Scope of Work /Duties /Responsibilities
• Developing, implementing and reviewing of Authority’s policies, procedures, strategies and guidelines to ensure compliance with the relevant legal provisions;

Qualifications
• Bachelor of Laws (L.L.B) degree from a recognized institution;
• Master’s degree in Law or its equivalent from a recognized institution;
• Postgraduate Diploma in Law from the Kenya School of Law; Admission to the Bar as an Advocate of the High Court of Kenya;
• Membership with the Law Society of Kenya;
• Leadership Development Course from a recognized institution;
• Certificate in Management Course from a recognized institution;
• Proficiency in computer applications;
• shown merit and ability as reflected in work performance and result; and
• Fulfilled the requirements of Chapter Six (6) of the Constitution

Experience
• A minimum period of ten (10) years in relevant work experience and at least three (3) years in a Supervisory position in the Public Service or Private Sector;

Job Description
• Reporting to the Chief Financial Officer, the jobholder will be responsible for providing internal legal services and advice on matters affecting the company or its employees, guiding on statutory compliance; ensuring that agreements are properly negotiated and documented and where applicable registered; and providing and managing litigation services in the Company, and ensuring safe custody of key legal documents within the Company.

Specifically, you will:
• Provide day to day legal and regulatory support to the functional areas covering general compliance queries and reviews.
• Follow up on cases filed against the Company and providing legal advice on matters affecting the company.
• Prepare and update matters-arising matrix to monitor implementation of Board and Senior Management decisions.
• Keep abreast with the legislative environment that have an impact on the Company's operations.
• Participate in drawing and vetting of contracts, leases, and other legal instruments.
• Participate in negotiations of treaties and contracts between the Company and other parties.
• Prepare Legal opinions and legal interpretations on various matters as required including interpretation of court and arbitral rulings affecting the Company.
• Carry out legal audits for compliance, and monitoring compliance with legal and statutory requirements of the Company.
• Ensure compliance to the Company Policies, Regulations, Standards and Procedures to enhance operational efficiency.
• Provide legal advice and support for Human Capital and employment matters.

• Liaise with the Company Secretary to ensure full compliance with all Company Secretarial requirements.
• Assist in undertaking of Company Secretarial services and providing administrative support to the Board and Senior Management.

Qualifications
• You have a Bachelors Degree in Law from a recognised institution.
• You have a Postgraduate Diploma in Law from the Kenya School of Law.
• You have at least 5 years of experience, 2 of which have been in a management position in a large, transaction driven organization.
• Certified PubIic Secretary (K) qualification is an added advantage
• You have in depth knowledge of the Law of Kenya.

Position Summary
This position is responsible for coordinating the development and implementation of strategies, policies, procedures and programmes designed to govern the Commission’s relationship with its social partners, stakeholders and employees in matters touching on Labour and industrial relation in compliance with the prevailing Labour Laws. It is also responsible for coordinating strategies aimed at enhancing industrial harmony in the teaching service as well as effective representation of TSC in courts of law and other contractual engagements.

Requirements for appointment
For appointment to this grade a candidate must have: -

• Served in the grade of Assistant Director (Legal Services) for a minimum period of three (3) years or served in a comparable position for a minimum continuous period of twelve (12) years;
• Bachelor of Laws Degree (LLB) from a recognized institution;
• Master’s degree in any of the following fields: Law, Labour relations or equivalent qualification from a recognized institution;
• Postgraduate Diploma in Law from the Kenya School of Law;
• Current Advocates Practicing certificate;
• Certificate in a Leadership Course not lasting less than four (4) weeks from a recognized institution;
• Met the requirements of Chapter six of the Constitution;
• Certificate in computer application skills; and

Duties and Responsibilities
The Deputy Director Labour and Industrial Relations will be answerable to the Director Legal, Labour & Industrial Relations for the management of Labour Industrial and Relations.

Duties and responsibilities at this level will entail: -
• Coordinating the development and implementation of the labour and industrial relations strategy, geared to the execution of the Commission’s overall strategic plan;
• Leading in the preparation of the divisional annual work plan to facilitate the implementation of the Commission’s labour and industrial relations strategy within the set timelines while maintaining the standards of quality;
• Leading in the development of policies, systems and procedures that contribute to the legal framework to strengthen the provision of industrial relations services;
• Coordinating the implementation of the division’s budget by ensuring efficiency and effectiveness in the administration of the institution’s financial resources;
• Leading in the preparation, implementation and submission of the divisional Quarterly Reports;
• Coordinating the identification and sensitization of the staff on all labour and industrial relations risks arising from legal suits and policies and procedures executed by the Commission;
• Organizing and coordinating research on the best labour practices, labour instruments, conventions, labour laws in the labour market;
