DESCRIPTION OF JOB TASK AND RESPONSIBILITIES:
- Prepare and develop project documentation for all applicable projects as indicated by the Facilities Readiness Evaluation System (FRES) to correct facility deficiencies, improve overall facility conditions, and meet new mission requirements.
- Develop Special Project documentation for projects subject to Special Project thresholds that are compliant with OPNAVINST 11010.20 and NAVFACINST 11010.45.
- Develop DD 1391 Project packages for projects subject to MCON funding thresholds IAW OPNAVINST 11010.20 and NAVFACINST 11010.45.
- Revise and manage Basic Facility Requirements (BFRs) to ensure that they are current and correct.
- Identify, develop, and prioritize facility projects for demolition, consolidation, reutilization, and joint use that will result in maintenance and repair cost savings for the Navy.
- Prepare, update, and maintain all real property records and conduct asset evaluations for Class 1 (land) and Class 2 (facilities) Navy real property to accurately reflect existing conditions IAW NAVFAC P-78.
- Prepare project site approval documentation to ensure facility projects are properly sited in compliance with Regional Shore Infrastructure Planning (RSIPs) and land use regulations in a timely manner.
- Provide facilities and technical services.
- Prepares all Naval Shore Facilities planning documents including site approvals, special projects, submission, MILCON submissions, and environmental impact reports as required.
- Perform research and fieldwork.
- Coordinates projects between the Navy, contractors, customers, and other parties as required.
- Responsible for the overall evaluation and control of the assigned project schedules and performs schedule development, maintenance, and monitoring of the planning/scheduling activities with minimal or no supervisory oversight.
- Responsible for the facilities inspection, reporting, maintenance, and services of work facilities to ensure that they meet the needs of the organization and its employees.
- Effectively plan all offshore operations and engineering work scopes to ensure an optimized and effective use of all resources and an alignment of priorities with management objectives and business requirements.
- Implement an integrated plan for all projects to include materials, equipment, fabrication, human and other resource planning requirements IAW the work packs.
- Performs other duties as assigned within the scope of facility planning services and/or Facilities Management Director.
BASIC JOB QUALIFICATIONS: (Knowledge, Skills, and Abilities (KSAs):
- Demonstrates ability to develop engineering standards, specifications, guidelines, policies, and procedures.
- Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.
- Ability to read and interpret blueprints, diagrams, schematics, and written reference material, and follow engineering drawings, specifications, and instructions.
- Particular attention to detail, and good project management skills.
- Must possess administrative, organizational, and computer skills to include proficiency with Microsoft Office suite including (MS Word, PowerPoint, Excel, and Outlook).
- Proficient in computer-assisted design (CAD) and other design, data recording, and analysis software.
- Must pass overseas medical screening and be in good health.
- Must have a valid country of origin’s driver's license and be able to operate the assigned vehicle.
JOB SPECIFICATION: SPECIAL CERTIFICATIONS OR TRAINING
- Training in Shore Facilities Planning System and Special Projects Seminar.
- American Institute of Certified Planners (AICP) certification is highly desired but not required.
EDUCATION:
- Must have a bachelor’s degree in engineering (Civil, Electrical, Mechanical) or architecture, based on a four-year course of study from an accredited university or college
EXPERIENCE:
- Must have at least three (3) years of experience in planning and training in Shore Facilities Planning System and Special Projects Seminar.
Basic terms of the job offer.
- Assignment Duration: 12 months. Renewal subject to performance and project status.
- Base Monthly Salary: 48 hours per week minimum work requirement: $ 1600.00 (based on 48 hr. work week requirement)
- Working schedule: 48 hours per week (8 hours per day/6 days a week)
- Payroll period: Monthly. Amount give take home.
- Overtime: Work more than 8 hours per day or work performed on a rest day and/or holiday, will be paid as overtime at the base salary rate.
- Accommodations: Housing, transportation, meals in-country, and laundry facilities are provided
- Sick Leave: Employee will accrue 2.67 hours of sick leave for each full month of service, beginning with the completion of the first full month of Foreign Service employment.
- Annual leave Up to 21 days paid at the end of each 12-month contract.
- Travel will be provided by the employer to the employee's home country.
- Project Holidays: 10 paid holidays. New Year’s Day, Martin Luther King Jr.’s Birthday, President’s Day, Philippine Independence Day, USA Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day
