Job Summary:
The incumbent will provide technical leadership and support in the implementation of the health and nutrition programme (excluding Nawiri).

Main Duties and Responsibilities
Health and Nutrition Programme Management
• Participate in the assessment and selection of appropriate partners for Health and Nutrition programme implementation in Marsabit County;
• Provide organizational and technical support to MoH and local partners in the implementation of High Impact Nutrition Interventions (HINI) and health services;
• Liaising closely with the County health management teams (CHMT) and Hospital Management Teams (HMT) to develop joint work plans and ensure MoH ownership and integration into the existing health systems;
• Work closely with the CHMT to oversee and review the implementation of County work plans and activities
• Support MoH and local partners to strengthen planning, implementation and review of health and nutrition programme activities at the County level
• Work with stakeholders at County level to establish health and nutrition complementary interventions while actively promoting inter sectoral linkages and integration with other programmes as necessary
• Ensure programme quality through active role in M&E of health and nutrition programme interventions including developing and utilizing context specific M&E tools, using data for decision making, field monitoring and joint support supervision
• Monitor the health and nutrition situation in the County including coordination of nutrition surveys, supporting with surveillance and assessments as required
• Contribute to the development of programme strategies and new project proposals
• Develop and implement county level health and nutrition programme budgets, budget revisions, costed work plans among other financial planning tools as required.
• Support the team in the review and regularly update of detailed implementation plans, phased budgets, procurement plans, M & E plans, and work plans guiding all programme implementation and ensure this is used by the project teams to monitor project progress towards completion.
• Documentation of the programme process and compiling programme reports including generating lessons learnt and case studies
• Represent Concern at County and Sub County Health and Nutrition meetings and fora and support advocacy initiatives in line with the programme strategy

Purpose:
The nutrition officers' role is to support the implementation of nutrition project interventions in the Counties that are geared towards addressing acute malnutrition among vulnerable populations through a multi-sector integrated approach.

Engagement:
• The Nutrition Officer works with other program staff, the Nutrition program manager, field coordinators and program officers to ensure project activities are implemented according to the plans and specifications.
• The position holder is expected to participate in coordination meetings at the county level with the MOH and Partners including NITWG, CNTF, CSG.
• Coordinates with the other nutritional NGOs, UNICEF, WFP, other partners and MoH at County and Sub County levels.
• Represent the organization in county coordination forums, Multi Sector Platforms (MSPs) and work with other nutrition partners at the county to build synergies with Action Against Hunger programming.
Delivery:
• Participate in development of the project work plans and spending plans and share with the program manager or field coordinator for review and input. Ensure that the project is implemented within the stipulated timelines and by the standards a prescribed by the county, national and international standards. Timely development of procurement plan at the inception of the project and the required procurement requisitions are raised as needed.
