The Monitoring and Evaluation Manager will work under the direct supervision of the Monitoring & Evaluation Technical Lead. He/she will coordinate implementation of monitoring & evaluation support in the Deloitte’s Mastercard Foundation Saving Lives and Livelihood (SLL) funded Programme. He/she will provide technical guidance in implementation and management of comprehensive data quality processes, program evaluations and review of progress narrative reports.

Job Description
• Perform technical and competent review of monthly Saving Lives and Livelihood (SLL) implementing partners progress narrative reports to develop synthesized/ highly summarized reports for use and consumption by the SLL Africa member country leadership.
• Develop standard data collection and reporting tools / templates for use that captures the aspiration of SLL programme goals and objectives.
• Develop robust performance dashboards that visualizes SLL programme performance data including pulling data from the SLL District Health Information System (DHIS2) platform / system.
• Develop standardized data tools for conducting data quality audits using the systems assessment and data verification approaches including Data Quality Assessment / Audit ,standard operation procedures (DQA SOPs).
• Coordinate data quality assessments / audits (DQAs) for the SLL COVID – 19 programme across the Africa member states.
• Coordinate development of DQA reports highlighting DQA findings, strengths, weakness, and recommendations to improve data quality for the SLL programme.
• Develop a mechanism for tracking implementation of DQA improvement plans and corrective actions by the SLL implementing partners.
• Develop evaluation design and evaluation questions that meet the goals and objectives of SLL COVID – 19 programme.
• Actively participate and coordinate the convening of technical evaluation reference groups (ERGs) including incorporation of ERG inputs / suggestions in the evaluation technical write materials.
• Conduct evaluability assessment for all the SLL implementing partners and key stakeholders including developing evaluability assessment tools and generation of the evaluability assessment report.
• Develop and review program evaluation data collection tools / instruments such as key informant interviews, interview schedules, questionnaires, desk reviews and focus groups discussions (FDGs) among others.
• Coordinate and conduct program evaluation including process and outcome evaluations.
• Coordinate preparation and review of program evaluation reports highlighting key evaluation findings that answers SLL programme evaluation key questions.
• Take an active role in development of Terms of Reference (TORs) for external evaluation consultants including managing the external consultants’ deliverables.
• Coordinate DQA and evaluation activities for in – country visits across Africa member countries.
• Disseminate and present performance dashboards, DQA and evaluation findings to SLL key stakeholders.

Qualifications

• A Master’s Degree in Monitoring and Evaluation, Epidemiology, Public health, Demography, Bio - statistics or a related field with at least 8 years’ experience in monitoring and evaluation (M&E) for a large scale multi – country donor funded programme or a BA/BSc in the above field with over 10 years of experience in M&E as highlighted.
• Strong hands-on experience in managing and conducting Data Quality Audits/ Assessments (DQAs) including data verification and implementation of DQA improvement plans and corrective actions.
• Demonstratable experience and knowledge in conducting competent program evaluations.
• Strong ability to review program narrative reports with good technical acumen in generation of synthesized summarized report.
• Demonstrated experience with National Health Management Information Systems such as DHIS2.
• Good experience in developing performance dashboards.
• Experience working in Saving Lives and Livelihood (SLL) programs / projects including COVID – 19 response initiatives will be an added advantage.
• Experience in working in a larger donor funding multi – country setting will be an added advantage.
• Willingness to travel across African Countries.

Job Description
• Collect primary data from a mix of seed systems actors, to include farming households, seed producers, retailers, NGOs, and government agencies.
• Support data entry, cleaning, analysis, management, and archiving.
• Conduct literature reviews from local and international sources, including peer-reviewed literature.
• Provide input to the design of effective research tools for studies related to, e.g., behaviour change among farmers and other stakeholders, gender dynamics and social norms, and seed sector and value chain analysis.
• Provide inputs as requested for publication of research findings in international peer-reviewed journals and contribute to dissemination of results to stakeholders via workshops and webinars.
• Support proposal writing to expand CIMMYT work in Eastern Africa on gender and social inclusion in seed systems development, breeding, and related areas.
• Engage with CIMMYT staff, seed company representatives, and other partners in the region to build capacity and strengthen gender and social inclusion efforts.
• Ensure research results and communication materials on gender and social inclusion in R4D are available online and disseminated to a key audience.

Requirements
• Master’s degree in a relevant social science field (e.g., development studies, gender studies, rural sociology, applied economics) from a reputable university
• At least three years of experience planning, conducting, and reporting on research relevant to the position (agriculture, seed systems, rural development, gender, social inclusion, etc.). Demonstrated experience designing and leading gender and social inclusion projects is an advantage.
• Experience and comfort using mixed methods in data collection and analysis (qualitative and quantitative).
• Experience with data analysis, preferably using both quantitative and qualitative analysis software (e.g., STATA, SPSS, R, NVIVO, Dedoose).
• Good partnership-building skills, including experience engaging with local partners.
• A high degree of personal organization and ability to work under pressure.
• Ability to work with different nationalities and disciplines as a member of a diverse work team.
• Excellent written and verbal communication skills in English
• Accountable, reliable, and able to work independently, with good time management skills and capacity to produce outputs or fulfill requests in a timely manner.

Reporting to the Head of Big Data & Analytics, the position holder will lead the data science team to create value from Safaricom’s vast amount and variety of data using advance analytical and statistical methods and models to answer complex business questions. This will serve to aid in decision making, unlock new revenue opportunities and areas to create efficiency through deep insights. The role requires deployment of Artificial Intelligence driven by Safaricom’s data to create Machine learning models and solutions to deliver specific business relevant use cases. Qualifications
• BSC. or MS. in Computer Science, Statistics, Mathematics or equivalent practical experience
• 5 – 8 years data science working experience and with a leadership role.
• Excellent understanding of machine learning techniques and algorithms, such as k-NN, Naive Bayes, SVM, Decision Forests
• Experience with common data science toolkits, such as R, Weka, NumPy, MatLab
• Experience with data visualization tools, such as D3.js, GGplot
• Experience with NoSQL databases, such as MongoDB, Cassandra, HBase
• Good applied statistics skills, such as distributions, statistical testing, regression
• Good scripting and programming skills
• Good understanding of big data technologies like Hadoop
• Strong communications and interpersonal skills and quick grasps to understand business problems
