Requirements for Appointment
For appointment to this grade, an officer must have;
• Have Degree in any of the following disciplines: Mass Communication, Communication Studies, Information Sciences, Public Relations, International Relations, Journalism, Social Sciences or any other approved equivalent qualifications from a recognized institution;
• Have a master’s degree in any of the following disciplines: Mass Communication, Communication Studies, Information Sciences, Public Relations, International Relations, Journalism, Social Sciences or any other approved equivalent qualifications from a recognized institution;
• Have a clear understanding of the National Development Goals, Vision 2030, Millennium Development Goals and the role of public Communications in achievement of the same;
• Possess strong leadership skills required at that level;
• Possess good oral and oral written communications skills in both English and Kiswahili;
• Be of high integrity, motivated and team player;
• Compliance with the requirements of Chapter 6 of the Constitution;
• Possess advanced computer application skills.
• Have demonstrated high degree of professional competence.

Duties and Responsibilities
• Reporting to the Director, Corporate Affairs and Marketing, the position holder will be responsible for the following, amongst others:
• Preparing layouts, designs, and formats for use in publications;
• Preparing layouts and scales photographs, marking them for proper screen values for print reproduction;
• Designing posters and other artwork from oral or written instructions;
• Assisting in editing and publication research duties;
• Assisting in coordinating the printing, typesetting, and other outside services;
• Developing animations;
• Video Editing;
• Support the ideation and development of content for social media;
• Support the social media community management activities;
• Provide reports and analytics on the effectiveness of the strategies employed in social media communication;

Qualification & Experience
• Degree or Diploma in Graphic Design or relevant qualification from a recognized institution;
• Additional certified technical training in graphic design and/or desktop publishing; skills in video editing and animation will be of advantage;
• At least 3-year relevant experience in design and brand management;
• Interest and knowledge of Graphic Design, Branding and Social Media Content Management.
• Be an expert in Adobe Creative Suite 5. x (Photoshop, Illustrator, and In Design).
• Ability to manage conflicting project demands, thrive in a fast-paced role, and be able to deliver in high-pressure situations;
• Proficiency in written and verbal communication;
• Proficient at creative and imaginative thinking for project planning and implementation;
• Must be well organized, able to plan work and deliver within strict deadlines with minimal supervision;
• Should be a team player open to team input and collaborative work.

Key Responsibilities
Manage design and implementation of scaling and innovation activities
• Coordinate overall implementation of the scaling efforts (all tracks) provided to CGIAR Initiatives where ILRI plays a key role;
• Contribute to monitoring and evaluation of the scaling efforts, including supporting possible synergies across the Initiatives;
• Lead activities to ensure high quality delivery of scaling and innovation services;
• Support the development of proposal to mobilize resources for innovation and scaling activities of the selected CGIAR initiatives;
• Update/establish workflows operationalized in the ILRI scaling framework;
• Train CGIAR staff and consultants in implementation of the relevant ILRI / CGIAR scaling framework;
• Provide periodical reflections and recommendations to program leader, CGIAR initiative leaders and CGIAR livestock area management, and;
• Provide recommendations in updating the framework and lead necessary activities for a successful update.
Innovation & Scaling studies for livestock initiatives
• Identify and prioritize innovation packages for servicing the scaling framework;
• Lead scoping activities and prepare a scaling study plan;
• Supervise implementation of stakeholder workshop
• Support overall preparation and execution of scaling studies
• Supervise other scaling activities (e.g. implementation support, preparation of dashboards, recommendations of plan of work and budgets and drafting new funding proposals).
Coordinate Stakeholder Engagement
• Establish and maintain productive relations with CGIAR research and innovation managers; with a focus on the Resilient Agri-Food Systems (RAFS) Action Area
• Represent the program team at formal and informal innovation and scaling communities of practices (scaling hubs, networks, and key events related to innovation and scaling in CGIAR), and;
• Support initiative leads and ILRI Impact at Scale (I@S) program leader in engaging with ILRI management, CGIAR units and initiatives and other key stakeholders on scaling topics.
Requirements
• Master’s degree in administrative and Business Sciences, Social Sciences or Humanities. PhD in a relevant area is a plus
• Project Management Certification is a plus
• Minimum of 7 years (expert) or 10 years (senior expert) professional experience in scaling, project management, stakeholder, or innovation management
• Strong interpersonal, communication and network skills
• Experience in Africa or Asia in agricultural settings
• Excellent writing skills in English
• Strong digital skills, including proficiency in presentation, project management and collaboration tools
• Experience in facilitating events in a multi-cultural environment
• Teamwork – ability to lead work in an agile and fast-paced environment

DUTIES AND RESPONSIBILITIES
• Coordinate the development of an advocacy and campaign strategy for the AACJ Project together with the advocacy staff of the (consortium) partners in the project
• Work with consortium partners to develop and implement capacity strengthening trajectories around advocacy and influencing
• Proactively work with advocacy staff of the (consortium) partners to identify potential ACJ advocacy agenda’s by identifying human rights protection and governance gaps relevant to AACJ strategic interests.
• Work with advocacy staff across the consortium to ensure when relevant timely development of position papers, policy briefings, presentations, and other advocacy materials for the project.
• Advice technical staff and other relevant stakeholders on meaningful engagement with key actors and institutions.
• Provide guidance and thought leadership on all policy and advocacy and governance developments relevant to AACJ’s work
• Act as focal person for information dissemination towards the donor in case of any arising issues in a timely and effective way regarding the violation of climate justice rights;
• Perform any other duty as maybe assigned by the Project and Contract Manager

QUALIFICATIONS AND EXPERIENCE
• A degree in international relations, communications, public relations, or a related field
• At least several years’ experience in the climate change/Justice discourse Minimum 5 years’ experience in the implementation of advocacy projects.
• At least 5 years of work experience in a similar position preferably with INGO
• Demonstrable experience and achievements working in and advocating towards multi- stakeholder platforms and processes and working on advocacy within movements;
• Track record in policy analysis, writing and editing articles, website content, reports, and press releases;
• Experience working in an international environment;
• Good understanding of political affairs and international institutions dynamics in Africa.
• Excellent experience of working with governments, intergovernmental agencies, the private sector, CSOs
• Good understanding of the policy process in international fora, i.e., UNFCCC, SBSTA, and others;
• Experience in stakeholder mapping and strategizing according to policy objectives of different projects. Capacity building of PACJA staff across the network in communication skills and practices
• Develop training packages for PACJA staff at the Secretariat and the National Platforms level
• Train staff and other stakeholders on emerging issues in communications and how to harness opportunities in the area i.e., digital media, social media etc.
• Train staff and other stakeholders on branding and use of visual communication
• Train staff on strong presentation skills, i.e., creating professional and short power points

REQUIRED QUALIFICATIONS
• Master’s degree in Communications, Journalism, Public Relations, and International Relations or a similar field.
• At least 5 years’ relevant experience in communications (preferably in the climate change sector)
• Fluent in written and spoken English and French is an added value.
