Project Management &  MEL

  • Draft and update quarterly work-plans, budgets and procurement  requests. 
  • Manage the activity tracker, indicator matrix and risk register. Compile monthly, quarterly and annual narrative reports. Produce success stories, human-interest pieces and social-media snippets.

Advocacy & Diplomacy 

  • Enhance refugee representation in education governance and  strengthen participation in the education ecosystem in Turkana  County. 
  • Facilitating RLO participation in county education sector planning  and working groups. 
  • Translate community evidence into policy messages consistent  with SIR Diplomacy Strategy outcomes. 
  • Develop briefs, talking points, op-eds and coalition letters;  coordinate sign-ons. 
  • Represent SIR at sector working groups, AU/GRF lead-ups, WRD  events, and media engagements.
  • Contract period: 12 months with possible extension based on performance.

Government & Stakeholder Relations

  • Maintain a stakeholder contact database and schedule bilateral  meetings. 
  • Convene quarterly multi-stakeholder round-tables and public  dialogues.
  • Capacity Sharing with  RLOs
  • Coordinate capacity strengthening workshops for RLOs Partners  and monitor progress against capacity action plans.

Community Engagement

  • Mobilise diverse refugee groups (women, youth, PWD) for  consultations and feedback loops. 
  • Facilitate RLO-government and partners co-creation sessions on  Shirika Plan implementation.

Qualifications 

Essential: 

  • Minimum Diploma in Social Sciences, Development Studies, International Relations, Public  Administration, or a related field.  
  • At least 2 years of relevant experience in community engagement, advocacy, civic  leadership, education policy, or governance, ideally in displacement or refugee contexts. Proven experience working with Refugee-Led Organizations (RLOs), civil society  coalitions/networks. 
  • Demonstrated ability to engage confidently with government actors, NGOs, and UN  agencies at both county and national levels. 
  • Strong writing and communication skills, with experience producing policy briefs, activity  reports, talking points, and human-interest stories. 
  • Fluency in English (written and spoken). Knowledge of local languages such as Swahili is  an added advantage. 
  • Excellent facilitation, networking, and public speaking skills; able to manage diverse groups  and sensitive discussions. 
  • Strong organizational skills and proficiency in Microsoft Office, Google Workspace, and  digital communication tools
