Responsibilities or duties

  • Oversee and coordinate the implementation of country-specific policies and strategies pertaining to labour mobility, immigration and border governance, and migrant protection in the context of mobility dynamics in Kenya, and identify and develop new projects and programmes to address migration management needs in Kenya.
  • In close collaboration with the Chief of Mission and Head of Programme and Policy Development, ensure that all components of relevant projects, programmes, and activities operate in a coherent and mutually supportive manner, ensuring smooth coordination among all partners and stakeholders.
  • Ensure the provision of timely, accurate, standardized, and adequate information to all relevant stakeholders on relevant IOM interventions, including active engagement in relevant forums and providing strategic and operational inputs.
  • Ensure alignment of programmatic planning and response with Government of Kenya priorities, inter-agency common planning frameworks, and improved coordination in migration management efforts envisaged by IOM in relevant thematic areas.
  • Recommend and ensure effective integration of cross-cutting issues, including gender, age, education, disability, environment, and protection in relevant programming for further enhancement of IOM’s programming on leaving no one behind.
  • Guide and supervise staff responsible for the implementation of relevant projects and programmes. Coordinate and provide training to staff to promote a common understanding and knowledge of ways and means to strengthen programming.
  • Identify new opportunities for the relevant portfolios and participate in the development of project proposals in coordination with relevant Programme/Project Managers and Units in the Mission, the Regional Office, and HQ.
  • Ensure compliance with institutional and donor reporting procedures, including adherence to reporting timelines, templates, approval processes, and internal systems (e.g., PRIMA), and proactively mitigate risks of delays or inaccuracies.
  • Liaise with donor representatives and periodically brief them on current and planned programmes in order to mobilize necessary resources.
  • Undertake duty travel relating to need assessments, project monitoring, liaison with counterparts, problem solving, and new project development, as required.
  • Perform such other duties as may be assigned.

Qualifications or requirements (e.g., education, skills)

Required Qualifications and Experience

Education

  • Master’s degree in Social Sciences, International Relations, Development Studies, Law, or a related field from an accredited academic institution with at least five years of relevant professional experience; or,
  • Bachelor’s degree in the above fields with seven years of relevant professional experience.
  • Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Professional experience in the fields of labour mobility, diaspora engagement, immigration and border governance, and migrant protection programming, knowledge on related global policies and guidelines;
  • Experience working in the implementation and delivery of migration management-related projects in a variety of contexts is a must;
  • Strong project implementation and management experience, including project monitoring and reporting;
  • Demonstrated experience in policy and strategy development;
  • Experience working in complex settings that require sound judgment and operational flexibility; and,
  • Previous work experience in East and Horn of Africa and the Intergovernmental Authority on Development (IGAD) region in a similar capacity, in particular with the UN, is a strong advantage.

Skills

  • Excellent written and verbal communication and negotiation skills;
  • Good knowledge of principles and practices of project management and monitoring and evaluation;
  • Proven resource management skills with familiarity with budget/financial administration;
  • Good knowledge of the broad range of migration-related subject areas dealt with by the Organization;
  • Strong ability to supervise interventions and coordinate administrative activities;
  • Delivers on set objectives with tight deadlines;
  • Effectively coordinates actions with implementing and other partners;
  • Works effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance country office and regional objectives;
