Duties/Responsibilities

Programme design, implementation and resourcing
• Support Nairobi Metropolitan Programme staff in designing and implementing MEL framework.
• Provide support in the preparation of internal program reports i.e. Quarterly Progress Report, Monthly Monitoring Report, and Annual Operational Plan and Budget, evaluation and impact assessment reports.
• Provide timely feedback to implementation teams from the MEL system findings to enhance effectiveness of program/project implementation and steps needed to achieve desired outcomes.
• Support the development of program and project logframe and results frameworks for grant funded projects
• Monitor and report the status and progress of Annual Operation Plan, and Results Framework based on the set performance indicators as well as budget expenditures
• Conduct process and outcome monitoring to assess quality of activity implementation, routine data quality audits and document field visit reports and action trackers.
Partnership, Capacity Building and Support
• Support in the assessment of the NMP staff MEL capacity and design of appropriate processes to ensure skills are developed.
• Provide mentoring and coaching to NMP staff on MEL processes and activities.
• Monitor status and progress of Project implementation based on performance indicators and the MEL Plan.
• Support programme staff in strengthening accountability and learning mechanisms
Research and Knowledge Generation
• Develop clear and user-friendly data collection and reporting formats in collaboration with the project teams at different levels.
• Analyze collected data and make recommendations to project managers on the project quality and desired improvement plans
• Undertake data analysis and management
• Support external evaluators and project team in designing and conducting baseline, midterm, endline evaluations and any other specialized studies to include TOR, sampling methodologies, data collection instruments, analysis and report development and be the main focal point for consultancies.
Learning
• Work with Project Officers to prepare high quality annual learning products including case studies, success stories, most significant change (MSC)
• Facilitate/Lead quarterly review meetings to discuss progress, challenges and lessons learnt and develop workplans with the project team
• Support project launch, start up and close out workshops to disseminate to stakeholders' information related to implementation and critical learnings
• Submit progress reports by the deadlines stipulated in the program documents
• Ensure implementation of NMPs evaluation and review lessons learned and recommendations.
• Any other duties as maybe assigned from time to time by the supervisor

Skills and Competence
Essential

• Minimum of a Diploma in International Development, Project management, Disaster Management, Statistics, or closely related fields, with specialized training in monitoring and evaluation, or a combined professional qualification and sound experience. Bachelor's degree is preferred.
• A minimum of 2 years of direct, "hands-on" working experience in building and operating monitoring and evaluation of projects/programs.
• Working programme experience with international NGOs or other international organizations
• Experience in data capturing for humanitarian and development work both development and emergency contexts
• Excellent interpersonal skills and verbal and written communications skills.
• Strong Team working skills
• Ability to work under pressure and short deadlines
• Good report writing skills, strong writing and communication skills and analytical abilities, particularly in the areas of learning, and capacity development/transfer.
• Excellent working knowledge of computers. Knowledge of mobile data applications such as Survey CTO, KOBO Collect, ODK, Access databases an advantage.
• Able to take initiative and exercise sound judgment.
• Ability to manage multiple tasks in an effective, pro-active and timely manner
