Job Summary

The Human Resource Officer - Socio-Economic Empowerment Program will be responsible for handling all HR-related matters within the self-help groups under the program. The officer will ensure effective HR management, including recruitment, payroll processing, leave administration, statutory compliance, and performance appraisal of group staff. The role also involves ensuring that HR policies and procedures are implemented effectively to support the program's goals. The officer will be reporting to the human resource manager.

Duties and responsibilities

Facilitate the recruitment process of self-help group staff, including advertising vacancies, screening candidates, and organizing interviews. Ensure proper documentation and background verification of newly hired staff. Conduct on boarding sessions and orientation for new staff members to familiarize them with group policies and procedures. Process and manage the payroll of self-help group staff, ensuring accuracy in salaries, allowances, deductions, and statutory contributions. Ensure timely submission of statutory deductions (e.g., SHIF, NSSF, PAYE) and maintain compliance with labor laws. Address payroll-related queries and discrepancies raised by employees. Coordinate and implement performance appraisal processes for self-help group staff.

Page 1 of 3 Food security, Water and Environment, Economic Empowerment, Gender and youth Empowerment, Relief and Charitable Centers Support the development of performance improvement plans for underperforming staff. In collaboration with the capacity building coordinator Identify training and development needs for staff and recommend appropriate interventions. Act as a liaison between the self-help groups and the HR department on staff-related concerns. Handle group employee grievances, disputes, and disciplinary matters in collaboration with the legal officer. Ensure adherence to labor laws and HR best practices in managing self-help group employees. Prepare HR reports and maintain accurate self-help groups employee records. Prepare periodic HR reports on staffing levels, performance, and HR operations within the program. Support the HR department in any other related duties as assigned.

Bachelor's degree in Human Resource Management Minimum of 5 years of HR experience, preferably in community-based programs or NGOs. A member of IHRM. Strong knowledge of labor laws and statutory regulations governing employment. 5. Excellent organizational and communication skills
