Anti-Female Genital Mutilation (Anti-FGM) Board

The Anti-Female Genital Mutilation (Anti-FGM) Board is a State Corporation under the Ministry of Gender, Culture and Children Services, established to implement the Prohibition of Female Genital Mutilation Act, 2011.

The Board invites applications from qualified candidates for the following position:

Chief Executive Officer (AFGM 1)

Job Description

The Chief Executive Officer (CEO) shall serve as the Secretary to the Board, the Accounting Officer, and the Authorized Officer of the Anti-FGM Board. The CEO will head the Board Secretariat and will be responsible to the Board for the day-to-day administration and management of the Board's affairs.

Duties and Responsibilities

The Chief Executive Officer will:

  1. Provide overall leadership, direction, organization, and administration of the Board's programmes.
  2. Spearhead the formulation, implementation, and review of Board policies, procedures, strategies, standards, and guidelines for approval by the Board.
  3. Supervise, manage, and discipline the Board's staff.
  4. Be responsible for the administration and management of the Board, subject to the Board's policy direction.
  5. Appoint temporary professionals and other staff as may be required, subject to Board approval.
  6. Provide strategic leadership and ensure excellence in service delivery.
  7. Advise the Board, the Cabinet Secretary, and the Ministry responsible for Gender on matters relating to Anti-FGM.
  8. Execute and communicate Board strategies, policies, and decisions to the Secretariat.
  9. Provide an effective link between the Board and the Secretariat.
  10. Spearhead the Board's development agenda, including formulation and implementation of its master plan.
  11. Oversee the development, implementation, and review of projects, programmes, annual business plans, and long-term strategies.
  12. Ensure compliance with the Anti-FGM Act and all other relevant legal and regulatory requirements.
  13. Oversee the preparation of annual budgets, work plans, and effective internal monitoring and control systems.
  14. Ensure prudent utilization, management, and safeguarding of the Board's resources and assets.
  15. Coordinate the preparation and submission of annual financial statements to the Board, the National Treasury, Parliament, and the Controller of Budget as required by law.
  16. Ensure budget implementation complies with the Public Financial Management Framework.
  17. Strengthen collaboration and engagement with stakeholders and development partners.
  18. Promote continuous improvement in the quality and value of services provided by the Board.
  19. Promote the corporate image and enhance the visibility of the Board.
  20. Uphold integrity and professionalism in the execution of the Board's mandate.
  21. Champion the National Values and Principles of Public Service.
  22. Mobilize resources from development partners and other non-state actors to support Board programmes and projects.
  23. Foster a positive work environment that attracts, retains, and motivates employees.
  24. Build staff capacity and oversee performance management.
  25. Perform any other duties assigned by the Board or as provided by law.

Job Specifications

Applicants must possess:

  • A minimum of fifteen (15) years' relevant work experience, of which at least five (5) years must have been at Senior Management level.
  • A Bachelor's degree in any of the following disciplines:
    • Sociology
    • Anthropology
    • Education
    • Gender Studies
    • Social Development
    • Community Development
    • Social Work and Welfare
    • Disaster Mitigation and Management
    • Counselling
    • Psychology
    • Project Planning and Management
    • Community Health and Development
    • Or an equivalent qualification from a recognized institution.

OR

  • A Bachelor's degree in any Arts or Science discipline plus a Postgraduate Diploma in Education from a recognized institution.

Additionally, applicants must possess:

  • A Master's degree in any of the following disciplines:
    • Sociology
    • Anthropology
    • Education
    • Gender Studies
    • Social Development
    • Community Development
    • Social Work and Welfare
    • Disaster Mitigation and Management
    • Counselling
    • Psychology
    • Project Planning and Management
    • Community Health and Development
    • Or another relevant field from a recognized institution.
  • A Leadership Course lasting at least four (4) weeks from a recognized institution.
  • Certificate in Computer Applications.
  • Compliance with the requirements of Chapter Six of the Constitution of Kenya on Leadership and Integrity.
  • Membership to a relevant professional body, where applicable.
  • Demonstrated outstanding professional competence, leadership, and managerial capability.
  • Demonstrated understanding of national strategic goals, government policies, and development objectives, with the ability to align them to the Board's mandate.
