This is a job posting for the position of Assistant Director, Human Resource Management & Development - Grade 6 at the National Defence University-Kenya.
Responsibilities or duties
- Coordinating staff recruitments, appointments, selection, promotion, transfers, discipline and separation;
- Developing, implementation and reviewing human resource policies, procedures, standards and regulations;
- Undertaking staff establishment and career planning;
- Identifying, designing and coordinating the implementation of training programmes;
- Providing guidance on development and updating of the human resource database;
- Monitoring the implementation of training and human resource development plans;
- Preparing Personnel Emolument Budget for the University;
- Updating and maintaining skills inventory;
- Participating in the development of knowledge management;
- Analyzing impact of human resource policies on performance;
- Coordinating performance management;
- Overseeing development and maintenance of human resource database;
- Implementing and reviewing human resource plans;
- Coordinating industrial relations and staff welfare;
- Providing advice to staff on pay and benefit system;
- Ensuring compliance with statutory and regulatory requirements relating to Human Resource;
- Coordinating quality management and performance contracting processes.
Qualifications or requirements (e.g., education, skills)
Requirements for Appointment to this grade, a candidate must have:
- Bachelor’s degree in any of the following disciplines: Human Resource Management; Human Resource Development; Industrial Relations or equivalent qualification from a recognized and accredited institution;
- Master’s degree in any of the following disciplines: - Human Resource Management/Development; Industrial Relations or equivalent qualification from a recognized and accredited institution;
- Relevant technical and professional certification from a recognized institution
- Certificate in Leadership course lasting not less than four (4) weeks from a recognized and accredited institution
- Registered with Institute of Human Resource Management (IHRM).
- Valid practicing license from IHRM
- Proficiency in computer applications
- Demonstrated merit, ability and leadership as reflected in work performance and results.
Experience needed
- Cumulative service period of twelve (12) years’ relevant work experience, three (3) of which should be at the grade of Principal Human Resource Management Officer or in a comparable position;
Any other provided details (e.g., benefits, work environment, team info, or additional notes)
Shortlisted candidates will be required to present originals of the following documents during the interviews:
- National Identity Card;
- Academic and Professional Certificates and transcripts;
- Any other supporting documents and testimonials; and Clearances from the following bodies:
- Kenya Revenue Authority;
- Ethics and Anti-Corruption Commission;
- Higher Education Loans Board;
- Any of the Registered Credit Reference Bureaus;
- Directorate of Criminal Investigations (Police Clearance Certificate);
- Letter of recognition of qualifications frrom the Commission for University Education (CUE) for any degree obtained from foreign universities; and (f) Recommendations from relevant professional bodies (where applicable).
