Duties and Responsibilities
• Continuous Monitoring and analysing the implementation of Government policies and programmes with a view to advising the Government on any challenges and recommending remedial measures;
• Reviewing existing management systems of public sector organizations with a view to improving their effectiveness and efficiency;
• Monitoring working environment in the public sector and the conditions of public offices with a view to making appropriate recommendations for improvement;
• Recommending to the County Government on implementation and monitoring of the national performance management system which will facilitate citizen participation in the evaluation of the performance of county government; and public sharing of performance progress report;
• Promote management accountability in the Public Service and assessing implementation of Government policies, programmes and proposing appropriate recommendations;
• Provide technical support in issues related to: Human Resource Management, Civic Education, Governance, Performance Management, and Collaborative partnership with stakeholders and legal matters.
• Studying implemented projects and drawing practical experiences for future use in planning and designing of similar projects; assessing sustainability of completed development projects;
• Any other duties assigned from time to time by immediate supervisor

Requirements for Appointment
• Be a Kenyan citizen;
• Bachelor’s Degree in any of the following fields: Economics, Business Administration, Public Administration, Computer Science, Human Resource Management/Development, Education, Law, Engineering or in any other related social science Degree from a recognized institution;
• Have eight (8) years’ experience in Public or Private sector three (3) years of which should be in leadership and management position
• Have experience, and credibility to operate at a senior level in a government operating environment, excellent political judgement and discretion is essential.
• Have a highly developed analytical skills that can be deployed in a range of contexts.
• Have a proven track record of delivery whether policy, operational or functional.
• Ability to work in the face of a range of competing views and priorities, possessing of negotiation
skills.
• Good communicator and resource mobiliser,
• Good in drafting of proposals and presentational skills;
• Satisfy the requirements of Chapter Six of the constitution on Leadership and Integrity.

Responsibilities
As a data visualization and dashboard specialist, the day-to-day work may include:
• Working with clients to understand their needs: understanding their current processes and pain points, and identifying which of these can be addressed through informative dashboards.
• Performing analysis to understand clients’ data availability and quality, cleansing and preparing data to bridge identified gaps, and applying dataset modeling to optimize visualization and dashboard performance
• Designing visualizations and dashboards that cater to audiences ranging from on-the-ground implementers to executive reporting for both internal teams and external clients.
• Collaborating with client teams to set up, test, and deploy dashboards, and ensure timely maintenance.
• Collaborating with the data engineering team on data pipeline requirements.
• Helping develop the organization's strategy on dashboarding solutions for internal and external clients. This will involve developing and institutionalizing best practices on the design, execution, and management of dashboarding initiatives.

Required Technical Qualifications
• Experience designing and building data visualizations
• Experience creating custom datasets from databases and data modeling
• Bachelor's degree in design, information science, engineering, social science, or related fields
• Demonstrated understanding of design principles and aesthetics of business dashboards, data visualization, and reports
• Passion for UX principles and ability to work with stakeholders to understand their needs in the design process
• Experience working with popular data visualization and dashboarding platforms like PowerBI, Google Data Studio, Tableau
• Fluency with a git/GitHub version control workflow (though not primarily a coding role, you’ll work closely with our team of developers)
• Experience with SQL and related database systems such as PostgreSQL or BigQuery.

Job Purpose
• The main purpose of the job is to support highly impactful clinical trials and observational research, being responsible for ensuring data quality and completeness according to General Data Protection Regulations (GDPR), Good Clinical Practice (GCP), and Good Clinical Laboratory Practice (GCLP). In addition, the job holder will oversee the management of data systems, installation, and maintenance of computer hardware, software, and networks.

Responsibilities:
• Manage tools for collecting, entering, editing, cleaning, organizing, and archiving data.
• Carry out data review, validation including discrepancy checking, and cleaning.
• Design RDBMS database for capturing and storing data.
• Prepare performance indicator reports on data status as the study project progress.
• Coordinates data for all study site projects.
• Conduct preliminary analysis and generate study progress reports and other statistical outputs as required from time to time.
• Participate in the development, review, and translation of research tools; Participate in the set-up and pre-testing of data collection platforms including open-source research applications.
• Establish data cleaning plans and execute the same to realize high-quality data including doing all required consistency checks for project data. Automate a data cleaning pipeline
• that can organically identify anomalies for continuous improvement in data quality.
• Document project datasets according to the Programme’s guidelines on data documentation, archiving, and sharing.
• Extract data and prepare analytical files.
• Develop template syntax files for research staff to use in creating various datasets.
• Perform basic and advanced statistical analysis of data using tools such as STATA and R.
• Development and update of data management Standard Operating Procedures for the organization.
• Oversee the Installation, connection, testing, and setup of hardware and software technologies

Education and Professional training
• A Degree in Data Management, Statistics, Mathematics, Computer Sciences, Information Technology, or related qualification.

Essential competencies
• Knowledge of Data Management for Clinical Research or trials involving laboratory data handling.
• Understanding of relational database design, implementation, and verification.
