HSE Manager

  • The HSE Manager is the most senior member of the HSE Team, overseeing the overall HSE performance at LTWP. The HSE Manager is responsible for leading and managing the HSE Team to ensure all objectives and responsibilities are met. Additionally, the HSE Manager is responsible for: 
  • Developing and executing the LTWP HSE strategy in partnership with the Senior Management Team and Departments. 
  • Reviewing, updating, and implementing organizational safety programs, including management plans, procedures, and HSE policies. 
  • Conducting regular risk assessments to identify potential hazards. 
  • Planning and executing precautionary measures to prevent accidents or injuries. 
  • Ensuring the supply if the necessary tools, training and support to all LTWP departments to enable their compliance and contribution to HSE requirements and objectives.  
  • Defining KPIs and monitoring and reporting performance against these KPIs.  
  • Ensuring compliance with all relevant HSE regulations and standards as defined by LTWP’s EHS Policies, Plans and Procedures and relevant regulations and standards. 
  • The HSE Manager plays a pivotal role in maintaining the highest standards of safety and compliance, ensuring that all personnel and visitors are protected while on-site. 

KEY ACTIVITIES AND ACCOUNTABILITIES 

HSE Framework and System  

  • Ensure that LTWP’s HSE framework and management system are fully integrated into all areas of the business. Work closely with the Senior Management and the Leadership Team to embed safety leadership and accountability at all levels. Support each department in implementing the framework through planning, training, monitoring, and corrective actions. Ensure the system drives continuous improvement and delivers a safe, compliant, and efficient working environment across the entire operation. 

Identify, Mitigate, and Manage Risks:  

  • Identify, mitigate, and manage HSE risks related to LTWP’s operations. Ensure full compliance with Kenyan legislation (e.g., OSHA Act, 2007), LTWP’s Environmental, Social, and Health and Safety (ESHS) plans, and international standards (IFC, World Bank, ILO).  

Risk Assessments and Safety Plans:  

  • Address critical risk areas in relation to all aspects of LTWP’s operations.  Develop and implement necessary Safety Plans. Oversee the implementation of comprehensive, site-specific risk assessments for all ongoing and planned activities.  
  • Align all risk controls with LTWP’s HSE framework and Golden Rules to ensure strict adherence to safe behaviours and controls across all high-risk activities. Integrate risk mitigation measures into daily work planning, permit-to-work systems, and contractor management processes. 
  • Review and update assessments regularly to reflect operational changes, new work scopes, or emerging risks. 

Job Safety & Environmental Analyses (JSEA):   

  • Lead the preparation and verification of JSEAs and review of method statements  for all critical site activities. Ensure team leaders and contractors are trained in task-based risk identification and mitigation. Monitor and verify implementation during site activities. 

Systematic Planning and Documentation:  

  • Plan and coordinate HSE inspections, toolbox talks, training, drills, and permit reviews. Maintain accurate documentation of all activities for audit readiness and traceability. Ensure documentation is accessible, up to date, and compliant with LTWP’s document control system and legal obligations. 

HSE Team Leadership and Development 

  • Lead, manage, and mentor the HSE Team to ensure they are equipped to address LTWP’s safety and environmental challenges via adoption of international best practices. Build team capacity through targeted training focused on LTWP’s specific risk profile and operational requirements. Ensure all training supports effective risk control and safe work practices aligned with LTWP’s business objectives. 
  • Review team composition and skill set and propose additional resources or skills required to improve LTWP’s HSE performance.  
  • Identify HSE Gaps and Training Needs:  
  • Identify gaps in HSE knowledge or skills across LTWP’s departments. Propose and organize relevant training programs tailored to these challenges. 

Auditing and Reporting  

  • Ensure the timely creation and maintenance of essential ESHS documentation: 
  • Environmental and Social Management Plans such as the Occupational Health and Safety Plan, Water Management Plan, and Emergency Preparedness and Response Plan, all tailored for the unique environmental conditions of Marsabit County. 
  • HSE Activities Register and Incidents Register. 
  • Permits and Licenses Tracker to ensure compliance with all local and national regulations. 
  • Produce Quarterly HSE Reports that reflect any changes, challenges, or risks identified. 
  • Implement a structured HSE audit plan that includes internal and contractor activities. Conduct compliance checks aligned with ISO 45001 and ISO 14001 systems. Capture hazards, incidents, and inspections in LTWP’s digital HSE app.  

Digital Safety Tools 

  • Oversee the continuous development and adoption of LTWP’s Digital HSE reporting and monitoring tool, Safety Culture. Target 100% digitisation of all reporting and monitoring activities.  

Incident Management and Corrective Actions 

  • Lead or supervise structured investigations for all significant incidents, near misses, and high-potential observations. Apply root cause analysis techniques (e.g., 5 Whys, Fishbone Diagram) to determine causes. Ensure implementation and follow-up of corrective and preventive actions using a structured tracker system. Share lessons learned with staff and contractors to prevent recurrence. 

Contractor HSE Management 

  • Manage contractor HSE engagement through prequalification, onboarding, and compliance monitoring. Ensure all third-party workers follow LTWP’s HSE requirements. Conduct joint inspections, toolbox talks, and permit-to-work checks. Evaluate contractor safety performance using audits and routine reviews to ensure alignment with LTWP’s standards. 

Additional responsibilities 

  • To support the behaviour of working at LTWP, sharing best practice, and collaborating with colleagues outside of own sphere of business; 
  • To ensure full participation in the Performance Appraisal Review (PAR) process and maintain an up-to-date record of all training and development activities/programs; 
  • To always act and behave in a way compliant with all LTWP company guidelines and policies, especially those relating to values and behaviours, environmental health and safety, ethics and codes of conduct, as it is through living our values that we strengthen the culture of our business and demonstrate our understanding of our Code of Conduct; and, 
  • Any other duties deemed necessary and relevant by the management in the smooth running of the LTWP operations. 

QUALIFICATIONS  

  • Bachelor’s Degree: Health and Safety, Environmental Studies, or related degree from an accredited university is a requirement. 
  • NEBOSH Certification: NEBOSH International General Certificate (IGC) or similar NEBOSH HSE Certification from a recognized and accredited institution is a requirement. 
  • Professional Training and Accreditation: Additional certifications such as ISO 45001:2018 (Occupational Health and Safety Management Systems), ISO 14001 (Environmental Management), or First Aid and Fire Safety courses from recognized bodies are an advantage. 
  • Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Member of the Institute of Safety Management (ISM) is an advantage. 

EXPERIENCE 

  • 7+ Years of experience in HSE management ideally within energy, or large-scale infrastructure projects.  
  • Experience in remote or challenging operational environments like Marsabit County would be an advantage.  
  • Familiarity with OSHA laws and regulations: In-depth understanding of Kenyan OSHA Act, 2007, and how it applies to the safety and health protocols at the workplace. 
  • Occupational Health and Safety Training and Knowledge of Emergency Safety Systems: 
  • Emergency preparedness experience, including the ability to develop, test, and review emergency response plans (ERPs) specific to remote and hazardous work environments. 
  • Familiarity with systems such as fire suppression systems, first aid kits, evacuation routes, and rescue plans, particularly relevant for wind power projects.
