Job Purpose:
Ensuring the timely procurement of goods and services for the school, while maintaining cost-effectiveness commensurate with quality.
Key Responsibilities:
• Purchasing school furnishings and supplies, including but not limited to furniture, stationery, and toiletries, among others, in order to centralize and ensure the best cost while maintaining quality and optimal quantity.
• Preparing the technical specifications for requests for proposals, including terms and conditions and evaluation criteria.
• Preparing and developing bid documents and supplier bid lists to obtain competitive quotations on commodities and services.
• Preparing and maintaining accurate records and documentation on all solicitations, responses, purchases, contracts, correspondence, and related follow-up.
• Expediting outstanding purchase orders to ensure that delivery requirements are met.
• Promoting and developing contact and liaison with current suppliers, while identifying potential ones to improve the levels of service and develop new sources of supply.
• Sourcing, negotiating prices, and purchasing other items such as corporate and school items, as well as student and stationery materials.
• Forecasting levels of demand for services and products to meet the school’s needs and keeping a constant check on stock levels.
• Serving as liaison with vendors to monitor and consolidate orders for better management of expenses.
• Finalizing payments to suppliers as per the school rules and regulations.
• Performing other related tasks as assigned by the school management.

Ideal Requirements:
• Bachelor’s Degree in Purchasing and Supply Management or its equivalent.
• A minimum of 2 years of experience as a Procurement Manager.
• Valid membership with KISM.
• Strong analytical skills, with an ability to analyze information.

JOB DETAILS:
Overall Responsibility
The Light Vehicles Driver transports people and goods in a safe and timely manner, in accordance with ICRC rules and regulations and national traffic laws.

TASKS AND RESPONSIBILITIES
• Report on any dents, repair, and service of vehicles to Carpool dispatcher(s):
• Drive the vehicles & its passengers safely to any required official destinations
• Ensure that vehicles driven are clean and have spare wheels and tools allocated to them
• Correct use of logbooks for vehicles allocated & carries fuel to ups & car wash when due & carries fuel to ups & car wash when due
• Morning check-up of oil, water and fuel on all vehicles allocated to them
• Maps out driving routes ahead of time before starting a trip to ascertain road traffic conditions & expedient trips
• Very vigilant with weather conditions, security updates/news, road conditions & traffic information
• Carries out Airport and field duty trips as instructed
• Pick-up passengers from / to the airport, residences, and the field
Conduct routine vehicle checks & fills in weekly vehicle checklist & other carpool documents
• Conducts routine maintenance vehicle checks and minor DIY (Do It Yourself ) repairs
• Reports discrepancies to his supervisor or Security for repairs that have not been satisfactorily done
• Ensures that mail/parcels to various destinations are handed to respective passengers/officials
• Effectively & promptly communicates with his supervisor & colleagues on duty completion as per duty roaster & manifest provided.

Minimum Requirements And Competencies
• Minimum of KCSE certificate with grade D+ (plus) & above or equivalent;
• Must have a clean & valid Driving license Class B-C-E;
• Minimum 7 years Progressive Defensive & ECO Driving experience in a similar position;
• Previous working experience with International Organizations (preferred);
• Good command of written and spoken English;
• Attention to detail and meticulous use of 1st aid kits & proper safety procedures;
• Good knowledge of East Africa driving routes/roads & navigation apps -Google maps & GPS;
• Excellent organizational and time management skills;
• Self-managed, flexible and ability & to work longer (weekend and night shifts) hours;

JOB DETAILS:
Objective of the Position:
Planning, coordinating and monitoring all logistics related activities in the project or capital and providing support to medical assistance activities, according to MSF protocols and standards in order to ensure an optimal running of the project.

