Background

Summary of the TOR

Kenya Community Development Foundation (KCDF) is seeking a consultant(s) to conduct the baseline study/evaluation for a 5-year program dubbed Giving for Change (GfC) supported by the Dutch Ministry of Foreign Affairs.

About the Project–Giving for Change (GfC)

Giving for Change (GfC) was selected by the Dutch Ministry of Foreign Affairs under the Power of Voices scheme. GfC programme sets out a bold vision for transforming how development is done by focusing on the recognition and importance of domestic resources in increasing local ownership, unlocking agency and strengthening the community's ability to claim entitlement from different actors, especially governments. Underlying all of these is the larger issue of power; at the same time, there is an explicit focus on strengthening rights and claiming capacities of communities concerning public government structures, another dimension of the programme relates specifically to overcoming power dynamics and establishing more equitable practices within the international development system.

Methodology

The Consultant (s) will propose a suitable and detailed methodology that exhaustively addresses the study's objectives at the baseline's inception; however, the Consultant(s) will be selected based on proposed methodologies submitted in response to this ToR. Robust mixed methods with a participatory approach are preferred. In addition, provide a detailed baseline analysis framework, proposed tools and proposed outline for the report.

In light of the current COVID-19 pandemic, we recognize that it may not be possible to make this review as participatory as it should have been. Therefore, we expect the Consultant (s) to conduct a mostly remote engagement in the adopted methodology.

Intellectual Property Rights

All documentation relation to the assignment shall remain the sole and exclusive property of KCDF.

Time Schedule

The study is expected to take not more than twenty five (25) days. The Consultant(s) is expected to be available for the work to start on the 14th of July 2021 and the final report should be submitted not later than 12th August 2021.

Budget

The proposed budget should be inclusive of all taxes applicable.

Study Management

The Consultant (s) will work closely with Director-Governance & Philanthropy and Monitoring, Evaluation & Learning Team Leader at KCDF. The Consultant (s) will be provided with a project information package of key documentation for review. Both parties will be available for questions and discussions throughout the consultancy.

Qualifications and Experience of Consultant (s)

The consultant(s) must have the following qualifications:

  1. Post graduate degree in relevant fields such as social studies, community development.
  2. A minimum of 7 years in community/social development research and programme evaluations.
  3. Demonstrate excellent oral and written English and Swahili.
  4. Excellent analytical skills and report writing skills.
  5. Demonstrate experience in conducting baseline studies.
  6. Ability to develop formulae for assessing the level of achievement of indicators overtime
  7. Proficiency in statistical analysis packages like SPSS, Stata
  8. Proven experience in conducting participatory qualitative and quantitative evaluation studies with superior analytical skills
  9. Knowledgeable in the Kenya civic and philanthropy spaces.
  10. Evidence theoretical knowledge and practical application of cross-cutting issues in development such as gender, innovation.
  11. Demonstrate understanding in measurement and evaluation of lobby and advocacy focused programmes.

Essential

  • Demonstrated experience working with civil society organisations of different sizes and capacities in Africa, including small CBOs, small to medium-sized local CSOs, national NGOs, and country offices of international NGOs.
  • Sound and proven experience in conducting evaluations around policy influencing, advocacy, philanthropy and community foundations;
  • Significant expertise in Monitoring, Evaluation and Learning;
  • Ability to communicate accessible findings and recommendations to a variety of audiences and stakeholders, i.e. without using jargon;
  • Experience in facilitating learning and participatory processes to validate and integrate research findings into learning;

Desirable

  • Experience conducting evaluation activities remotely;
  • Experience in facilitating workshops and other learning activities online;
  • Experience of a range of participatory evaluation techniques

Key Deliverables

The Consultant will provide the following deliverables:

  • An Inception Report.
  • Final tools/instruments of the baseline survey
  • Study Management Plan
  • Electronic files with all raw data
  • Draft Report
  • Presentation of the key findings to the stakeholders for validation
  • The final baseline report
