TRANSWASCO is hiring a Chief Manager Technical Services skilled in water infrastructure management, technical operations oversight, project engineering, and team leadership.
Job Description
Duties and Responsibilities
- Providing strategic and technical leadership in the Technical Services Department to ensure provision of high-quality services to customers.
- Steering the development of departmental policies, procedures and actions plans in line with the Company mission and objectives.
- Overseeing sourcing, production, treatment and distribution of water
- Overseeing proper treatment and disposal of wastewater
- Overseeing maintenance of the water infrastructure
- Coordinating monitoring water levels in all the company’s storage reservoirs on daily basis
- Overseeing accurate preparation of water production and supply statistics
- Overseeing preparation of comprehensive departmental reports, procurement plans and budgets, to Managing Director to facilitate decision-making
- Ensuring that water and sewerage infrastructure is operated and maintained to the required standards
- Providing technical expertise and advice on the acquisition of contractors and consultants for major works
- Implementation of the Strategic Plan, work plan and performance targets
- Optimal utilization and supervision of staff within the Division
- Providing overall supervision of major works
- Management of Non-Revenue Water
- Enhancing research and innovation
Qualifications
For appointment to this grade, an officer must have:
- Master’s degree in engineering (Civil/Water) from a recognized Institution.
- Bachelor’s Degree (Civil/Water) from a recognized Institution.
- Twelve (12) years’ cumulative relevant work experience, five (5) of which should have been in a management position.
- Certificate of Leadership Course lasting not less than four (4) weeks from a recognized Institution.
- Must be registered with Engineers Board of Kenya.
- Member of Institute of Engineers Kenya.
- Valid practicing license.
- Certificate in Computer Applications.
- Developing and implementing strategic plans for technical services.
- Overseeing the management of county infrastructure projects.
- Ensuring compliance with relevant laws, regulations, and standards.
- Managing and leading a team of technical professionals.
- Preparing and managing departmental budgets.
- Advising the County Executive Committee on technical matters.
- Promoting innovation and efficiency in service delivery.
- Strong leadership, communication, and interpersonal skills.
- Demonstrated experience in project management and public service delivery.
- Knowledge of public financial management and procurement regulations.
- A Bachelor’s degree in Engineering, Architecture, Urban Planning, or a related field from a recognized institution.
- A Master’s degree in a relevant field will be an added advantage.
- Professional registration with a relevant body (e.g., Engineers Board of Kenya, Board of Registration of Architects and Quantity Surveyors).
