Responsibilities / Tasks
• Analyse remuneration for all State and Public Officers to ensure rationalization and harmonization of remuneration structures;
• Undertake studies on remuneration trends in the market for state, public and private sectors to determine comparable worth of jobs in public sector;
• Evaluate the existing and proposed remuneration packages to inform analysis and recommendations to the commission;
• Conduct comparative analysis of the submitted remuneration data against several defined parameters/models and make appropriate recommendations and forecasts in line with current and expected future trends;
• Carry out job evaluation and re-evaluation of jobs in the public sector institutions as per the job evaluation guidelines approved by the Commission;
• Implement and report on job evaluation and salary structures work plans;
• Identify and report on the functional risk elements arising from the departmental operations;
• Prepare reports arising from the proceedings of the Commission’s Technical Committee meetings;
• Draft communication letters to public sector institutions arising from Commission decisions in matters relating to remuneration;
• Collect and Collate data on salary surveys to provide benchmark salaries payable to public officers;

Academic qualifications
• Bachelor’s degree in Social Sciences (Economics, Human Resources, Statistics, Public Administration) or relevant field of study from a recognised university.
• Professional Qualifications /Membership to professional bodies
• Relevant professional qualification; and
• Membership to a relevant professional body
• Previous relevant work experience required.
• Relevant work experience of at least six (6) years in a reputable organization;

• Be conversant with Public Service Policies and practices on remuneration systems;
• Good understanding of the Kenyan labour laws;
• Knowledge of public finance management principles and processes;

Key Requirements:
• Develop a strong pipeline of new quality investment opportunities in the region
• Lead the investment due diligence process including but not limited to: engaging with the prospective clients, structuring and closing investments, building the financial models; and preparing the legal agreements, investment memoranda, and other investment process documents
• Lead and manage the relationships with existing clients, including but not limited to conducting supervisory calls and meetings, collecting and analysing financial, operational, and social metrics reports provided by clients, and following up to ensure client payments
• Develop technical assistance (TA) programs for clients, monitoring their implementation, and evaluating results
• Prepare client management documents for internal reviews
• Manage relationships with regional and local partner organizations; contribute significantly to partnership building
• Contribute to organization-wide initiatives, including disseminating lessons learned and best practices across the organization and contributing to mentoring junior staff
• Contribute to the development of the region’s strategic plan and ensure that the team is meeting its objectives
• Supervises work of investment analysts on deal-by-deal basis
• Perform any other duty as assigned in line with the organization goals and objective

Qualifications
• Related advanced degree (MBA and/or masters in related field preferred) and 5+ years of investment experience or related bachelor’s degree and 7 years of investment work experience
• 3+ years of senior management experience in a small or medium enterprise in a developing country
• Demonstrated ability of leading a significant portion of investment activities including (1) screening leads, conducting due diligence, structuring & closing deals; (2) drafting related memos, scorecards, financial models & legal documents; (3) assessing social impact; and (4) leading deal discussions in decision meetings; Additional experience of development and implementation of technical assistance projects strongly preferred

RESPONSIBILITIES/ DUTIES:
• Establish and maintain strong business relationships with wholesale/SMS telecom carriers (customers & suppliers)
• Continuously seek new Customer Accounts and manage existing ones
• Manage and develop business opportunities with telecom carriers
• Negotiate favourable rates with carriers
• Achieve and exceed sales targets
• Manage, review and finalize NDA’s, contracts and commercial agreements associated with wholesale, international and carrier relations business
• Manage all necessary studies, analysis and cost calculations
• Utilize cost calculation methods to develop new price offerings for the company clients
• Manage the implementation of new carriers to the company’s network
• Act as the subject matter expert (SME) on all issues relating to route management
• Attend industry trade shows

QUALIFICATIONS
• Bachelor's degree in Business Administration, Marketing, Economics or equivalent work experience.
• Motivated, goal oriented, persistent and a skilled negotiator
• Basic understanding and creation of Financial Models and profitability
• Ability to analyse cost variances and trends
• Proficient in all aspects of Microsoft Office applications.
• Exceptional negotiation, problem solving and analytical skills.
• Excellent communications skills, both verbal and written.
• Ability to work in a fast paced environment.
• Fluency in English, both spoken and written.
• Have a Nationality is a plus
