Responsibilities or duties

The Manager will be responsible for coordinating the organization’s strategic planning, business planning, performance management, monitoring and evaluation functions. The position will ensure that the organization’s strategic objectives are translated into measurable departmental and individual performance targets, effectively implemented, monitored and evaluated to achieve sustainable organizational performance.

Qualifications or requirements (e.g., education, skills)

A Bachelor’s Degree in Strategic Management, Business Administration, Economics, Finance, Commerce, Statistics, Planning, Development Studies or a related field. A Master’s Degree in Strategic Management, Business Administration, Economics, Finance, Planning, Monitoring & Evaluation or a related field. Management course lasting not less than four weeks. Professional qualifications in a relevant field will be an added advantage. Membership in a relevant professional body, where applicable. Demonstrable knowledge of strategic planning, performance management, monitoring and evaluation. Key Skills and Competencies: Demonstrable experience in strategic planning and implementation. Proven experience in performance management, monitoring and evaluation. Experience in developing KPIs, performance scorecards and organizational dashboards. Experience in preparation and analysis of management and performance reports. Experience in coordinating corporate/business planning processes. Strong analytical and problem-solving skills. Excellent planning and organizational skills. Performance measurement and KPI development. Monitoring and evaluation expertise. Data analysis and interpretation. Report writing and presentation skills. Excellent communication and stakeholder-management skills. Project and programme management skills. Ability to develop performance dashboards and management reports. Possess good interpersonal and communication Skills, Strong leadership and managerial skills as well as Strong negotiation skills. Possess high integrity and ethical values.

  • Coordinating the development, implementation and review of the organization’s Strategic Plan.
  • Translating strategic objectives into annual business plans, departmental work plans and measurable performance targets.
  • Coordinating the development, review and implementation of the organization’s Annual Performance Contract and related performance instruments.
  • Developing and maintaining an effective organizational performance management framework.
  • Coordinating the preparation, consolidation and monitoring of departmental and divisional performance targets.
  • Monitoring implementation of strategic initiatives, programmes and projects against approved plans, budgets, timelines and performance indicators.
  • Developing and maintaining a comprehensive Key Performance Indicator (KPI) framework for the organization.
  • Coordinating quarterly, half-yearly and annual performance reviews and preparing performance reports for management and the Board.
  • Conducting performance gap analysis and recommending appropriate corrective and improvement measures.
  • Coordinating monitoring and evaluation of strategic programmes, projects and organizational initiatives.
  • Supporting management in the development of evidence-based strategies and interventions to improve organizational performance.
  • Undertaking environmental scanning, benchmarking and analysis of industry, regulatory, economic and operational trends affecting the organization.
  • Conducting strategic research and providing management with timely information for decision-making.
  • Coordinating departmental planning, target setting and performance review processes.
  • Supporting the development of the organization’s annual budget by ensuring alignment between financial resources and strategic priorities.
  • Monitoring the linkage between strategy, budget, work plans, KPIs and performance outcomes.
  • Coordinating the preparation of management dashboards and performance scorecards.
  • Providing technical support to departments in developing appropriate and measurable performance indicators.
  • Coordinating customer, stakeholder and organizational performance surveys where applicable.
  • Develop, implement, coordinate and review the ELDOWAS resource mobilization strategies, develop funding proposals, government and donor management to attract human and financial resources for expansion of water and sanitation coverage.
  • Develop a risk management policy and framework for ELDOWAS, implement the risk management policy and strategies, ensure that risk registers are operational at all department levels and advising on risk mitigation strategies.
  • Coordinating implementation of performance improvement initiatives across the organization.
  • Supporting organizational change, innovation and continuous improvement initiatives.
  • Ensuring proper documentation and maintenance of strategic planning and performance management records.
  • Preparing reports, presentations and briefs on organizational strategy and performance for management and Board consideration.
  • Mentoring, coaching and developing staff within the Strategy, Planning & Performance Management function.
  • Ensuring compliance with applicable laws, regulations, government directives, regulatory requirements and organizational policies relating to planning and performance management.
  • Demonstrable experience in strategic planning and implementation.
  • Proven experience in performance management, monitoring and evaluation.
