JOB DETAILS:
The International Fund for Animal Welfare (IFAW) Chief of Party (COP) for the USAID funded Enhancing Community Climate Change Adaptation and Mitigation Through Cross-Border Policy Integration project should provide vision, leadership and direction to ensure the strategic, programmatic, technical, and financial integrity of the 5-year USAID project on Sustainable Management of Tsavo and Amboseli Landscapes.The primary responsibility is to lead the technical implementation and management of all aspects of the project, ensuring that the core project activities and IFAW’s existing related efforts in Tsavo and Amboseli Landscapes are coordinated and successfully delivered. As such, the COP will provide overall management, technical leadership, coordination and collaboration with all implementing partners, and strategic oversight of all activities to achieve project objectives cost effectively.

Role and Responsibilities
• Provide overall project direction and management by maintaining vision and commitment to outcomes/results of all project activities. This includes providing technical expertise to all aspects of project implementation as appropriate.
• Serve as the key liaison with USAID, ensuring timely submission of good quality programmatic deliverables, particularly annual work plans, quarterly and annual technical reports, and all Performance Management Plan metrics.
• Lead the annual work planning process in close collaboration with the project team, USAID, and project partners.
• Develop and maintain relationships with all key partners; in-country international donors; private sector actors; other NGOs and research bodies critical to the success of the project.
• Ensure effective stakeholder engagement to secure buy-in to program activities, fostering inter-agency collaboration, local communities and traditional authorities, and the private sector.
• Ensure alignment of program objectives and activities with regional and national frameworks.
• Seek synergy with other conservation programs in Tsavo and Amboseli Landscapes
• Work closely with other USAID consortiums in the region for cross-site learning, co-ordination of effort to avoid duplication and to co-develop tools and approaches that can be easily adapted to different settings.
• Mentor, support, supervise and manage a team of highly qualified staff and align their efforts to ensure rapid and sustainable results.
• Work closely with the Director Landscape Conservation, and other relevant program leaders at IFAW Headquarters, IOC, and regional teams to ensure effective, timely and coordinated project implementation.
• Serve as IFAW’s spokesperson to communicate progress, achievements and lessons learned to key stakeholders including USAID and implementing partners in public and professional circles at meetings, conferences, and workshops.
• Facilitate development of a robust Monitoring, Evaluation and Learning (MEL) plan for the life of the project, and thereafter oversee the tracking of data and results, monitoring and reporting on progress toward achieving the set targets.
• Ensure resources for project implementation are available and judiciously used.
• Assure sound financial management of the project (e.g. budget execution, program-finance linkages, monitoring and reporting processes and procurement systems) and adhere to IFAW and USAID financial policies and procedures.
• Oversee total compliance with IFAW and USAID regulations in all aspects of program implementation and management

• Qualifications and Education Requirements
• Master’s or higher degree in Natural Resource Management, International Development or other related field of study preferred.
• A minimum of 10 years of leadership experience in managing conservation and/or international programs or projects of similar scope and scale; proven ability to effectively work and collaborate with national government authorities and other stakeholders. Preference is for candidates with at least 5 years of experience, ideally in the East Africa region.
• Demonstrated familiarity with US Government project management, administrative and regulatory requirements, inclusive of at least three years of experience in managing multi-partner USG-funded projects in natural resource management or related sector. Experience managing USAID programs of equal size, scope and complexity in a similar context is highly desirable. Prior experience in a COP capacity for USAID is highly preferred.
• Prior program management skills that include program planning, technical direction and oversight, program administration and financial management, award contractual compliance, and sub-award management in other countries of the world especially in East Africa.
• Demonstrated experience and knowledge in establishing systems and overseeing project start-up.
• Experience supervising personnel and ensuring they acquire the necessary training and skills to meet evolving program needs.
• Excellent diplomacy skills and a proven ability to establish and sustain interpersonal and professional relationships with USAID missions, host-country counterparts and representatives from other key stakeholders such as NGOs, PVOs, the private sector and other donors.
• Demonstrate outstanding leadership, strategic thinking, and organization team-building and representational skills.
• Strong communication skills, high fluency in written and verbal English.
• Understanding of the Kenyan social and political context
• Ability to travel nationally and internationally.
