ROLE SUMMARY
The job holder will be responsible for the overall leadership, strategic and operational direction to enable the institution to achieve its short- and long-term objectives that translate into the realization of its mandate, Vision and Mission. The Chief Executive Officer is expected to: spearhead design of institutional structures; secure optimization of ICT systems; provide customer centered leadership and sustainability; lead human capital initiatives; promotes and upholds good corporate governance, prudent financial management, sound risk management principles and compliance with relevant laws, regulations and resources mobilization.
TASKS AND RESPONSIBILITIES
- Formulating and implementing an integrated strategic plan with the assistance of functional managers, for the growth of SASRA and the achievement of SASRA's vision, mission and corporate objectives.
- Ensuring the effective management and utilization of the financial, human and other resources to meet the operational, statutory, social and economic objectives of SASRA.
- Co-ordinating and controlling the operations of functional directorates and divisions and delegating the detailed implementation of the policies and programmes to managers.
- Determining how policy objectives will be achieved and consulting managers on such matters as methods of operation as well as resource requirements.
- Securing effective co-operation and collaboration with other public, private and international bodies and institutions that have important roles for the provision of integrated services.
- Ensuring compliance with Policies, Laws and Regulations.
- Maintaining a conducive work environment for attracting retaining and motivating employees while fostering a corporate culture that promotes ethical practices and good corporate citizenship.
JOB SPECIFICATIONS
- Minimum ten years’ experience in financial management, co-operative practice and management, law, finance or economics;
- Member of a recognized professional body where applicable and in good standing;
- Must have served in a position of senior management for a period of at least five years.
- Demonstrate strategic leadership experience
- Proficiency in relevant computer applications
- Candidates will be required to satisfy the requirements of Chapter Six of the Constitution of Kenya 2010 by providing the following documents;
- Certificate of Good Conduct from the Directorate of Criminal Investigations.
- Clearance Certificate from the Higher Education Loans Board.
- Tax Compliance Certificate from the Kenya Revenue Authority.
- Clearance from the Ethics and Anti-Corruption Commission.
- Report from an Approved Credit Reference Bureau.
FURTHER SPECIFICATIONS
The Applicant Must:
- Be a Kenyan citizen.
- Demonstrate knowledge and a clear understanding of Kenya’s financial sector; this will be an added advantage.
- Be a transformative leader with demonstrated ability to enhance the visibility and strategic positioning of the Authority.
- Demonstrate sound understanding of corporate governance for State Corporations.
- Demonstrate thorough understanding of public sector policy and reforms, corporate planning, financial regulation and relevant legislation impacting achievement of corporate goals.
- Demonstrate a high degree of professional competence, administrative capability and strategic initiative.
- Demonstrate ability to mobilize resources and to efficiently and prudently manage and account for public resources.
- Demonstrate integrity, accountability and professionalism in accordance with Chapter Six of the Constitution of Kenya, 2010.
- Be capable of initiating and implementing strategies aimed at effectively achieving the core mandate of the Authority
