Responsibilities or duties
The Advisor will also strengthen resource mobilization capacity by creating user-friendly tools and developing and facilitating trainings that advance resource mobilization skills as well as support the adoption of improved systems and processes.
Qualifications or requirements (e.g., education, skills)
Bachelor’s degree in international relations, business administration or related field required; MA, MBA, or MPA or equivalent combination of education and experience is preferred.
Experience needed
6-8 years of experience pursuing and winning new multi-million dollar (over $10M highly preferred) grants with bilaterals (including US DOS, MCC, DFC), multilaterals, foundations, corporations, innovative financing and pooled funding mechanisms, as well as directly from a range of local in-country funders.
At least 3 years of experience conducting and or leading advanced prepositioning and capture activities; with a strong preference for those with experience generating funding opportunities with in-country local governments, foundations, and corporations.
At least 3 years of training development and facilitation experience, with strong preference for resource mobilization training topics.
Demonstrated experience completing successful, in-depth competitor analysis to inform proposal strategies, including win themes.
Experience living and working in a developing country is required.
Experience mobilizing resources for several child-centered sectors (e.g. education, livelihoods, sustainability, protection) strongly preferred.

Serve as Proposal Manager, leading matrixed diverse teams to drive efficient and effective proposal development processes for high-value and highly strategic opportunities with foundations, corporations, institutions, and innovative financing mechanisms to include:
- Developing winning proposal strategies (cost, technical, and co-investment);
- Undertaking in-depth competitive analysis that informs win themes and design;
- Identifying, negotiating, and engaging consortium partners;
- Facilitating swift draft reviews and design inputs with top-notch expertise internal and external to ChildFund
- Drafting resource mobilization consultant scopes of work and direct inputs in support of proposal development aims.
- Leading writing and/or editing of proposal sections
- Leading the development of proposal personnel profiling and support recruitment of candidates
- Lead and support colleagues in conducting business intelligence research, analysis of funding trends, desk research on emerging opportunities, and the creation of opportunity-specific capability statements/past performance.
- Support the development and execution of multi-pronged prepositioning plans for a wide range of target donors, working collaboratively across teams to advance efforts to secure funding with new donors and increase funding with existing donors. This includes collaborating closely with communications colleagues to sync up strategic messaging.
- Coach, mentor and train CO staff, cascading across countries and regions, on ChildFund’s resource mobilizations processes, systems, best practices with an aim to strengthen prepositioning and local resource mobilization capabilities.
- Develop training materials and tools for ChildFund staff across the resource mobilization life cycle, seamlessly incorporating key skills to increase win rates with foundations, corporations, institutions, and innovative funding mechanisms.
- Lead after action reviews of proposal development efforts, supporting synthesis of learning across teams.
- Support pipeline forecasting and analysis of resource mobilization metrics.
- Travel internationally on a regular basis.
- Remain alert and responsive to any safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the safeguarding policy and procedures, and conduct yourself in a manner consistent with the Safeguarding Policy.
