Organisational Setting and Reporting
The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The position is in the Office of the Executive Director (OED), Nairobi duty station. The incumbent reports to the Senior Coordinator of the Office. The focus of the job is to assist the Office in the ongoing organizational restructuring exercise. .

Responsibilities
• Supports development and implementation of a corporate internal communications strategy.
• Provides information regarding progress of the restructuring and participates in information activities for staff.
• Provides information on organizational staffing needs and allocation of resources in the new structure.
Administration and Human Resource Management:
• Undertakes actions related to the future HR management of UN-Habitat in relation to the to the restructuring process, e.g., recruitment, placement, promotion, separation of staff members, training, briefings etc.
• Assists in developing the work program and budget of the Office of the Executive Director as it relates to the restructuring process; analyses inputs and formulates resource allocations by work program, or business processes.
• Monitors budget/work program with respect to the restructuring process on a regular basis and reallocates resources as necessary.
• Supports the implementation of procedures and systems for implementing databases in support of the restructuring.
• Contributes to the development of restructuring guidelines for UN Habitat.
General Administration:
• Supervises support staff as required.
• Performs other related administrative duties, as required (e.g travel programme, monitoring accounts and payment to vendors and individual contractors for services identification of office technology needs and maintenance of equipment, software and systems).

Education
• An Advanced university degree (Master's degree or equivalent degree) in business, public administration, finance, law, international relations or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.


Work Experience
• A minimum of two years of progressively responsible experience in administration, finance, accounting, human resources management or related area is required.
• Experience in writing and editing policy guidance documents as well as data analyses is an added advantage.
• Familiarity with United Nations administrative rules, regulations, and policies is highly desirable.
• Experience with change management and organizational restructuring processes is desirable.
• Experience in a field setting (inclusive of peacekeeping operations, special political missions, agencies funds and programmes, or other similar international organization including non-governmental organizations) is desirable.


Languages
English and French are working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
