Core Functions / Responsibilities:
• Provide technical inputs to support the development and implement IOM Somalia´s internal and external communications strategies, in line with the Organization’s guidelines and donor
• requirements, that promote an accurate narrative on displacement, migration and other issues central to IOM with the media, general public, donors, the UN and other key partners.
• Recommend and organize outreach activities and assist the Chief of Mission in carrying out initiatives that promote IOM’s image and increase the awareness of IOM activities in the country.
• Supervise and coordinate the production of relevant multimedia communications content in a cohesive manner, including press notes, feature stories, videos, photo essays, and social media
• content, and provide timely editorial guidance on whether they are best suited for publication on national, regional or global IOM platforms, in close consultation with the Regional Media and
• Communications Officer in Nairobi.
• Maintain IOM Somalia´s online presence, including its social media accounts and website, with an aim of increasing the impact of IOM Somalia´s digital outreach.
• Contribute to the development and strengthening of links with international and local media to share information and help raise the visibility of IOM operations in Somalia.
• Supervise IOM Somalia communications support staff, including technical Communications Assistants and Graphic Designers, and participate in recruitment processes for additional consultants and service providers when necessary.
• Gather, draft, and disseminate public information on IOM Somalia activities both in writing and verbally, including Media Lines to Take for emerging issues.
• Assist in enhancing IOM Somalia´s communications capacity by contributing to the development of training materials and providing and evaluating training to staff members and
• key implementing partners in aspects of media and communications management.
• Facilitate cooperation and coordination on communications with relevant actors, including United Nations (UN) agencies, Non-Governmental Organizations (NGOs) and relevant stakeholders, through participation in relevant inter-agency groups and working groups to encourage information flow and community engagement activities across agencies.
• Undertake field duty travel to take photographs and video footage and gather material for multi-media content showcasing the humanitarian situation and work being undertaken by IOM

• Facilitate suitable gender and diversity representation in IOM communications products.
• Collaborate closely with the Programme Support Unit (PSU) for the production of situation-reports, mission updates and other public information products to update donors and partners on IOM operations in Somalia.
• Collaborate with other departments to contribute to the development and dissemination of appropriate Communication for Development (C4D) approaches, including awareness raising
campaigns.

Required Qualifications and Experience:
Education
Master’s degree in Journalism, Communications, Marketing, Development, International Relations, or a related field from an accredited academic institution with two years of relevant professional experience; or University degree in the above fields with four years of relevant professional experience.

Experience
Experience in digital communications and social media;
Experience in corporate writing and editing;
Experience with donor visibility activities;
Experience with media liaison;
Experience in humanitarian communications; and
Experience working in the region and/or in an emergency setting an advantage.

Objective
Oxfam in Kenya in partnership with national partners, is implementing two projects one on Democracy, Climate justice and Education for All and the other on Civil society capacity building for improved fiscal justice.
These projects seek to tackle inequality and poverty by promoting economic and social justice through accountable, transparent and gender responsive policies on resource mobilization, allocation and spending.

Scope of work
This consultancy will specifically support;
• Support the OKOA Uchumi Coalition in design work of logos, policy briefs and other relevant documentation.
• Support Oxfam and FIA in the designing, packaging documentation of the USAWA festival products
• Support social media engagement, design & layout of documents, packaging information, providing infographics and social media amplification among other roles.
• Support the development audio-visual documentation (5 case stories) as a tool for advocacy during the implementation of partner activities (utilize audio-visual clips, voice pops, infomercials and short documentaries to drive online traffic).

Other responsibilities.
Monitor and evaluate communication results for the planned events. – Provide reports after completion of the communication activities as agreed.

Duration
The provision of the Services is from August – December 2022.

Fees and expenses
The consultancy fees will be exclusive of expenses and payment of the agreed fee and shall be due on completion of this assignment. In accordance with the Expenses Summary for Consultants, Oxfam in Kenya shall cater for all travel costs, telephone calls, stationary, photocopying and printing related to this assignment. However, where necessary, Oxfam in Kenya will reimburse those reasonable expenses necessary for the proper performance of the Services; provided these are agreed in advance and that you provide all relevant receipts. These expenses are in respect of general overheads, which would reasonably be expected to occur in the provision of consultancy services.

Tax and VAT arrangements
Oxfam in Kenya will deduct withholding tax from the consultancy fees which will be in conformity with the prevailing government rates and submit the same to the Government of Kenya. The consultant will be entitled to a copy of the tax submission certificate on request.
Intellectual Property and Confidentiality of Information
All documents, data and information accessed will be treated as confidential and used solely to facilitate the retreat. Individuals will not be quoted in the reports without their permission.
All the required documents and reports in their draft and final versions shall be submitted to Oxfam in Kenya within agreed timelines and shall remain the explicit property of the organisation.

Supervision
The overall supervisor of this assignment will be by the Tax Justice Programme Officer and Tax Justice Strategist

a) Job Purpose
Senior Manager, Corporate Communication is responsible for establishing and maintaining IRA’s positive reputation and brand image through effective corporate communication strategies and practices, media management, stakeholder engagement, corporate social responsibility, creating brand personality and events management. The position is also responsible for developing and implementing strategies aimed at enhancing and maintaining service delivery and good customer experience.

b) Job Specifications
Duties and responsibilities will entail:
I. Managerial / Supervisory Responsibilities
i) Provide strategic leadership, advice and direction in the implementation and realization of the Authority’s corporate communication and customer service needs;
ii) Lead in the design, development and management of the Authority’s Corporate Communications, Service delivery and experience agenda to ensure objectives are aligned with the Authority’s strategic agenda;
iii) Provide innovative and creative leadership in the areas of Corporate Communication, Media Relations and Management, Crisis
Communication, Customer Service and Experience and Service delivery among others;
iv) Promote and facilitate research in corporate communication and innovative customer service Corporate Communication initiatives to keep abreast with emerging customer needs and expectations;
v) Develop and execute Communication Strategies and programs to support business decisions and overall implementation of the Strategic Plan to enable the Authority respond and address its internal and external stakeholders’ needs and expectations;
vi) Formulate, implement and manage the Authority’s Media Relations Plans and lead in message development to “tell the Authority’s story” in alignment with its mandate and strategic objectives while also constantly monitoring the media;
vii) Develop and foster the implementation of Customer Relations Strategies for enhanced customer experience, value addition, and customer satisfaction;
viii) Coordinate the development, implementation and review of the Authority’s service charter to ensure delivery of quality service and enhanced customer experience;

xvi) Coordinate regular research and surveys in brand communication, service delivery and proactively obtain market trends and insights on brand value and customer satisfaction levels;
xvii) Conceptualize, design and oversee the execution and management of all corporate events in support of achieving organizational mandate and corporate visibility;
xviii) Oversee development, implementation and review of the Directorate’s annual budgets, annual work plans, procurement and disposal plan in compliance with the applicable laws and regulations;
xix) Ensure compliance and direct the implementation of the Risk Management Policy Framework; and support the CEO in ensuring that the framework is integrated in the day-to-day activities of the Authority;
