Responsibilities or duties
The Assistant Director Planning is responsible for the following functions:
- Facilitating the development and formulation of policies, strategies and programmes;
- Providing advice on capital projects to ensure alignment with the strategic business goals of the service;
- Centralizing appraisal and cost-benefit analysis for all projects;
- Supporting departments to develop and review Key Performance Indicators (KPIs);
- Ensuring the provision of standardized project planning guidelines, methods, systems, tools, and metrics for consistent value outcomes;
- Monitoring and evaluating the progress of all key hospital projects and programmes in coordination with Project Managers and initiative owners;
- Coordinating the design and dissemination of Monitoring and Evaluation (M&E) tools;
- Compiling and disseminating M&E reports;
- Coordinating the development, evaluation, and review of the Service's Strategic Plan;
- Assisting in the development, implementation, and evaluation of the Service's Performance Contract; and
- Facilitating the compilation and dissemination of periodic performance reports.
Qualifications or requirements (e.g., education, skills)
For appointment to this grade, a candidate must have:
- At least eight (12) years’ cumulative work experience, three (3) years of which must have been at the grade of Principal Planning Officer or in a comparable position in the Private or Public Sector;
- Bachelor's degree in any of the following disciplines: Economics, Economics and Statistics, Economics and Mathematics, Statistics, Economics and Finance, or any other equivalent qualification from a recognized institution;
- Master's degree in any of the following disciplines: Economics, Economic Policy, Planning and Management, Statistics, Business Administration, Project Planning and Management, or any other equivalent qualification from a recognized institution;
- Certificate in Leadership course;
- A valid practicing License where applicable;
- Shown merit and ability as reflected in work performance results.
Experience needed
At least eight (12) years’ cumulative work experience, three (3) years of which must have been at the grade of Principal Planning Officer or in a comparable position in the Private or Public Sector;

Remuneration will be in accordance with NLAS Salary Scale:
NLAS GRADE 4. Ksh.159,916 x 14,208 – 174,124 x 14,208 – 188,332 x 14,208 – 202,540 x 14,208 – 216,748 x 14,208 – 230,956 x 14,208 – 245,164 x 14,211 – 259,375 PM.
NOTE: NLAS Grades 1, 2 & 3 are on a three-years contract basis, renewable once while the rest are on permanent and pensionable terms
Successful candidates MUST satisfy the requirements of Leadership and Integrity as set out in Chapter six (6) of the Constitution of Kenya and shall be required to present the following documents before being issued with an offer letter;
- Clearance from Ethics and Anti-Corruption Commission;
- Tax Compliance Certificate from Kenya Revenue Authority;
- Certificate of Good Conduct from the Directorate of Criminal Investigations;
- Certificate of Clearance from Credit Reference Bureau; and
- Clearance Certificate from Higher Education Loans Board or proof of ongoing repayments.