Tasks & Responsibilities include but not limited to:
• Assisting the Project Coordinator in the definition and follow-up of logistics activities in the project, in conjunction with other medical project managers in order to identify and give a response to the needs of the targeted population
• Ensuring and monitoring the implementation of logistics/technical activities in the project including the following:
• Logistics: (construction, transport of goods and staff, communications, water and sanitation, vehicles and engines, equipment/installation and infrastructures, communications, installation and maintenance of functional office space(s) and lodging facilities for international staff in adequate living conditions)
• WHS: implementation of water, health and sanitation activities
• Supply: implementation and maintenance of an appropriate supply chain for the project
• Implementing all administrative related activities linked to logistics (orders, insurances, vehicle contracts, etc.).
• Participating in the planning and implementation, together with the Project Coordinator, the Logistics Coordinator, the HR Coordinator and the Project Admin Manager, the HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of the logistics staff in the project in order to ensure both the sizing and the amount of knowledge required to correctly perform all logistics activities.
• Ensuring technical reference for all logistics/technical issues in the project and providing coaching to logistics staff under his/her responsibility. Ensuring all staff in the Project is properly briefed about use of communication tools (handsets, HF/VHF, etc.).
• Defining and monitoring technical aspects of the project risk reduction policy, transport, communication, protection, identification and preparation of the technical aspects of the project security policy and guidelines, evacuation plan and contingency plan, performing day-to day monitoring of the application of security rules and reporting to the Project Coordinator any problem that may arise.
• Participating in the development of the project strategy and budget, on an annual basis and at time of mid-year review, done within the project proposal during MAP time mainly (Mise à Plat)
• Manage the logistics budget through monitoring and review, done in conjunction with the Admin Manager and the Project Coordinator, with support of Logistics Coordinator
• Is responsible to submit the monthly cash requests to Admin Manager for the needs of the logistics activities
• Managing the mission Eprep stock based in Homa-Bay, in consultation with Logistics Coordinator
• Can be detached at any time for field assessments and/or project implementation related to emergency responses
• Ensuring logistics support in the MoH premises where MSF is working, based on the MSF-MoH collaboration and MSF team decision (maintenance, rehabilitation, WatSan, electrical and biomedical equipment mainly)
• Actively interact with the Mission Technical Specialists (Biomed, Energy, IT/ Comms) and Regional technical Referents to implement their recommendations and guidance on technical families in the project
• Ensuring thorough application of Supply Chain processes and stock management through the proper use of ERP Unifield.
• Ensuring the Log BASICS are implemented and re-evaluated on a 6-monthly basis. Logistics key indicators are followed monthly and all the logistics tools are put to good use to analyse and criticize the efficient functioning of project logistics activities
• Ensuring proper workflow and good communication with JMW (Joint Mechanical Workshop) and SKID (Supply Kenya Intersectional Department), which are the 2 main logistics intersectional entities based in Nairobi

Qualifications & Requirements:
Education

• Kenya Certificate of Secondary Education and technical diploma or technical university degree, preferably as an engineer.
• Any other relevant certificate

Experience
• Two (2) years of experience in humanitarian logistics with MSF or other NGOs, and working experience in developing countries.
• Possess technical expertise in one or more logistics domains.

Key Accountabilities (Not All-Inclusive)
The Procurement Consultant will be responsible for leading on and providing technical advice and oversight to procurement field operations of moderate complexity, partnering with the key supply chain functions to ensure an integrated supply chain approach to meeting the food assistance needs of beneficiaries.
• Consolidate and analyse data from which to inform sourcing strategies for the operations or plan specialist procurement initiatives that support effective and cost optimizing purchase decisions.
• Provide oversight, guidance and support to Country Offices on implementing best practice procurement policies and procedures, ensuring a strategic, forward purchasing approach to procurement in compliance with wider WFP policies, standards and regulations.
• Lead the implementation of procurement projects of moderate to high complexity (e.g. issue tenders, evaluate offers and negotiate/award contracts), to ensure successful procurement of food and non-food commodities or services.
• Collate information and draft appropriate responses to recommendations to support auditing of procurement activities and ensure conformity with compliance rules.
• Identify, develop and maintain strong relationships with all relevant suppliers and vendors to enable WFP to maximize the value of the service delivered.
• Work in close collaboration with cross functional counterparts (Programme, Logistics, Finance, etc.) to align procurement activities.
• Coordinate and prepare accurate and timely reports of procurement activities to contribute to a WFP wide view that enables informed decision making and consistency of information presented to stakeholders, leading to performance optimization.
• Manage individual procurement officers or small procurement teams ensuring appropriate development and enable high performance.
• Build capacity of WFP staff and external partners to take a strategic and proactive approach to the procurement of CBT services e.g., through provision of training sessions.
• Contribute to preparedness actions, providing technical recommendations and guidance and monitor the management of procurement specific risks.
• Undertake field missions to support the CBT procurement activities in the region on a need basis.

Standard Minimum Qualifications
Education:

• Advanced University degree in Economics, Commerce, Business Administration, Engineering, Legal or Accounting or other relevant field, or First University degree with an additional relevant work experience and/or training/courses.

Experience:
• Minimum of at least five years of relevant professional experience in NFI Procurement, Supply Chain Cash-Based Transfers. Previous exposure to non-profit and private sector would be an advantage. .
• Good understanding of WFP operations and strategic objectives related to the position.
• Good writing skills and ability to summarize the key messages clearly. Ability to deliver trainings.

Skills:
• Experience coordinating or leading a procurement teams.
• Experience in engaging in policy and strategy discussions and providing input into these.
• Ability to analyse and identify opportunities for and propose solutions to quality improvement.
• Strong interpersonal skills and ability to deal patiently and tactfully with people of different national and cultural backgrounds.
