Programmer Analyst II (FSP)

Essential Functions:
• Performs programming tasks as assigned by study project team leads that includes but is not limited to independently creating, executing, maintaining, and validating programs that transfer data across multiple data management systems or operating systems, combining data from a variety of sources and structures, generating and storing summary data from a variety of sources, generating reports or combining multiple databases and validating programs that generate listings, tables and figures using SAS and standard tools and processes.
• Prepares and analyzes clinical trial patient datasets, such as laboratory data, vital signs data, tumor response data, imaging data, quality of life and well-being questionnaire data, or adverse events data, for clinical research purposes.
• Consults with researchers and multi-disciplinary project teams to analyze problems and recommend technology-based solutions and computational strategies for the specific project as assigned.
• Develops the customized codes to utilize existing tools and applications to provide the outputs or to validate outputs for clinical bioinformatics or technical use.
• Acts as the programming lead on studies of simple-moderate complexity to deliver on lead tasks/responsibilities.
• Actively seeks information to gain good understanding of the role of the lead programmer in the overall process and may act as the lead programmer on simple to moderately complex projects under close supervision.
• Ensures adherence to departmental working practice documents and SOPs, and contributes to the development informal training materials.
• Increases knowledge base and professional skills in areas including programming, technology and techniques, clinical trials, and the pharmaceutical industry by working closely with mentors, attending presentation / teaching events, and contributing to other general department documents and policies by assisting mentors with implementing best practice documents and articles.

Education and Experience:
• Master's degree in computer science, statistics, biostatistics, mathematics or related field and at least 1 year of experience that provides the knowledge, skills, and abilities to perform the job requirements
OR
• Bachelor's degree in computer science, statistics, biostatistics, mathematics or related field or equivalent and relevant formal academic / vocational qualification, and at least 3 years of experience that provides the knowledge, skills, and abilities to perform the job requirements.
• In some cases an equivalency, consisting of a combination of appropriate education, training and/or directly related experience, will be considered sufficient for an individual to meet the requirements of the role.

JOB DETAILS:

Main Duties
• Data entry into the program databases – ERP and any other data management system.
• Track submitted data and share the reporting rates with the MEL Officer for follow up.
• Perform data quality audit and control procedures.
• Preparing daily and weekly reports
• Ensure mobiles phone/technology deployed for programs implementation is accessible and equipped with current hardware and software.
• Trouble shoots all technology issues including hardware, software, and network operating
• System on the ERP platform and mobile phones.
• Provide training and orientation to new users, project participants and staff on various technologies.
• Build capacity through training and mentorship of providers in the facilities supported in the county.
• Participate in stakeholders’ activities to ensure incorporation of the project activities into the sub county and county level workplans.
• Work closely with County health records officers (CHRIO) to manage data quality and ensure all the facilities utilize data for decision making.

Desired Minimum Qualifications
• A holder of a Diploma in Computer Science (IMIS), Mathematics, Statistics, or a related fields connected to data management studies.
• Minimum of two years’ work experience in a public/private government health facility with different EMR systems and proficient in accessing, copying and cleaning of EMR.
• Excellent knowledge and experience in at least one statistical analysis package (SAS, STATA, and SPSS): experience in managing electronic data collection in clinical settings added advantage.
• Demonstrated analysis, communication, interpersonal, report writing and presentation skills

Job Description
The Senior Data Analyst will be responsible for reviewing documents and finding examples of regulations, standards or fines, which do not easily fit into our client’s existing model. From there, they will work with a team of specialists to adjust the model, test the results and validate conclusions. The role requires close attention to detail, the ability to think critically about conceptual relationships, and strong language skills.

Essential Job Duties/Responsibilities:
• Parsing documents to find exceptions to the current ways that we tag them
• Modeling new terms into an existing model (ontology)
• Capturing and solving for exceptions
• Communicating updates to the model via the modeling software
• Working with the client to keep them updated on progress vs. requirements

Qualifications
• Bachelor’s degree - Business, MIS, Actuarial / Math, or pre-law.
• Possible experience as paralegals, government, business analysts, or actuaries.
• 2+ Years of professional experience.
• Technical literacy - i.e. MSFT office (Digital fluent).
• Excellent English language skills.

• Support the development of study protocols, application for ethical approvals and research permits.
• Coordinate the recruitment, training and supervision of field staff during data collection.
• Participate in development and review of study tools, training manuals and field guides to use for data collection.

• Support with quantitative data management and analysis.
• Participate in scientific publications and other dissemination resources such as technical reports, donor reports, policy briefs and blogs.
• Contribute to proposal development efforts at the Center.
• Contribute to various stakeholder engagement activities such as inception meetings and policy engagement.
• Participate in workshops, meetings, conferences and report on the proceedings.

Minimum Qualifications
• Master’s degree in any of the following areas: Gender and Development studies, Education, Population Studies/Demography, Statistics, Epidemiology, Economics or related discipline.
• At least two years’ experience in a research setting.
• Experience conducting field research and managing data collection teams.
• Proven qualitative data collection and analysis skills, with familiarity with related analysis packages Nvivo or Atlas ti.
• Proven quantitative data collection and analysis skills, with familiarity with related analysis packages STATA, SPSS, R.
• Ability to work independently, set priorities, juggle tasks and meet tight deadlines.
• Excellent interpersonal and organizational skills and ability to work in a culturally diverse team.
• Must be able to communicate and write in English.

Key Responsibilities
• Support the provision of statistical guidance and backstopping to an interdisciplinary team of scientists working on food systems through the full research cycle from design, sample size calculations, sampling, analysis to publication and dissemination.
• Contribute to the development and use of standard operating procedures for data capture and processing for experiments that are widely applied.
• Contribute to developing/validating indicators and indices on food environment associated with food and nutrition security risks factors.
• Support in-house capacity building in food systems statistical analysis and the use of statistical packages
• Provide statistical knowledge about new methods, tools and approaches as demanded by food environment and consumer behavior research staff.
• Participate in relevant activities such as project planning and data analysis meetings.

Requirements
Qualification and Experience

• PhD or MSc in Social Sciences, i.e. social economics, agricultural economics, or similar field with background in statistical analysis and computing in agriculture and nutrition.
• General experience supporting the use of statistical tools and methodologies in research.
• Experience in statistical analysis using “R”, “SPSS”, “SAS”, “Stata”, “GenStat”
• Knowledge of Database Management systems will be an added advantage
• Contribute to creating tools and data collection using mobile and CAPI tools and retrieving data from other databases and systems using API’s and other interoperability protocols
• Contribute to cleaning and synthesizing data to guarantee accuracy and fitness of purpose for use in creating food, agriculture, land, and water systems metrics
• Support in developing, maintaining, and administering well-documented databases that manage interconnected and multidisciplinary research data using different database technologies, and platforms
• Contribute to developing analytics and modeling frameworks using statistical software
