The Government of the Republic of Kenya has received financing from the African Development Fund (ADF) towards the implementation of the Support to Higher Education, Science and Technology (HEST) Phase II Project and intends to apply part of the agreed amount for this Loan to payments under the contract for consultancy services to undertake capacity needs assessment and provide technical assistance in the implementation of capacity building programmes through establishing linkages and exchange programmes.
The services included under this project are to undertake institutional capacity needs assessments of nine public universities and provide technical assistance for the establishment, implementation and sustainable management of national and international academic, research and industry partnerships that strengthen institutional capacity, research collaboration, innovation, knowledge exchange and internationalisation within Kenya’s higher education sector.
The services to be provided under the assignment include:
i) Conduct a comprehensive capacity needs assessment of the institution needs in their given thematic area.
ii) Identify the technical and human resource capacity gaps affecting the effective implementation of specific programme.
iii) Evaluate current linkages and exchange in specific focus areas to identify areas and gaps for alignment.
iv) Develop a comprehensive capacity building framework and implementation plan.
v) Design and implement targeted capacity building linkages and collaborations Programmes and interventions.
vi) Identify and establish value-laden institutional linkages and strategic partnerships.
vii) Develop frameworks and operational mechanisms for staff and student exchange Programmes.
viii) Promote knowledge sharing, collaboration, and institutional learning through exchange and networking initiatives.
ix) Oversee and provide technical support in the use of the budgets allocated for linkages and collaborations.
The consultancy shall be undertaken over an implementation period of forty-one (41) months, comprising:
a) Phase I (8 Months): Institutional capacity needs assessment, partnership development, design of capacity-building programmes and establishment of national and international academic, research and industry linkages.
b) Phase II (33 Months): Technical assistance, implementation support, monitoring and evaluation, coordination of partnership activities, and institutional capacity strengthening.
The State Department for Higher Education now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s ‘Procurement Policy for the Bank Group funded Operations’ dated October 2015, which is available on the Bank’s website at http://www.afdb.org.

Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
