Role Purpose

The Membership & Advocacy Officer strengthens KHF’s convening power by ensuring active, value-driven member engagement and advances KHF’s advocacy agenda across committees, sector platforms, and partner-supported programmes. The role supports strategic mobilization, policy dialogue, and coordinated execution of KHF initiatives.

The postholder is the operational anchor of the Federation’s member-facing work. The role carries continuity for KHF’s committees, leads the conceptualization and delivery of members’ meetings and CEOs’ Forums, mobilizes members around policy priorities, and supports the design and execution of KHF programmes.

Responsibilities or duties

Membership Engagement & Relationship Management

  • Maintain an updated, segmented database of KHF members and ensure continuous communication across the various member groups.
  • Lead structured outreach to members on upcoming events, policy dialogues, committee activities, and sponsored engagements.
  • Develop and implement a member engagement plan that enhances participation, retention, and satisfaction.
  • Conduct periodic check-ins with members, committee chairs, and technical leads to understand priorities and emerging sector needs.
  • Coordinate onboarding of new members, including orientation, welcome communication, and integration into relevant committees.
  • Support membership growth by identifying prospective member institutions across the private health sector and following them through to recruitment.
  • Work with the finance function on subscription renewals and follow up on outstanding member obligations.
  • Gather member feedback and use it to keep the membership value proposition current and defensible.

Committee Coordination & Sector Mobilization

  • Serve as the secretariat point person to the committees.
  • Organize committee meetings, including scheduling, notices, agendas, papers, minutes, and follow-up on action points.
  • Work with committee chairs to develop annual committee work plans and to identify advocacy priorities.
  • Coordinate the production of committee outputs, including policy and thematic papers, and facilitate member contributions to policy papers, communiqués, and sector submissions.
  • Maintain committee records, rosters, and institutional memory so that positions taken can be traced and defended.

Members’ Meetings & CEOs’ Forums

  • Lead the conceptualization of quarterly member meetings and CEOs’ Forums, proposing themes that respond to sector priorities and to the Federation’s advocacy agenda.
  • Develop concept notes setting out objectives, audience, format, programme, and expected outcomes for each convening.
  • Identify, propose, and secure speakers, panelists, and moderators, and prepare briefing material for each of them.
  • Design the programme and session flow, and manage the running of the event on the day.
  • Mobilize members so that attendance is strong and strategically representative of the sector.
  • Produce event reports capturing attendance, discussion, resolutions, and commitments, and track the resulting actions through to completion.

Program Advocacy & Policy Support

  • Draft advocacy briefs and concept notes for use by the Chief Executive Officer and the Secretariat.
  • Track policy developments at the Ministry of Health, regulatory bodies, county governments, and Parliament, and update members on changes that affect them.
  • Coordinate KHF’s participation in national and county-level health sector engagements, ensuring alignment with the Federation’s advocacy agenda.
  • Consolidate member input into single sector positions for legislative, regulatory, and policy submissions.

Event Mobilization & Partner Engagement

  • Lead mobilization of members for KHF-hosted and partner-sponsored events, ensuring strong attendance and strategic representation.
  • Work with partners to co-develop agendas, speaker lists, and advocacy messaging for joint engagements.
  • Ensure KHF’s brand, neutrality, and convening standards are upheld in all engagements.

Communications & Knowledge Management

  • Support the development of member updates, newsletters, committee briefs, and advocacy communication for dissemination across KHF channels.
  • Support development of social media content highlighting member activities, sector insights, and programme milestones.
  • Maintain organized records of committee outputs, event reports, member feedback, and advocacy materials.

Monitoring, Reporting & Institutional Strengthening

  • Track participation trends and member engagement outcomes to inform Secretariat planning.
  • Prepare monthly and quarterly reports summarizing membership engagement, committee activities, and advocacy progress.
  • Contribute to strengthening KHF’s systems, processes, and tools for member management and programme coordination.
  • Supervise and mentor interns and volunteers assigned to membership and programme work.
  • Undertake other duties as assigned.

Qualifications or requirements (e.g., education, skills)

Qualifications and Experience:

  • Bachelor’s degree in public health, health systems management, social sciences, development studies, communications, economics, business administration, or a related field. A postgraduate qualification is an advantage.
  • At least four years of relevant professional experience in membership engagement, programme coordination, advocacy, stakeholder management, or a comparable role.
  • Demonstrated experience organizing meetings, convenings, or multi-stakeholder events from concept through to reporting.
  • Experience drafting concept notes, briefs, minutes, and reports for a professional audience.
  • Understanding of Kenya’s health sector, the role of the private sector within it, and current reform, including social health insurance, is a strong advantage.
  • Experience in a membership organization, association, or public-private platform is an advantage.

Skills and Competencies

  • Proficiency in Microsoft Office, including Word for reports and briefs, Excel for member and participation data, and PowerPoint for presentations.
  • Confidence with virtual meeting platforms such as Zoom and Microsoft Teams, online registration and survey tools, shared drives, and membership or customer relationship management databases.
  • Familiarity with social media platforms and the basics of content development for institutional channels.
  • Excellent written and spoken English.
  • Minute-taking and report writing to a professional standard, with accuracy under time pressure.
  • Strong organizational skills and the ability to run several committee cycles and events in parallel.
  • Interpersonal confidence to engage chief executives, senior government officials, and partner representatives.
  • Discretion, neutrality, and sound judgement in handling member and commercial information.
