The Government of the Republic of Kenya has received financing from the African Development Fund (ADF) towards the implementation of the Support to Higher Education, Science and Technology (HEST) Phase II Project and intends to apply part of the agreed amount for this Loan to payments under the contract for consultancy services to undertake a physical plan, architectural and engineering designs and supervision of works, equipment installation, testing, commissioning and training of technicians and users for the proposed centers of excellence in industrial engineering at Masinde Muliro University of Science and Technology and electrical & electronics engineering at Meru University of Science and Technology.
The services included in this project are to provide multidisciplinary professional consultancy services for the planning, design, procurement support and implementation supervision of the proposed engineering laboratories and workshops to ensure the delivery of high-quality, functional and sustainable facilities that meet international standards for engineering education, research and innovation.
The services to be provided under the assignment include:
a) Undertaking an audit and detailed needs assessment of infrastructure and equipment in the proposed CoE areas, as well as comparative analysis of similar CoEs to identify and address local gaps and prepare designs
b) Preparing sustainability and business plans/Investment plans for the CoE
c) Developing a Physical Plan for all engineering buildings, workshops, laboratories and auxiliary infrastructure and facilities;
d) Evaluating the equipment prioritized by the University in terms of costing, compatibility with other existing equipment and gaps that may exist and include the existing equipment in the CoE.
e) Developing purpose oriented architectural and engineering designs of the workshops and laboratories based on the equipment specific needs to optimally operate, such as equipment dimensions, power ratings, space requirement, installation environment needs, among other critical considerations in the operation of the equipment.
f) Preparation of bid documents for the construction and equipping of the CoE.
g) Supervising the construction, equipment installation, testing and commissioning.
h) Reviewing and providing detailed equipment specifications, pricing and plans for the procurement, installation, testing, commissioning, training, operation and management of the equipment, workshops and laboratories.
i) Supervising training of staff in the operation, maintenance and management of the CoEs.
The consultancy is expected to be undertaken over an estimated period of thirty (30) months, comprising the two implementation phases (Phase I activities is 2 months, while Phase II is 24 months).
The State Department for Higher Education now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s ‘Procurement Policy for the Bank Group funded Operations’ dated October 2015, which is available on the Bank’s website at http://www.afdb.org.
